ULTIMATE BUILDING MACHINE
REFURBISHMENT
FOR 554 RED HORSE
ANDERSEN AFB, GUAM

1. DESCRIPTION OF SERVICES
1.1 REQUIREMENTS: The contractor shall provide services for the refurbishment of the
Ultimate Building Machine (UBM). It will be shipped from Guam Port to vendors facility, refurbished back to functioning capability, and returned to the Guam Port.
Once the machine arrives to the facility, vendor will evaluate, disassemble, and recondition the machine, including the following:
A. Inspect and Service the entire machine (major components):
• P-120/240 Panel Former
• C-120/240 Curver
• Hydraulic system
• Electrical system
• UBM Controller and Digital Positioning Systems
• Engine
• Trailer, axles, and brakes
B. Disassemble and Parts Replacement:
Disassembly and replacement of worn or damaged parts (manufacturing new parts to our specific patented tolerances) with evaluation and service of the following system components:
P-120/240 Panel Former
Full disassembly and evaluation of the decoiler assembly, forming rolls, stands, entry guides, main drive components, and guillotine assembly.
Removal and replacement of:
• Bearings
• Chains
• Decoiler Assembly
• Shear blade and guide bars
• Removal, evaluation, and replacement as needed:
• Rollers
• Gears
• Sprockets
• Top and side access covers (as required)
C-120/240 Panel Curver
Full disassembly and evaluation of the entry guide, side crimpers, main crimpers, main drive components, and adjustable radius guide assembly.
Removal and replacement of:
• Bearings
• Chains
Removal, evaluation, and replacement as needed:
• Gears
• Sprockets
• Entry guide rolls
• Adjustable radius guide (serviced or replaced if not most current model)
• Top and side access covers (as required)
Hydraulic System
Full disassembly and evaluation of the Hydraulic System to include the hoses, valves, motors, cylinder, and pumps.
Removal and replacement of:
• Hydraulic Fluid
• Hydraulic Filter(s)
• Site gauge
Removal, evaluation and replacement as needed:
• Main hydraulic control valve assembly
• Hydraulic hoses
• Hydraulic motors
• Main hydraulic pump
• Rebuild hydraulic cylinders on shear assembly
Electrical System
Full evaluation of the trailer wiring harness, lighting system, and vehicle towing connectors.
Repair or replacement of the following items:
• Battery and battery cables
• Complete vehicle lighting system
• Inter-vehicular cables
• ABS wiring
• Power Distribution Wiring
UBM Controller and Digital Positioning Systems
Complete evaluation of the UBM electronics and digital positioning systems.
Machines with current model UBM Controller will receive full controller service including thorough cleaning, diagnostic test, replacement of inoperable components, electronics preservation, and loaded with most current controller software. Older models will be replaced with current UBM Controller as indicated below.
Removal and replacement of:
• All exterior controller to component cables
• Rotary encoder measuring wheels
Removal, evaluation and replacement/repair as needed:
• UBM® Controller assembly w/remotes
• Power distribution box
• Rotary and Linear encoders
Engine
Execution of OEM premium engine service including:
• Timing and V-Belt replacement
• Oil and Oil Filter replacement
• Fuel Filter replacement
• Fuel Pump service or replacement
• Air Filter replacement
• Starter and Charging System service
• Mechanical adjustments per the engine manufacture’s specifications
• Vertical Exhaust Assembly (upgraded to newest model if required)
Trailer, Axles, and Brakes
Full evaluation and replacement if required of:
• Lunette eye assembly
• Landing gear
• Tires
• Battery Box weldment
• Storage compartment weldments
• Engine enclosure assembly
• Fuel tank (upgraded to newest model if required)
• Air assisted, anti-lock brake system service
C. Sand Blast, Paint, Preserve
Sand blast and paint all major trailer, panel former and curver weldments. Apply preservative to all chromed surfaces for long term protection.
D. Recalibrate and Operational Test
Recalibrate the Panel Former roller-line and Curver to specific manufacturer’s tolerances. Run test steel panels to assure proper operation. Re-commission the equipment by performing final tests on all systems so that it is ready to use.
E. Warranty
Parts and service warranty included for up to 6 months from the completion of refurbishment work
1.2 LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards while in transit and at the vendors facility.
2. GENERAL INFORMATION
2.1 CONTRACTOR PERSONNEL: The contractor shall provide point of contact (POC) for all contractual matters during business hours (local time at place of business).
3 SECURITY
3.1 FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
