US Air Force 26th Special Tactics Squadron Local Shooting Tactical Marksmanship Performance Work Statement (PWS)
10 March 2021
SCOPE
In response to operational requirements, USAF 26th Special Tactics Squadron (STS) must possess an advanced level of small-arms marksmanship with the intrinsic ability to support operational contingencies. As a force provider, the 26 STS deploys personnel to operate globally in support of Geographic Combatant Commanders requirements. As an operational component providing personnel to various Special Operations Forces (SOF), the 26 STS requires an outsourced marksmanship range in order to meet its specialty training requirements.
1. DESCRIPTION OF SERVICES.
1.1. The contractor shall provide a facility capable of facilitating all aspects of marksmanship fundamentals required to allow each Special Tactics (ST) operator to become proficient with both M4/MK17/MK20/M249/ carbine and Glock 19. This marksmanship training is necessary to execute the full range of SOF missions sets alongside other SOF units. The facility shall provide space and scheduling to encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress-induced tactical situations. 720 STG Small Unit Tactics Standard Operating Procedures (SOP) shall provide specific criteria for training mastery when conducting maneuver fire as part of this PWS.
2. Description of Requirements
2.1. The contractor shall provide an outdoor live fire range capable of supporting one (1) Special Tactics Flight comprised of three (3) Special Tactics Teams, approximately forty (40) personnel. The range facility shall be available for scheduling 24 hours prior to training event. The period of performance shall be 1 year, with the option of an additional four years of performance.
2.2. The single training location shall be within 30 miles of Cannon AFB, NM and will be capable of facilitating training on all of the objectives below:

1.4.1.3. Perform immediate action drills
1.4.1.4. Perform live fire day immediate action drills
1.4.1.5. Perform live fire night immediate action drills
1.4.1.13. Perform small unit tactics using protective mask
1.4.2. Perform offensive and defensive operations in close combat
1.4.2.1. Perform basic CQB tactics
1.4.2.2. Perform non-ballistic engagement tactics
1.4.2.3. Perform enemy detainment and control tactics
1.6. Weapon Training:
1.6.1.1. Qualify with Service Common Pistol TR: AFI 39-226, AFMAN 36-2655
1.6.1.2. Perform fundamentals of fire
1.6.1.3. Perform protective mask firing
1.6.1.4. Perform night firing
1.6.1.5. Perform fundamentals of concealed weapons/low visibility firing
1.6.1.6. Perform fundamentals of fire with ST common pistol
1.6.2. Rifle: Special Operations Specific
1.6.2.1. Qualify with ST carbine
1.6.2.2. Perform fundamentals of fire
1.6.2.3. Perform protective mask firing
1.6.2.4. Perform night firing
1.6.2.6. Perform advanced STS weapon system marksmanship

3. Minimum Contractor Facility Requirements:
3.1. The contractor’s chosen location shall possess restrooms on site, portable or otherwise accessible within the on-site area.
3.2. The contractor’s chosen location shall possess a consolidated area for pre-mission gear preparation and mission planning.
3.3. Shooting range that shall allow use of military automatic firearms of 5.56, 7.62, 7.62LR, and 9mm. Range must allow for dynamic movements to the front, rear, left and right.
3.4. Shooting range with a 25 meter range or 50 meter range able to support 40 personnel simultaneously.
3.5. A maneuver range out to 500 meters that allows up to 12 personnel the ability to conduct long range patrol tactics, immediate action drills, and has defined danger areas i.e. open danger areas, hills/mounds, and choke points.
3.6. A range supporting low light and night firing outside normal duty hours (9 a.m. to 5 p.m.) out to extended hours (06 a.m. to Midnight). Supportable upon 48hrs prior coordination.
3.7. A vehicle mobility range capable of training from gun trucks and RZRs with an emphasis of shooting from the confined position within a vehicle.
3.8. Shooting range that has the ability to simulate navigating through canyon style terrain. This should accommodate up to 6 person teams.
3.9. Shooting range that shall allow outdoor CQC/CQB 360 degree live fire able to accommodate up to 6 personnel.
3.10. Shooting range shall possess ability to conduct shooting from vehicle to dismount while engaging steel targets.
3.11. Shooting range environment will mimic current operational rural environments in
Afghanistan, Iraq and Africa.
4. Government Provided Transportation, Items of Equipment and Materials:
4.1. Individual and Team Uniforms and Equipment per SOPs (Night Vision, Helmet, LBE, Rucksack, Optics, etc.)
4.2. M4 Carbine and/or MK17 Carbine, Glock 19 per 26 STS member
4.3. All required ammunition and targets
4.4. Transportation of personnel to the training complex
5. Safety Requirements:
7.1 The contractor shall:
7.1.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work as required by OSHA. The contactor shall follow safety requirements in accordance with all federal, state, and local laws, policy, and guidance.
7.1.2. Record and report promptly (within one hour) to the contracting officer, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
7.1.3. Ensure training facilities are inspected and validated by 26th STS Combat Arms and any other entity required by the USAF prior to the period of performance and as necessary after period of performance begins. (IAW AFI 36-2654 para 2.3.1)
8. General Information
8.1 Quality Control:
8.1.1. The contractor is required to control the quality of service delivery and offer to the Government for acceptance only services which conform to contract requirements. The overall control of quality shall meet the specified performance thresholds for each requirement in this document to be acceptable performance.
8.1.2.The Government shall rely on the contractor's existing quality assurance systems as a substitute for government inspection and testing, when contracting for commercial services, unless market research indicates otherwise.
8.1.3.Records of inspections shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.
8.2. Quality Assurance
8.2.1.The government will periodically evaluate the contractor's performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor's performance through on-site inspection during the training.
8.2.2.In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.
8.3. Contract Personnel:
8.3.1. Contract Manager: the contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The names of the contract manager and alternate(s) shall be provided to the CO in writing prior to the beginning of the first performance period. The contract manager and alternate(s) must be able to read, write, speak, and understand English. The contract manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.
8.3.2. The contract manager or alternate shall be available during normal duty hours (9 a.m. to 5 p.m.)
8.3.3. Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500- 7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.
