The Naval Surface Warfare Center Indian Head Division (NSWC IHD) Code R23 manages sustainment of Chemical, Biological, and Radiological (CBR) Sensor Systems equipment as part of a support agreement with the Pentagon Force Protection Agency (PFPA) specific to mission requirements related to National Security. The Airgard systems are chemical agent detectors and are a vital part of the CBR Sensor System. Therefore, it is critical that Airgard Maintenance Support services are procured annually to ensure the operational capabilities of these systems.

The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

--Item 10.k: NISPOM paragraph 11-202.b. identifies the process for access to information designated Military Critical Data. DD From 2345 must be submitted (directly) to the Defense Logistic Agency for access to unclassified military critical technical data. Export Controlled: All technical documents determined to contain export controlled technical data shall be marked "WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec. 2751 et seq.) Violations of these export laws are subject to severe criminal penalties. Disseminate per the provisions of OPNAVINST 5510.161” and guidance contained in attachment 3.
All PII associated with this contractor shall only be divulged to personnel with a need-to-know and shall be safeguarded to prevent unauthorized public disclosure. PII is not authorized for public release and cannot be placed on a publicly accessible web site or web server. All emails containing such information or attachments must be appropriately marked, and digitally signed and encrypted if being

PII associated with this contract shall be destroyed per NAVSEA M-5510.1, Chapter 3.
Personnel accessing government IT systems in the performance of contract work must meet SECNAV M-5510.30 security/access requirements. Information Assurance: Contractor personnel supporting this task order who require access to DoD Information Systems are required to receive and complete initial IA orientation awareness training before being granted access to the system(s), and annual IA awareness training to retain access, as required IAW DoD 8570.01-M and DoDI 8500.2 E3.3.7. Access requests to DoD IT systems will utilize OPNAV 5239/14(July 2008) SAAR-N Form. Contractor personnel supporting some areas of this Task Order requiring privileged access to DoD systems (e.g. System Administrators) are required to meet the following additional Information Assurance performance requirements: in accordance with SECNAVINST 5510.30, performance requirements at the IT-1 Critical Sensitive position requires full positive adjudication of a Single Scope Background investigation. Additionally, per DoD Manual 8570-1M, performance requirements will be set at the Information Assurance Technical Level (IAT) II and all training and certification specifications are required to be met within 6 months for any currently contracted employee and must be met within 6 months of any newly reporting personnel being assigned. This contract may include IT Level 1, 2, and 3 access requirements. A favorably adjudicated SSBI, or Periodic Review (PR) of the SSBI, is required for personnel whose duties meet the criteria for an IT Level 1 designation. The SSBI or PR must be updated every 5 years. A favorably adjudicated NACLC investigation (or higher) for civilian personnel is required for IT Levels 2 and 3.

3070.3 OPSEC Program. Contractor personnel supporting this task order must complete annual government – provided OPSEC awareness training. Contractor personnel will have access to government Critical Information (CI) and Indicators and Observables that may indirectly disclose CI. CI includes, but is not limited to: Ship movements and schedules, weapons and sensor system installations, capabilities, and configurations; specific platform installations and characteristics, test schedules, deficiencies and vulnerabilities. Indicators and Observables may include, but are not limited to: Outdoors system testing; ship’s external hull or superstructure modifications; shipboard equipment, ordnance, weapons, fuels, and/or stores loading/unloading operations, and/or personnel or aircraft embarkation. No CI, Indicators, or Observables may be divulged to third parties (including other company employees who are not subject to this contract) without approval of the local command Security Officer, OPSEC Officer, or the NSWC IHEODTD OPSEC Program Manager.
Item: 11(l). Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.

ADDITIONAL SECURITY REQUIREMENTS: Contractor employees embedded in government work spaces will be included in the command security education program per SECNAV M-5510.36 (11-4.2.a) and must complete prescribed DoD/DoN training requirements.
Contractor employees shall review each NSWC IHEODTD Security Training Bulletin online at the training website. Embedded employees with a Secret or above security clearance must annually attend a locally provided NCIS counterintelligence briefing. Derivative classifiers (i.e., those who create new documents, including e-mails, based on existing classification guidance) shall receive training in derivative classification as required by DoDM 5200.01 V-1 with an emphasis on avoiding over-classification, once a year. Training is available on the DSS website.
Contracting authority will provide security classification guidance on-site for the services to be performed. (to include Alternate Compensatory Control Measures where applicable).

• All contractor requests for sharing of classified and other sensitive information between prime contractors must be forwarded in writing to the government security office identified in Item 16.d of this DD254 form for approval.
• Copies of all subcontract DD254s must be provided to the government security office identified in Item 16.d of this DD254.
• Security Classification Guides (OPNAVINST 5513 Series) and unclassified limited distribution documents (e.g. FOUO, Distribution Statement Controlled) are not authorized for public release; therefore they cannot be posted on a publicly accessible web server or transmitted over the Internet unless appropriately encrypted to current DoD standards. Requests for public release cannot be transmitted via the Internet until the contractor receives final approval from the government.
All classified documents must be destroyed using a national security agency (NSA) approved high Security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders, or other APPROVED method for destroying classified information.
All reports of contractor security violations associated with this contract shall be mailed by the Cognizant DSS field office directly to the certifying official in block 16 of this DD254.
All classified information involved in security incidents shall be retained and provided to the certifying official in block 16 (a) of this DD 254 for classification review.
All security related requests pertaining to this contract shall be submitted in writing by the contractor's Facility Security Officer (FSO) to the individual identified in block 16(a) of this DD254.
All security aspects of this contract fall under the cognizance of NSWC IHEODTD Command. Contact the NSWC IHEODTD Security Contracting Officer for any questions regarding the content of the DD form 254.

