SUBMISSION INSTRUCTIONS & EVALUATION CRITERIA
1. INTRODUCTION.
1.1 The offeror’s proposal shall be submitted via email to the Contract Specialist located in Block 9 of SF1449 Solicitation.
1.2 Failure to follow these instructions may render your proposal non-responsive. Offerors are cautioned that there are page limits to each of the volumes submitted. The offeror’s proposal SHALL NOT contain classified information. The use of hyperlinks in submittals is prohibited.
1.3 The Government intends to immediately compare proposals and award without conducting exchanges with offerors. However, in the event the Contracting Officer concludes conducting exchanges is in the best interests of the Government, the Contracting Officer may do so at their discretion.
1.4 If the Contracting Officer determines that the number of proposals received exceed the number at which an efficient comparison can be conducted, the Contracting Officer may limit or otherwise downselect the number of proposals to be compared to the greatest number that will permit an efficient and timely comparison among the lowest priced proposals (Reference FAR 15.306(c)(2)). Therefore, the offeror’s initial proposal should contain the best terms from a price and technical standpoint.
1.5 An offeror must be found to be responsible in accordance with (IAW) FAR Part 9.1 to receive an award. The Government may, at its discretion, require the apparent successful offeror to submit additional information in order to determine responsibility IAW FAR 9.104-1. If apparent successful offeror is deemed to be NOT responsible by the Contracting Officer, award will be made to the next highest overall ranked offeror deemed responsible.
1.6 The Government is not responsible for any costs incurred for contractor’s time or materials expended in preparing a proposal for this solicitation.
2. FORMAT
| 2.1 The submission shall contain four volumes: Volume I | Technical | |
| Volume II | Past Performance Confidence Assessment Volume III | SF1449/Pricing Response |
W51AA1-24-R-0005 Attachment 2
Volume IV Certification/Representations, Exceptions & Amendments.
2.2 The submission shall be clearly indexed and logically assembled IAW with this document. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered. MS Word (.doc).
2.3 Each paragraph shall be separated by at least one blank line. A standard, 12 point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size not less than 8 point and may be landscape. Those pages that exceed the page counts in content below will not be evaluated.
2.4 All information shall be confined to the appropriate volume. Information not contained in the appropriate volume, or beyond the specified page count for that particular volume, will be redacted and not considered during evaluation. The offeror shall limit submissions to that essential documentation which is sufficient to define the offer and provide an adequate basis for evaluation. Offerors are responsible for including adequate details, in a concise manner, which enables a complete and accurate evaluation of the offer.
3. OFFER SUBMISSION
3.1 Any pages that are changed (as a result of negotiations or proposal revisions) should have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each Volume shall be clearly labeled with its Title and Revision Number.
4. REQUIRED SUBMITTAL VOLUMES
4.1 VOLUME I – TECHNICAL
The award will be based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance and Cost/Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Submitted proposals shall clearly reflect how the Contractor proposes to comply with the Statement of Work (SOW) and specification requirements. Submitted proposals including all supporting documentation shall be clear and concise. Submitted proposals shall not just be a parroting of the requirement. The Contractor shall address all SOW requirements with a narrative on how the Contractor intends to fulfill the contract SOW requirements and clearly demonstrate how the proposal meets the minimum specifications. Contractors shall use descriptive and explanatory elements in addressing all elements. A single statement of Contractor compliance will not be accepted in lieu of an explanatory description and shall disqualify the Contractor from contract award consideration. Submitted proposals that do not address all elements in the noted Sections individually may not be reviewed and may not be given contract award consideration.
Contractors shall provide fully detailed information showing that the item proposed meets or exceeds the Government’s minimum specifications. Contractor’s proposal, along with the technical specifications for item proposed, must be submitted together. Prospective contractors shall be required to meet or exceed the delivery timelines in order to be considered for award.
The Technical volume shall clearly reflect how the offeror proposes to comply with the performance required in the Statement of Work (SOW). Your technical submittal is to be clear and concise and shall be comprised of the offeror’s response to the following elements.
(a) Specification Sheets IAW SOW.
(b) Delivery Schedule. Offerors must submit a proposed schedule outlining a timeline for completing the delivery requirements as outlined in SOW.
(c) Offer must provide Material Safety Data Sheets (MSDS) IAW with the SOW requirements.
(d) Offeror must submit evidence of an established, valid and current business arrangement with a manufacturer of each product (on signed manufacturer letterhead, or contract) which stipulates the lead, processing, manufacturing, and entire delivery time of each product from point of origin to point of destination. If that manufacturer delivery point is not at Tobyhanna Army Depot (TYAD), offeror must supplement this information with a detailed delivery plan & schedule clearly articulating the entirety of the product lifecycle from point of origin to point of final delivery to TYAD.
