GAOA Sitka Ranger District Mooring Buoy Maintenance Page 1 of 8
Performance Work Statement:
Recondition, maintain, replace, and inspect mooring buoys, chain, and anchors on the Sitka Ranger District. Work includes buoy reconditioning, chain replacement, chain inspection, chain modification, anchor replacement, anchor up-righting, and buoy replacement. The Contractor shall provide all labor, equipment, supervision, transportation, operating supplies, materials, tools, and incidentals for performance of this requirement.
The government will supply one ea. 1-1/8in. x 6in. diameter buoy ring, 7/8in. shackle, and Topper Industries mooring buoy to be used as a temporary buoy during reconditioning work. The buoy, ring, and shackle will be available for contractor to pick up at the Sitka Ranger District yard. The government provided buoy will be used at the end to replace the Moser Island buoy (if Option 1002 is not awarded) or returned to the Sitka Ranger District yard (if Option Item 1002 is awarded).
The buoys (Exhibit 1) included in the base and options are located around the north portion of Baranof Island and the southern end of Chichagof Island, on the Tongass National Forest as notated on the enclosed map (Attachment 2). All locations are within 60 boating miles of Sitka, AK.

Base Item work and Description: The contractor is to provide all materials, equipment, labor, and tools for:
I. Buoy Reconditioning Pressure wash and/or scrape matter off buoy to be refurbished including tires, post and can.
1) Remove buoy from the current moored location and temporarily replace with government furnished spare buoy.
i) Clean top tire with a Trisodium Phosphate (TSP) solution and allow to dry for proper adherence of paint.
ii) Coating will be white in color, Sea Hawk Aluma Hawk AH7000 Series paint or approved substitute coating applied to top buoy tire. Top tire will receive 1 coat of paint using manufacturer’s application instructions and no prime coat is required.

iii) Remove existing reflective tape from 12in. diameter steel can. Sufficiently clean and dry for proper adherence of new reflective tape.
iv) Place new 4in. reflective blue tape on the can in same location as old. Tape shall be compliant with U.S. Coast Guard regulations and be submitted for approval prior to procuring materials.
v) Replace all buoy anodes (12 total including government furnished buoy) with 3in. x 12in. zinc anodes with weld on tabs. Zincs will be attached with 1 ea. 3/8in. x 1-1/2in.
bolt, nut, lock and flat washer. All bolts, nuts and washers must be stainless steel.
vi) Allow sufficient time for paint to dry prior to deployment of refurbished buoy.
vii) The work may be performed in the field providing conditions for proper tape adhesion, and paint adhesion and drying are met.
2) Secure shackle pins with stainless steel mousing/safety wire when deploying buoys. 1-
1/8in. x 6in. diameter buoy rings are believed to be reusable. Replace all 7/8in. shackles used to connect chain to buoy ring.
II. Chain Replacement
1) Replace the entire buoy chain for selected buoys and dispose of existing chain off National Forest Land and in accordance with Federal, state, and local regulations. Existing chains are a full shot (90ft.) in length.
i) Chain to be American Bureau of Shipping (ABS) tested 7/8in. stud link chain, grade 2.
ii) Replacement chain length shall be for the following locations:
• Moser Island--90ft.,
• North Neva--75ft.,
• Sevenfathom Bay--45ft.
2) Replace shackle at the anchor bail with new 1in. hot-dipped galvanized shackle secured with stainless steel mousing/safety wire.
III. Chain Inspection
1) Inspect selected buoy chains by measuring and recording the diameter of the buoy chain links every 10ft. Measurements shall be to the nearest millimeter (mm).
i) 0ft. will be the first link where the chain exits the buoy post with measurements ending at the anchor bail.
ii) Scrape all debris and sea life off the chain links where measurements are taken.
2) Secure any shackle pins that have missing or broken wire with new stainless-steel mousing/safety wire.
IV. Chain Modification
1) Modify the length of chains at two buoys as follows.
i) Lengthen Mud Bay buoy chain with an additional 30ft. of new chain in accordance with
Chain Replacement Specifications (II.1.i). Used chain may be substituted for new if it is the same type and in good condition with all links at least 20mm in diameter.
a. Join chain segments with new 7/8in. hot-dipped galvanized shackle secured with stainless steel mousing/safety wire.

