About this file
This document contains a request for technical literature and descriptive information for a solicitation seeking self-contained breathing apparatus. The Army Materiel Command Contracting Command Detroit Arsenal is soliciting proposals to purchase 3M/Scott or equal SCBA and necessary assemblies to modernize fire and emergency services respiratory protection equipment at Anniston Army Depot. Offerors must provide with their bids descriptive literature and technical data demonstrating how their proposed SCBA meets the requirements in the statement of work by the deadline of 2 May 2022. The literature should clearly identify model numbers and page references for the item bid. Failure to submit responsive literature that establishes the item bid or shows the product meets requirements will result in the bid being considered non-responsive. The small business set-aside procurement has a North American Industry Classification System code of 339112 and involves a 60-day delivery period.

Text version
REQUEST FOR TECHNICAL LITERATURE
a. The bidder shall provide, with its bid, descriptive literature that has previously been used to market the proposed self contained breathing apparatus (SCBA). The literature will be used to technically evaluate the bid and shall describe how the your proposed SCBA meets requirements in the Statement of Work:
OFFERS THAT ONLY RESPOND IN THE AFFIRMATIVE (COMPLY or YES) BUT
FAIL TO SUBMIT TECHNICAL DATA THAT SHOW THEIR SCBA MEETS THE
STATEMENT OF WORK REQUIREMENT WILL BE CONSIDERD NON
RESPONSIVE.
b. The features, which must be addressed in the descriptive literature, are necessary to consider the bid responsive. If the bidder’s preprinted literature does not show all these features, the bidder must attach a letter of supplemental information to the literature describing in detail those required features.
c. The failure of descriptive literature to show that the product offered conforms to the requirements of this solicitation will require rejection of the bid.
d. Descriptive literature furnished under this solicitation that contains statements similar to ‘specifications are subject to change without notice’, ‘bid is subject to the following conditions’, or ‘prices are subject to change without notice’ shall not be considered for an award. The government has no assurance the products offered will conform to the specification; therefore, the bid is not considered a firm bid and will not be considered for an award.
e. Bidders who furnish a product catalog to satisfy this requirement must indicate which item is the subject of the bid by citing (highlighting, marking, etc.) model numbers and page numbers from the catalog in Section B of the solicitation along with the bid price.
Bids that fail to clearly establish what item or items are bid will be considered as non-responsive.
