About this file
This document consists of the technical instructions for the MFR Cable Tester, which is used to test the interface cables in the MFR system for continuity issues. The tester can be used to test MFR, BNC, and SHV cables for open and short circuits. The instructions cover the controls, indicators, and operating procedures for the tester, including powering on, testing different cable types, and powering down.
The related federal contract opportunity is for the procurement of IM-265/PDQ Multi-Function RADIAC (MFR) Cables. This is a combined synopsis/solicitation for commercial items, with the government intending to award a firm fixed price purchase order using Simplified Acquisition Procedures. The solicitation is set-aside for small businesses, and the NAICS code is 334519 with a size standard of 750 employees. Quotes are due by 10:00 AM EST on 12 August 2024 and will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. The Point of Contact for this acquisition is Brittany Tavassoli.

Technical Instructions - MFR Cable Tester
1-1
CHAPTER 1
GENERAL INFORMATION
1.1 GENERAL INFORMATION.
The Multifunction RADIAC (MFR) Cable Tester is used to test the three interface cables in the MFR system for continuity issues. The MFR Cable Tester works with the following cables:
• MFR Cable: A multi-conductor cable terminated with 7-pin circular connectors
• BNC: A coaxial cable terminated with BNC connectors.
• SHV: A coaxial cable terminated with SHV connectors.
BNC and SHV cables can be tested for open and short circuits. MFR Cables can be tested for open circuits.

CHAPTER 2
OPERATION
2.1 CONTROLS.
2.1.1. POWER ON/OFF Switch. Toggle switch turns power on or off.
2.1.2. LIGHT TEST Button. Press the button to momentarily light all LEDs on the Cable Tester.
2.1.3. SHORT TEST ENABLE/DISABLE Switch. Enabling SHORT TEST opens the ground connection in the SHV and BNC circuits. If the GND LED lights while a BNC or SHV cable is connected there is a short in the cable. 7-pin MFR Cables cannot be short tested.
2.2 INDICATORS.
2.2.1. POWER. Indicates that the Cable Tester is powered on.
2.2.2. A through G. Indicate continuity through the pins of a connected MFR Cable when lit. Pin G of the cable is ground. The MFR Cable cannot be tested for short circuits.
2.2.3. BND CENTER and GND. Indicate continuity through the center conductor or shield when lit. If SHORT TEST is set to ENABLE, a lit GND LED indicates a short in the cable.
2.2.4. SHV CENTER and GND. Indicate continuity through the center conductor or shield when lit. If SHORT TEST is set to ENABLE, a lit GND LED indicates a short in the cable.
2.3 POWERING THE MFR CABLE TESTER.
The MFR Cable Tester is powered by 4 AA batteries or an AC adapter. Inserting a plug into the AC connector automatically disconnects batteries. If an AC adapter is used long-term, batteries should be removed. The MFR Cable Tester is designed to be used with a 5-6V, 200mA, positive-tip AC adapter, such as the Triad Magnetics WDU6-200.
2.4 OPERATING PROCEDURES.
2.4.1. Startup.
a. Power the MFR Cable Tester by inserting 4 AA batteries in the battery compartment or by connecting an AC Adapter (see section 2.3 for acceptable AC adapters).
b. Switch POWER to ON. The POWER LED will light.
c. Press and hold LIGHT TEST. Verify that all LEDs light. Release LIGHT TEST.
2.4.2. Testing MFR Cables for Open Circuits.
a. Attach an MFR Cable to the MFR Cable Tester.
b. Verify that LEDs A through G light. If an LED does not light, there is an open circuit in the cable.
c. Flex the cable. If an LED flickers or extinguishes, there is an open circuit in the cable.
2.4.3. Testing BNC Cables for Open Circuits.
a. Attach a BNC Cable to the MFR Cable Tester.
b. Switch SHORT TEST to DISABLE.
2-2
c. Verify that the CENTER and GND LEDs under BNC light. If an LED does not light, there is an open circuit in the cable.
d. Flex the cable. If an LED flickers or extinguishes, there is an open circuit in the cable.
2.4.4. Testing BNC Cables for Short Circuits.
a. Attach a BNC Cable to the MFR Cable Tester.
b. Switch SHORT TEST to ENABLE.
c. Verify that the GND LED under BNC extinguishes. If the GND LED remains lit, there is a short circuit in the cable.
d. Flex the cable. If the GND LED under BNC flashes or lights, there is a short circuit in the cable.
2.4.5. Testing SHV Cables for Open Circuits.
a. Attach an SHV Cable to the MFR Cable Tester.
b. Switch SHORT TEST to DISABLE.
c. Verify that the CENTER and GND LEDs under SHV light. If an LED does not light, there is an open circuit in the cable.
d. Flex the cable. If an LED flickers or extinguishes, there is an open circuit in the cable.
2.4.6. Testing SHV Cables for Short Circuits.
a. Attach an SHV Cable to the MFR Cable Tester.
b. Switch SHORT TEST to ENABLE.
c. Verify that the GND LED under SHV extinguishes. If the GND LED remains lit, there is a short circuit in the cable.
d. Flex the cable. If the GND LED under SHV flashes or lights, there is a short circuit in the cable.
2.4.7. Power Down.
a. Switch POWER to OFF.
b. Remove any connected cables.
c. Remove any batteries if the MFR Cable Tester is to be stored long term (greater than 30 days).
