About this file
This statement of work outlines the requirements for a manhole support trailer to be used by the 36th Communications Squadron at Andersen Air Force Base in Guam. The trailer needs to include a 12 kilowatt generator, safety chains, a landing jack, power cords, a two-speed blower air conditioner, insulated ventilation hose, floodlight beacons, guardrails, a 5 horsepower centrifugal water pump, discharge hose, and connecting hose sections. The pump, hoses, and ventilation equipment are required to remove water from communications maintenance holes and reduce temperatures, as the environment receives heavy rain and holes can reach 110 degrees. Offerors are invited to respond to solicitation number FA524023QM025 by the Department of the Air Force Pacific Air Forces to supply one manhole support trailer meeting the specifications outlined.

STATEMENT OF WORK
36 Communications Squadron
SCOPE: 36 CS Technicians must sustain and support the outside cable plant infrastructure, perform annual PMIs on 920 communications maintenance hole and antenna systems, and execute emergency communication repairs across Andersen AFB.
SCHEDULE OF WORK:
INSPECTION AND ACCEPTANCE:
ATTN: 36 CS
Unit 14009 BLDG# 23002
APO, AP 96543
REQUIREMENTS:
Quantity: One Manhole Support Trailer
SALIENT CHARACTERISTICS:
1. The 12 kilowatts single-phase 120/240 VAC generator power system is needed to power the various devices utilized in the field, such as the sump pump, field lights, and power tools.
2. A 5/16 by 34" safety chain with safety hooks is needed in case of dislodgement from the lunette eye and hooking system attached to the line truck.
3. A Landing Jack with a 36" stem and semi-pneumatic tire is needed to store and use the vehicle system independently or as a standalone vehicle from the line truck after placement.
4. The hard-wired Power cord to the rear control panel box. The 30 amp 220 VAC provides heavy-duty equipment to be powered and used in remote locations.
5. The two-speed blower option with 24K BTU air conditioning mitigates safety concerns with the atmospheric conditions inside the maintenance hole and from a personnel standpoint, as the maintenance hole can reach temperatures of 110 degrees while working in black flag conditions.
6. The 8" by 15' insulated hose is required to force ventilation to the open maintenance hole to aid atmospheric variables in reaching a safe entrance range and reducing environmental temperatures.
7. Dual floodlight beacons are required to reduce the presented hazard when personnel must open motorway maintenance holes.
8. The maintenance hole guardrail is required as a safety item to prevent accidental entry and reduce the hazard of falling into the maintenance hole.
9. The 220 VAC, 5 HP centrifugal 3" water pump is needed as the environment in Andersen AFB receives frequent heavy rains, which causes the maintenance holes to fill the 5' by 5' space entirely with water. This pump considerably reduces the wait time for entry. In addition, it reduces phone lines that may be shorted or grounded due to waterlogged.
10. The 3' by 25' hose discharge is needed while using the pump inside a maintenance hole displaced water routed downhill of the open hole.
11. The four 3" by 6.25' quick connecting hose sections are required to reach from the centrifugal pump to the floor of the maintenance hole, removing the max