ii) Shorten Kanga Bay buoy chain to 45ft. Dispose any excess chain not reused at another buoy off National Forest Land and in accordance with Federal, state, and local regulations.
V. Anchor Replacement
1) Furnish and install new deadweight concrete anchors at two locations. New anchor specifications are shown in Attachment 1. New anchors must be inspected by the Contracting Officer Representative (COR) prior to deployment.
i) Ensure anchor is upright and is not laying on large, submerged stones or bedrock outcroppings.
2) Replace shackle at the anchor bail and connect to existing chain with new 1in. hot-dipped galvanized shackle secured with stainless steel mousing/safety wire.
3) Dispose of old anchor off National Forest Land and in accordance with Federal, state, and local regulations.
VI. Anchor Inspection
1) Measure anchor bail diameter to the nearest millimeter (mm) for concrete anchors.
Measure the thickness (mm) of the two pad eyes on the Fred’s Creek anchor.
i) Scrape all debris and sea life off the bail/pad eyes where measurement is taken.
2) Describe the condition of the anchor bail/pad eyes in writing, i.e. visual estimate of rust, what type of rust, (flaking or tight), etc. If anchor is upside down and bail is inaccessible, note in written report.
i) Scrape all debris and sea life off a 1ft. x 1ft. area around the anchor bail/pad eyes to allow for inspection.
3) For concrete anchors, describe the condition (i.e. is it smooth, is it powdery, is it flaking, etc.) of the concrete in a 1ft. x 1ft. area around one corner of the anchor block.
i) Clean all debris and sea life off a 1ft. x 1ft. area around one corner of the anchor block to allow for inspection.
VII. Anchor Uprighting
1) Reposition anchor in existing location so bottom surface of anchor is contacting the sea floor. If the anchor is sitting on a bedrock outcropping or large submerged stone(s), move to closest location of similar depth where anchor will have maximum contact with softer sea floor material.
VIII. Buoy Replacement
1) Replace existing Moser Island buoy with a spare, government furnished mooring buoy.
Contractor could service Moser Island location last or use the Moser Island buoy as the spare buoy when reconditioning buoys at other locations. Contractor shall dispose of the existing buoy off National Forest Land and in accordance with Federal, state, and local regulations.

THE CONTRACTOR SHALL:
1) In the event that a buoy is occupied, coordinate with boat owner to arrange to move and secure their personal vessel or return when the buoy is unoccupied.
2) Provide an underwater video camera to film the end-product at each buoy location. Videos must be in color and each location must be identified in the video. Video must show buoy with new zinc installed, entire chain, and anchor. If the anchor is not new, video should include observation points described in Anchor Inspection Specifications (VI). Submit one copy of video footage in .MP4 format to COR on an SD card or USB flash drive. Other video formats may be acceptable, but must be approved in advance by the COR. All videos may be combined on one SD card or USB flash drive.
3) Provide a written report with the name of the buoy, the GPS location of the buoy, the name of the diver conducting the inspection, the time the diver entered the water, the time the diver exited the water, the depth of the anchor at dive time, diameter of chain links every 10ft. (not applicable to new chain), diameter of anchor bail or thickness of pad eyes (Fred’s Creek), a narrative of what work was accomplished at the buoy, a description of findings from Anchor Inspection Specifications (VI), any problems encountered and useful information concerning the mooring.
4) All diving shall be in accordance with Attachment 7 Forest Service Handbook (FSH) 4209 Contract Diving.

(b) THE CONTRACTOR SHALL:
1) Arrange to move and secure a vessel in the event a buoy is occupied or return when buoy is unoccupied.
2) Provide an underwater video camera to film the end product at each buoy location. Videos must be in color and each location must be identified in the video. Video must show buoy with new zinc installed, entire chain, and anchor. If the anchor is not new, video should include observation points described in Base Item Description VI. Submit one copy of video footage in .MP4 format to Contracting Officer on an SD card or USB flash drive. Other video formats may be acceptable, but must be approved in advance by the Contracting Officer. All videos may be combined on one SD card or USB flash drive.

1) Perform work as described in Base Item Description V.
2) Buoy Replacement:
i) Furnish and install one Heavy Duty Alaska Mooring Buoy from Topper Industries. Submit new buoy details for approval prior to procuring buoy.
ii) Reuse the existing 1-1/8in. x 6in. diameter buoy ring. Replace the 7/8in. shackle used to connect chain to buoy ring and secure shackle pin with stainless steel mousing/safety wire.
3) If Option 1002 is exercised then the base work items of Anchor Inspection and Anchor Uprighting would no longer be required on the Moser Island buoy.
4) After completion of the Base Work Items, return the Government-furnished buoy, ring, and shackle to the Sitka Ranger District Yard.
(b) THE CONTRACTOR SHALL:
1) Provide a way to move and secure a vessel in the event a buoy is occupied or return when buoy is unoccupied.
2) Provide an underwater video camera to film the end product at each buoy location. Videos must be in color and each location must be identified in the video. Video must show buoy with new zinc installed, entire chain, and anchor. Submit one copy of video footage in .MP4 format to Contracting Officer on an SD card or USB flash drive. 1) Replace a 30-foot segment of chain from a depth of 40ft. to 70ft. below bottom of buoy post.
Replacement chain should be new in accordance with Base Item Description II or used chain may be substituted for new if it is the same type and in good condition with all links at least 20mm in diameter.
i) Join chain segments with new 7/8in. hot-dipped galvanized shackles secured with stainless steel mousing/safety wire.
(b) THE CONTRACTOR SHALL:
1) Provide a way to move and secure a vessel in the event a buoy is occupied or return when buoy is unoccupied.