All PII associated with this contractor shall only be divulged to personnel with a need-to-know and shall be safeguarded to prevent unauthorized public disclosure. PII is not authorized for public release and cannot be placed on a publicly accessible web site or web server. All emails containing such information or attachments must be appropriately marked, and digitally signed and encrypted if being transmitted via information systems. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are strictly prohibited. Personnel accessing government IT systems in the performance of contract work must meet SECNAV M-5510.30 security/access requirements. Information Assurance: Contractor personnel supporting this task order who require access to DoD Information Systems are required to receive and complete initial IA orientation awareness training before being granted access to the system(s), and annual IA awareness training to retain access, as required IAW DoD 8570.01-M and DoDI 8500.2 E3.3.7. Access requests to DoD IT systems will utilize OPNAV 5239/14(July 2008) SAAR-N Form. Contractor personnel supporting some areas of this Task Order requiring privileged access to DoD systems (e.g. System Administrators) are required to meet the following additional Information Assurance performance requirements: in accordance with SECNAVINST 5510.30, performance requirements at the IT-1 Critical Sensitive position requires full positive adjudication of a Single Scope Background investigation. Additionally, per DoD Manual 8570-1M, performance requirements will be set at the Information Assurance Technical Level (IAT) II and all training and certification specifications are required to be met within 6 months for any currently contracted employee and must be met within 6 months of any newly reporting personnel being assigned. This contract may include IT Level 1, 2, and 3 access requirements. A favorably adjudicated SSBI, or Periodic Review (PR) of the SSBI, is required for personnel whose duties meet the criteria for an IT Level 1 designation. The SSBI or PR must be updated every 5 years. A favorably adjudicated NACLC investigation (or higher) for civilian personnel is required for IT Levels 2 and 3.
-- Item 11.a: Contractor performance is restricted to the contractor facility or Government activity as indicated in the contract. The using contractor or Government activity will provide security classification guidance of the contract.
--Item 11.j: Operations Security (OPSEC) requirements: Contractor personnel are subject to applicable provisions of NSWC IHEODTD 3070.3 OPSEC Program. Contractor personnel supporting this task order must complete annual government – provided OPSEC awareness training. Contractor personnel will have access to government Critical Information (CI) and Indicators and Observables that may indirectly disclose CI. CI includes, but is not limited to: Ship movements and schedules, weapons and sensor system installations, capabilities, and configurations; specific platform installations and characteristics, test schedules, deficiencies and vulnerabilities. Indicators and Observables may include, but are not limited to: Outdoors system testing; ship’s external hull or superstructure modifications; shipboard equipment, ordnance, weapons, fuels, and/or stores loading/unloading operations, and/or personnel or aircraft embarkation. No CI, Indicators, or Observables may be divulged to third parties (including other company employees who are not subject to this contract) without approval of the local command Security Officer, OPSEC Officer, or the NSWC IHEODTD OPSEC Program Manager.
Item: 11(l). Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. | Explain and identify specific areas and government activity responsible for inspections.: ADDITIONAL SECURITY REQUIREMENTS: Contractor employees embedded in government work spaces will be included in the command security education program per SECNAV M-5510.36 (11-4.2.a) and must complete prescribed DoD/DoN training requirements. Contractor employees shall review each NSWC IHEODTD Security Training Bulletin online at the training website. Embedded employees with a Secret or above security clearance must annually attend a locally provided NCIS counterintelligence briefing. Derivative classifiers (i.e., those who create new documents, including e-mails, based on existing classification guidance) shall receive training in derivative classification as required by DoDM 5200.01 V-1 with an emphasis on avoiding over-classification, once a year. Training is available on the DSS website. |
Contracting authority will provide security classification guidance on-site for the services to be performed. (to include Alternate Compensatory Control Measures where applicable).
• Classified or unclassified technical papers to be presented at classified symposiums must be approved by the Contracting Officer’s Representative PRIOR TO presentation.
• All contractor requests for sharing of classified and other sensitive information between prime contractors must be forwarded in writing to the government security office identified in Item 16.d of this DD254 form for approval.
• Copies of all subcontract DD254s must be provided to the government security office identified in Item 16.d of this DD254.
• Security Classification Guides (OPNAVINST 5513 Series) and unclassified limited distribution documents (e.g. FOUO, Distribution Statement Controlled) are not authorized for public release; therefore they cannot be posted on a publicly accessible web server or transmitted over the Internet unless appropriately encrypted to current DoD standards. Requests for public release cannot be transmitted via the Internet until the contractor receives final approval from the government.
All classified documents must be destroyed using a national security agency (NSA) approved high Security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders, or other APPROVED method for destroying classified information.
All reports of contractor security violations associated with this contract shall be mailed by the Cognizant DSS field office directly to the certifying official in block 16 of this DD254.
All classified information involved in security incidents shall be retained and provided to the certifying official in block 16 (a) of this DD 254 for classification review.
All security related requests pertaining to this contract shall be submitted in writing by the contractor's Facility Security Officer (FSO) to the individual identified in block 16(a) of this DD254.
