FACTOR OVERVIEW:
Proposals must be prepared and submitted in accordance with and in compliance with the instructions of this solicitation. The evaluation criteria for this award will be based on the factors described below.
• Factor 1 – Technical Capability
• Factor 2 – Past Performance
• Factor 3 - Price
Factor 1 – Technical Proposal The Factor 1 proposal shall be prepared in such a manner as to enable the Government reviewers to make a thorough evaluation and arrive at a sound determination of whether the proposal meets all technical requirements of the solicitation. The Factor 1 response should be sufficiently specific, detailed, and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements set forth in the solicitation so that the Government’s evaluators can verify compliance with required specifications.
Factor 2 – Current/Past Performance Past performance form is provided (attached). - Key personnel past performance
- Cost control
- Business practices
The offeror shall identify all contracts or subcontracts performed in the last three (3) years which required work in comparable areas (similar size and scope) to those described herein up to a total of two (2). The list should be in chronological order, beginning with the most recent project and continuing backwards. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts. Identify each contract by type, age, and dollar amount. Information will be used for both the responsibility determination and best value determination. All references provided by the offeror may not be contacted by the Government.
Factor 3 – Price
This is a firm, fixed-price requirement. Offerors shall submit the attached Microsoft Excel Pricing spreadsheet with their quote response. The spreadsheet provides visibility into the buildup of the total offered price. The Government will evaluate all quotes for price, ranking from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items (CLINS) The Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options will not obligate the Government to exercise the option(s). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation and as proposed in the technical submission. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award https://www.ppirs.gov/
