NIFC Campus Tractor 140L3722Q0103 August 2022
NIFC- Campus Tractor Specification
The Bureau of Land Management at the National Interagency Fire Center in Boise, ID has a requirement for utility tractor per specifications list below.
Items to be shipped FOB Destination. 100% set aside for small business.
BASIS OF AWARD: The award will be made to the lowest price that meet the requirements of the solicitation.
Part 1 - General:
1.1. General Description
A. Provide one (1) new Commercial Grade Diesel Powered Tractor and attachments as specified in products section of these specifications.
B. The new Tractor will be used in a multitude of work on a campus with constricted areas that require significant maneuverability during routine campus functions. New tractor shall be able to use currently owned John
Deere attachments. Routine functions will include sweeping, groundwork, towing and maintenance related functions on the 55-acre National Interagency
Fire Center campus in Boise, ID. The tractor shall be a commercially available product in which all components are new with less than five hours operation on them. Product shall be delivered FOB to NIFC campus at 3833
S. Development Ave. Boise ID 83705.
1.2. References
A. Rollover Protection System (ROPS) SAE-J1194 and ISO 21299.
1.3. Warranty
A. The tractor, options and attachments shall be provided with a manufacturer’s warranty of one year from the date of delivery to the government.
1.4. Submittals
A. Price Quote.
B. Provide this purchase specification with vendor signature indicating that all items listed in specification are provided within price quote.
C. Provide literature on Manufacturer and Model of unit proposed.
Part 2 - Products:
2.1. Tractor: Provide one (1) tractor to work in very confined areas as facilitated by one or two hand operation with one seating capacity and complies with the following requirements.
A. Mechanical Attachment System:
1. Mounts:
a. Front- for plow, snow blade, rotary broom, up/down, left/right direction.
b. Middle- for mower deck, up and down direction.
c. Rear-Category 1, 3-point hitch, up/down, left/right direction.
3-point hitch assembly should be able to lift 900 lbs.
2. Quick attachment capability:
a. The tractor shall have quick changeout capability of implements on front, middle and rear mounts.
b. Attachment control kit needed to control functions of attachments.
B. Tractor shall have capability of attaching existing Government equipment without any modifications or addition parts needed:
1. Existing Implements:
a) Mid-Mount Mower Deck: John Deere Model #54D

C. Steering: Tractor shall have the following:
1. Hydraulic power steering.
2. Tilt steering wheel.
D. Transmission System: Tractor shall be provided with a 2-range hydrostatic trunnion shaft transmission with the following features:
1. Hi and Low range static speeds for forward travel speed and reverse travel speed.
2. Two-foot pedals for forward/reverse operation with auto throttle kit.
3. Mechanical Park in transmission.
4. Infinite adjustment on travel speeds up to 11 MPH and reverse positions up to 6 MPH.
5. Transmission oil cooler.
6. Four-wheel drive.
7. Cruise control.
E. Safety:
1. Tractor will only start with shift lever in neutral and engine shut-off feature if operator leaves seat while foot pedals are depressed, or PTO is engaged.
2. Seat and Safety Requirements: The tractor shall be provided with a factory installed seat and operation controls. Controls shall also be provided with the following: Seat shall have coil suspension, high back, cushioned and padded arms/backrest with lumbar support and fore and aft adjustment.
3. Seat belts.
4. Foldable ROPS compliant which can be lowered.
5. Instrumentation panel:
a) Indicator lights on the instrument panel shall include but not be limited to:
1. Fuel Gage Level.
2. Signal Lights Indicator.
3. Tachometer.
4. Engine Temperature Gauge.
5. Service Alert Indicator.
6. Hydraulic Oil Temperature.
7. Electrohydraulic Hitch Indicator.
8. Neutral Indicator.
9. High Exhaust Temperature Indicator.
10. Exhaust Filter Indicator.
11. Exhaust Filter Disabled Indicator.
12. Engine Air Cleaner Restriction Indicator.
13. Engine Information Indicator.
14. Transmission Information Indicator.
15. Speedometer.
16. Hour Meter.
17. Transmission Speed Selection.
18. PTO Speed.
19. Diagnostic Trouble Codes Information.
20. Hazard Warning Lights Indicator.
21. Charging System Indicator.
22. Mechanical Front-Wheel Drive Indicator.
23. PTO Engaged Indicator.
24. High Beam Indicator.
25. Differential Lock Indicator.
26. Park Brake Indicator.
27. Stop Indicator (shuts engine off).
F. Exterior Lighting:
1. The tractor shall have forward and rear lights, and a yellow beacon light that are mounted on the exterior of the factory cab.
2. The tractor shall have a rear light for work with rear implements.
3. Yellow beacon light for greater visibility.
G. Capacities: The tractor shall have the following capacities:
1. Minimum seating capacity: one occupant.
2. Fuel capacity: minimum 5 gallons.
H. Hydraulic Capability: The tractor shall have
1. Sufficient high flow hydraulic capacity to maneuver implements and steering.
2. Hydraulic lift shall be lift switch on a lever to raise implement.
3. Quick detach couplers needed for hydraulic implements.
I. PTO Drive with heavy duty electromagnetic blade clutch/brake.
1. Rear 3-point hitch PTO power should be a minimum of 17 horsepower.
2. Mid-mount PTO.
J. Engine: The tractor shall have
1. Provide an indirect injection, 1.2 Liter, 3-cyl diesel engine, capable of producing no less than maximum power drive 24.2 horsepower and 39-foot pounds of torque.
2. Glow plugs to provide quick starts.
3. Auto-bleed fuel system.
4. Fuel filter with replaceable element.
5. Dry-type air cleaner.
6. Air filter restriction indicator.
7. Sealed radiator compartment.
8. Horizontal exhaust discharge.
K. Brakes:
1. The tractor shall be provided with hydraulic braking by way of operator pedal with dynamic braking through hydrostatic transmission.
2. Parking brake must be disc type, one for each drive wheel.
L. Chassis: The tractor shall have the following:
1. I-beam enforcement for durability.
2. Must be equipped with utility box for small hand tools.
M. Tires: Tractor shall be provided
1. Minimum wheelbase of 5 feet.
2. Front Tires: Radial 220/55-R12.
3. Rear Tires: Radial 280/70-R16.
Implements:
A. Loader shall have the following requirements to work on the tractor:
1. Lift capacity at maximum height should be a minimum of 900 lbs.
2. Must be easy and quick to remove and mount loader without use of tools.
3. Single point hydraulic connection that also locks in the hydraulic lines utilizing a lever.
B. Rotary Broom shall have the following requirements to work on the tractor:
1. Must mount on the front of the tractor.
2. Must be 52 inch in length with a center drive chain.
3. Chain tension should be adjustable using a knob.
4. Must have parking stands and caster wheels.
5. Drive shaft for connection to mid-mount PTO should be telescoping, splined shaft with two high speed u-joints.
C. Sprayer should have the following:
1. Sprayer should be at least 60 Gal with PTO pump utilizing a 10’ minimum boom and a hand-held spray gun attached to a 100’ hose reel kit.
2.3. Options:
A. Provide an enclosed factory cab with mounted exterior lighting, venting/removable glass, powder coated to match the tractor, roof drip edge, windshield wiper with washer system, dual outside mirrors, sound insulation, heater with fan, and dome light.
B. Clevis and Ball Hitch.
C. Hood Brush Guard.
Part 3- Execution:
3.1. Tractor Delivery:
A. The tractor and all attachments specified shall be delivered to the address below no later than 90 days after the contract is awarded.
