REQUEST FOR PROCUREMENT
STATEMENT OF REQUIREMENT/NEED
The Department of Interior (DOI), United States Geological Survey (USGS), Earth Resources Observations and Science (EROS) Center has a requirement to procure fiberoptic components for the hallway ground system (HGS). The HGS is a key element of USGS (and NASA) support for Landsat 9 (L9) instrument and spacecraft testing by providing assessment of test data and go/no-go concurrences for testing. Due to COVID travel restrictions, HGS operations are being supported remotely.
Thermal/vacuum (TVAC) testing takes place in a different location than ambient (high bay) testing.
Normally, the HGS rack and consoles would be moved and reinstalled by the TVAC chamber, but this would require USGS/EROS staff onsite to do. To mitigate this and support continued remote operations, the HGS rack will be left installed in the current location and an additional cable run will be used to reach the TVAC chamber. The longer distance incurs a greater signal loss, so we are planning to use radio frequency (RF) fiberoptic cables instead of coaxial cables.
FUNCTIONAL AND TECHNICAL SPECIFICATIONS
The vendor shall meet or exceed the specifications and requirements as listed below:

The card cage and power supply shall be the following or equivalent:

DELIVERABLES
The vendor shall provide the following deliverable items:
Transmitter The vendor shall deliver one transmitter with power cable as specified above Receiver The vendor shall deliver one receiver with power cable as specified above Rackmount The vendor shall deliver two 1/3-rack mounting frames Warranty One year of warranty/support shall be included in the initial purchase
STATEMENT OF WORK (SOW)
The vendor shall perform the following statement of work:
1. Build, test, and deliver an RF fiberoptic transmitter and receiver that are compliant with the specifications listed above
2. Build and deliver two rack frames to hold the receiver and transmitter
3. The vendor shall deliver completed equipment to USGS/EROS within 4 months of order being placed (partial shipments are acceptable if one is ready before the other)
Nature of Action Being Approved.
The Department of Interior (DOI), United States Geological Survey (USGS) Earth Resources Observations and Science (EROS) Center has a requirement to procure radio frequency (RF) fiberoptic components to be used for Landsat 9 (L9) spacecraft testing support. The vendor is Narda-MITEQ.
Description of Supplies or Services.
The following components are being procured:
• One Narda-MITEQ ORT-95012750-1 RF Fiberoptic Transmitter with FC/APC connector
• One Narda-MITEQ ORM-95012750-1 RF Fiberoptic Receiver with FC/APC connector
• Two Narda-MITEQ OL-TR3-12 19” 1/3-Rack Unit Mounting Frames
Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 13.106-1.
Rationale Supporting Use of Citation in No. 5.
The RF fiber will be used to facilitate remote operations of the USGS-provided hallway ground system (HGS) for spacecraft environmental testing. An extended cable run is required to reach the spacecraft when it is moved for environmental testing, and the existing coax cable would have too much loss. The fiber components being procured are intended to work with existing equipment already owned by the USGS, and thus, need to be compatible and of a specific make and model. While a full system could be competed and procured as a replacement, we would need to test it to verify functionality and performance, which would cause unacceptable delays to the spacecraft test schedule. Additionally, compatibility with the existing RF fiberoptic system currently used by the USGS will allow us to leverage the current investment of approximately $250,000.00 and provide spares and backups if needed.
Actions to Overcome Barriers to Competition.
Future requirements for same/similar needs will be competed to the maximum extent practical.
