Performance Work Statement

USS WASP (LHD-1)

1.0 Background

The USS Wasp (LHD-1) is a United States Navy multipurpose amphibious assault ship, and the lead ship of her class operating in the US Navy Atlantic Fleet. The USMC ACE Ready Room is the designated space that aviators plan and prepare for missions. Currently, the ready room chairs aboard the USS WASP are unserviceable and in varying states of disrepair with (3) fabric colors present which do not meet the minimum standards for shipboard habitation and uniformity.

2.0 Purpose

The purpose of this procurement is to refurbish (67) B-3G-17 Ready Room chairs to like new condition with identical color scheme to provide a uniform and functional environment for aviators to perform mission planning duties.

3.0 Scope

The Contractor shall remove, ship, re-upholster, refurbish/repair, deliver and re-install 67 refurbished ready room chairs. Once awarded contractor shall review color scheme with ship’s force prior to work being commenced.

All furnishings will comply with:

MIL-STD-1623E, Fire Performance Requirements and Approved Specifications for Interior Finish Materials and Furnishings, Naval Shipboard Use MIL-PRF-32038A, Shipboard Furniture, fixtures, Fittings, and Accessories NAVSEA STANDARD ITEM 009-01 Ch 3. General Criteria; Accomplish

The contractor is to remove the specified existing items, and to manufacture and or procure and install the requested materials. Exact dimensions are responsibility of the contractor. Contractor shall ensure all materials procured for installation shall comply with application specifications of materials approved for shipboard use. Contractor shall provide a Certificate of Conformity from manufacturer when requested by Contracting Officer or his representatives.

Contractor is responsible for disposal of any items not being reinstalled. Refurbishment is to be done off sight at private facility.

Required Services

1. Removal of Chairs

a. Chairs will be removed from the ready room and shipped to an off-site location for refurbishment.

2. Refurbish

a. Each chair will be disassembled, sand blasted, freshly painted on all metallic surfaces, and then reassembled while replacing all worn parts, mechanical or otherwise.

b. The contractor shall perform work to the highest of NAVSEA shipboard approved standards and commercial standards; approved NAVSEA shipboard standards take precedent in accordance with all Shipboard regulations and directives. Installation shall be in accordance with Navy shipboard requirements. Contractor shall provide a Certificate of Conformity from manufacturer when requested by Contracting Officer or his representatives. Contractor is responsible for disposal of any items not being re-installed.

c. Work will be performed in accordance with COMNAVSURFLANT or COMNAVAIRLANT Shipboard Habitability Improvement Program or work covered under other U.S. Navy instructions as directed.

3. Re-upholster

a. A full replacement will be made of all fabric, regardless of worn state, with a camel brown fabric.

Back Cushion: 20w x 28h Seat Cushion: 20w x 20h Arm rest: 4w x 10h

Overall dimensions: 30w x 40h Weight approximately: 100 pounds

4. Re-install

a. Contractor shall deliver chairs to the ship and re-install finished chairs in the Ready Room.

b. Contractor will be responsible for disposal of all materials not needed for re-installation of refurbished chairs.

4.0 Period & Place of Performance

The contractor will remove and refurbish the 67 ready room chairs at an off -site location in 3 batches of 20 each with the third batch including the remaining 7 chairs to for the refurbishment. At the delivery and re-installation of each batch of 20, the next batch of 20 will be removed for refurbishment. Upon completion and refurbishment of the 3rd batch the Contractor shall return the items and reinstall. The final delivery and reinstallation shall be completed on or before January 31, 2021.

The contractor will remove existing chairs and re-install refurbished chairs at the following location:

5.0 Services Contract Reporting (SCR)

Services Contract Reporting (SCR) requirements apply to this contract. The contractor shall report required SCR data fields using the SCR section of the System for Award Management (SAM) at following web address:

https://sam.gov/SAM/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://sam.gov/SAM/.
