About this file

This is a tailored FAR 52.212-2 evaluation criteria document for a solicitation to purchase a Toro Groundsmaster 4010-D Wide Area Mower for the VA Illiana Health Care System in Danville, IL. The government will evaluate quotations using four factors: (1) Technical/Quality, which requires authorized distributors to provide an OEM authorization letter, (2) Veterans Involvement, which gives evaluation credit to SDVOSBs and VOSBs verified in the VIP database, (3) Price, evaluated as the sum of all line item prices, and (4) Speed of Delivery, based on estimated delivery dates.

The evaluation will use a comparative approach under FAR 13.106-2(b)(3) to determine the best value to the government. Quotes may exceed minimum requirements, and the government reserves the right to select a quote other than the lowest priced that provides additional benefits. For Veterans Involvement consideration, prime contractors must be verified in the VIP database and meet small business size standards for the assigned NAICS code. Non-SDVOSB/VOSB quoters can receive some consideration by using verified SDVOSB/VOSB subcontractors and must provide subcontractor names, descriptions, and approximate dollar values.
