Section B: Description of the Supplies/Services Required

The purchase of two Bobcat Toolcat UW53's with attachments. Attachments include two 84 inch angle brooms, two 86 inch snow blades, and one landscape rake.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW FAR 13.106-1(b)(l }(i} - Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold.

Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The purchase of two Bobcat Toolcat UW53's will allow us to use skid steer attachments that we already have on hand without the need to buy additional attachments. We Cut1'ently have an estimated-- of compatible attachments on hand. Procuring the Bobcat Toolcat would be advantageous to the Government by saving us from having to purchase-- worth of attachments replacing the ones we have if we were to tly to buy a like item. It also gives us the ability to travel at a higher speed than a skid steer to move from job-site to job-site without the need for trailering. The Toolca.t will be compatible with tractor and skid steer attachments we Cut1'ently possess that are not compatible with typical side by side UTV's. The forklift attachment will give us the ability to load and unload tools, equipment, and parts without having a dedicated forklift on site. The bucket attachment and the machines lift arm will allow us to load and unload vehicles as well as dig and fill holes and land scape sites that have been worked

on. The front lift ann on the UW53 will raise up to 1775 pow1ds almost 6.5 feet in the air. This piece of equipment can tow a trailer of attachments and attachment connected to a job-site, perform eve1y task required and haul the materials back at the end of the day.

No other piece of equipment we have is that versatile, including side by side UTV's.

Section D: Efforts to Obtain Competition

In attempt to obtain competition we contacted multiple local vendors to check if they sold Bobcat Toolcat UW53 or equal equipment. We also checked for Bobcats competing brands such as John Deere and Kubota for similar items on their websites.

The vendor contacted from John Deere stated that they do not sell similar items to the Bobcat Toolcat. While researching Kubota we found a similar item, but the selection of attachments did not cover the ones requested and it is unable to equip the existing skid steer attachments owned by Whiteman AFB Civil Engineering Squadron.

During Market Research we contacted multiple Bobcat Vendors, small business and large business to verify competition. When requesting for information on making purchases they stated that all Government entities make purchases through their National Account and the equipment will be shipped to their store to be delivered locally.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future to preclude single source and brand name awards we will purchase different type of attachments. We will attempt to purchase attachments that are more universal to different types of UTVs.
