2021 Wake Island HTRW Survey

Facility: 1504 Condition: Significantly Damaged Fire Station Utilization: Abandoned Size: 6,939 Square Feet Year Built: 1953

Construction: Cast‐in‐place concrete exterior and wood trusses. Flat built‐up roofing. Roof collapsed in Bay's 5,6,7,8 the collapsed roofing was abated, and the Bays cleaned up in 2017‐ the rest remains to be removed.

Building is damaged beyond repair. A map of the building location can be seen in Appendix 1.

Asbestos Found in Building 1504 (estimated quantities)

Tile/Mastic: 1,077 Square Feet Roofing: 5,575 Square Feet

Abatement of 1,077 square feet of tile/mastic and 8,655 square feet of roofing began in 2017. Floor tile and mastic were abated from the rooms north of the garage where asbestos containing material was identified.

Abatement was not completed for the roof. Asbestos containing waste is bagged up and remains onsite along with abatement equipment.

Asbestos sample results from 2021 are provided in Appendix 2. Results from 2010 and 2017 are provided in Appendix 4.

Lead and PCB Paint Found in Building 1504

Lead based paint (LBP) or coatings were identified in the following:

The following table shows paint samples collected in 2021 and analyzed for lead, toxicity characteristic leaching procedure (TCLP) lead, and polychlorinated biphenyls (PCBs). Complete 2021 results are provided in Appendix 3. X‐ray fluorescence (XRF) results from 2021 are provided on the Inspection map in Appendix 1.

Three TCLP samples were collected in 2021 from the paint samples and two results were greater than Resource Conservation and Recovery Act (RCRA) landfill limits. TCLP samples collected from representative building materials in 2017 were all negative. Toxicity characteristic for lead is defined in 40 CFR 261.24.

X‐ray fluorescence (XRF) results from 2021 identified LBP concentrated in the police and cell walls.

Overall, PCBs in paint do not appear to be an environmental concern. Paint on metal does not constitute a leachability hazard and therefore all metal materials with PCB amended paint can be readily landfilled in an EPA permitted landfill per 40 CFR 761.62(b). The highest concentration of total PCBs from the 2021 sampling events was 3.194 mg/kg (2021 Sample ID W0400‐002LP).

Technical Information

Preparation/Analytical Method Verification Method SW-846 3050B is not a total digestion technique for most samples. It is a very strong acid digestion that will dissolve almost all elements that could become environmentally available. By design, elements bound in silicate structures are not normally dissolved by this procedure as they are not usually mobile in the environment.

Sample Dilutions Dilutions may be required for many reasons, including to minimize matrix interferences or to bring over range target analyte concentrations into the linear calibration range.
