Combined Synopsis and Solicitation W911RX-21-Q-0006 Questions and Answers
Question 1: “Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?”
Answer 1: This requirement is a Follow-on Requirement to Contract W911RX-21-P-0001.
Contract W911RX-21-P-0001 had a Period of Performance (PoP) of 06NOV2020 to 12NOV2020. The contract was completed and closed; therefore there is not an incumbent.
Question 2: “We have a question regarding the following solicitation in reference to Attachment-2. Please clarify the Proportion of Services to Contract Price line. It is our understanding when reading this attachment that IF at any time the Government deems the contractor is not upholding 100% AQL (acceptable quality level) -because there is NO deviation from the standard acceptable- that the contractor will only be paid 3% of the Contract Price.
Attachment 2 outlines paragraph numbers 5.10, 5.11.1, 5.11, and 5.12.”
“Example- If a piece of equipment leaves the disinfecting wash bay after 10 minutes of dry time and a drop of Virkon-S solution falls on the concrete outside the wash bay, will this constitute a failure to contain the hazardous waste and residue, thus leading only to be paid 3% of the total contract price.”
Answer 2: Attachment-2 Performance Requirements Summary (PRS) column “Proportion of Service Contract Price” is meant to depict the deduction from the line item cost if the standards are not met for the particular Performance Objectives.
Attachment-2 Performance Requirements Summary (PRS) will be Amended to reflect “Deduct” in the column “Proportion of Service to Contract Price.”
In the example cited above, IF the contractor adhered to all of the standards leading up to that point, specifically the minimum of 10 minute dry time, then the contractor should not be penalized for failure to contain the hazardous waste and residue. The Government will determine when the equipment can be moved from the wash bay, but not prior to the minimum 10 minute dry time.