4.1.1 EVALUATION & RATING
This evaluation will result in a determination of technical acceptability or unacceptability. Exceeding the technical requirements will not result in a more favorable evaluation since the overall technical evaluation will be Acceptable/Unacceptable.
All sub-factors of the Technical Volume will be evaluated IAW this document and the SOW and a rating from the following table applied.
Technical Volume Acceptable/Unacceptable Ratings
Rating
Description
Acceptable
Quote clearly meets the minimum
requirements of the solicitation.
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation.
4.1.2 REQUIRED VOLUME FORMAT
(a-e) MS Word, Excel or PDF.
4.1.3 PAGE COUNT
(a) The submission for Specification Sheets shall not exceed the minimum amount of information required to prove item equivalency.
(b) The submission for Delivery Schedule shall not to exceed 2 pages total.
(c) The submission for MSDS shall not exceed the minimum amount of information required to meet described performance.
4.1.4 A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
4.2 VOLUME II– PERFORMANCE CONFIDENCE ASSESSMENT
Past Performance will be a valid discriminator among the proposals received. Offerors shall submit a list of the most relevant Government and commercial contracts (prime and major subcontracts) during the past 5 years only, which are relevant to the efforts required by this solicitation. The minimum required citations is 1, the maximum citations is 3.
4.2.1 EVALUATION & RATING
(a) The performance confidence assessment is an assessment of the offeror’s past performance and probability of meeting the minimum solicitation requirements based upon relevant examples of past performance. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.
(b) There are two aspects to the performance confidence assessment. The first is to evaluate whether the offeror’s present/past performance is relevant to the effort to be acquired. The second aspect is to determine how well the contractor performed on the contracts. These two aspects are evaluated and used to determine the Offeror’s rating.
(c) Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.
(d) To receive consideration for this award, a minimum performance confidence assessment rating of ‘Satisfactory Confidence’ must be received.
Offerors must submit a minimum of one (1), but not to exceed three (3) relevant examples of past performance. The work under these examples shall have been performed within the past five (5) years. Past performance examples will be evaluated for relevance and quality.
a. Quality is evaluated as overall customer satisfaction, including but not limited to: timeliness of delivery; willingness to negotiate and accommodate changes; cost control; processing of warranty claims, performance of maintenance agreements; availability of general customer support.
b. Should the Offeror provide more than three (3) examples of past performance, the Government is not obligated to contact more than the first three. Offerors should confirm that the POC telephone numbers are accurate and in service; failure to provide valid telephone numbers does not obligate the Government to further pursue those examples of past performance.
c. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
d. Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.
e. Negative information obtained using past performance evaluations will be provided to the Offeror to be addressed unless such negative information or circumstances have already been addressed by the Offeror.
4.2.2 REQUIRED VOLUME FORMAT
MS Word submitted IAW this document.
4.2.3 PAGE COUNT

Cited examples will be further ranked in relevancy dependent upon recency.
4.2.4 ADDITIONAL VOLUME REQUIREMENTS
(a) Data concerning the prime offeror shall be provided first, followed in alphabetical order by proposed major subcontractor. While contractors may submit past performance information on relevant efforts under subcontracts, the Contracting Officer may be unable to obtain any qualitative information due to the Government’s lack of privity with subcontractors. In other words, since the Government deals directly with prime contractors, the Point of Contacts (POC) may be unaware of the offeror’s performance under a subcontract.
4.2.5 VOLUME ORGANIZATION
This volume shall be organized into the following sections:
(a) Section 1 – Contract Descriptions. This section shall include past performance information in the following format:
1. Contractor/Sub-Contractor Place(s) of Performance, CAGE Code, and DUNS Number for the contractor and each subcontractor. The offeror shall indicate if any of the contracts listed were terminated and the type and reasons for the termination. The offeror shall provide data on all instances where re- performance of the services was required.
The Performance Risk Volume will be evaluated IAW this document and the SOW with a rating from the following table applied:
Performance Confidence Assessment Ratings
Rating
Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

(a) The Government may, at its discretion, conduct a Price Realism Analysis while determining acceptability of the apparent successful offeror whose offer appears to be unrealistically low in relation to the majority of offers received. The Government may, at its discretion, require the apparent successful offeror to submit additional information in order to determine that the proposed price is realistic. If apparent successful offerors original proposal is deemed to contain unrealistic pricing by the Contracting Officer, they may be further deemed unacceptable and excluded from further consideration, or at the Contracting Officers discretion, award may be made to the next highest rated offeror.
