SECTION 2 – GENERAL
2.01 INTRODUCTION
This project consists of providing all materials, equipment, labor, and incidentals for the replacement of the gate operators of the main entrance and the maintenance of the gates at the Prescott Fire Center located at 2400 Melville Road, Prescott, AZ 86301. The work includes, but is not limited to, repairing and maintenance on existing drive-through main gates, and installing the necessary equipment to achieve the requirement of this gate. There are option items that will be awarded if funding is available, these option items include converting the double swing chain link gates, located 400 feet to the northeast of the main gate, to an aluminum cantilever slide gate, and to install the required equipment to achieve the requirements of this gate.
2.02 BACKGROUND
The existing gates were improperly installed in December 2016, and we have had issues with them not closing properly and with the service gate hinges slipping. This facility is an important facility that not only supports local, regional and national wildland fire-fighting operations but is attached to the Prescott Regional Airport, both of which requires this facility to be secure.
2.03 PROJECT LOCATION
Prescott Fire Center is located at 2400 Melville Road, Prescott, AZ 86301. The building is located just North of Arizona State Route 89A off the Larry Caldwell Rd exit. Head North on Larry Caldwell Rd then East on Melville Rd to project site.
2.04 PROJECT REQUIREMENTS
A. Base Quote Requirements: The scope of this project shall be to provide services for maintenance as well as repairs and installations of a new Automated Security Gate systems of the Main Gate: The existing gate consists of two very large and very heavy steel gates that open inward. On occasions, where there are strong winds, the gates seem to have a problem closing and latching in place. This gated entrance is required to have the following features:
1. Gate must have a reliable power source and must have a built-in battery backup.
2. The gates must open inward.
3. The gates must have a magnetic lock to prevent any gaps or openings when the gate is closed.
4. The gates must have additional welded on hinges installed and existing hinges must be inspected, repaired, and maintained.
5. Gate closure arms must be commercial grade and MUST be able to withstand the weight of the steel gates.
6. Closure arms when opened fully must be able to withstand sustained winds of 50 mph and gusts up to 65 mph.

7. The gate must be programable to open at different times, to close at different times or be able to be completely shut off in cases such as weekends, holidays or government closures.
8. The gates must have a keypad for entry and a keypad or a button to allow for pedestrians to exit if the gate is closed.
9. The gate must have a fire department access box located on the outside of the gate.
10. The gate exit must have a drive-up opening, in-ground loop to activate the gate when leaving if the gate is closed.
11. The gates must have safety features that prevent the gate from closing when a vehicle is in the path of the gate.
12. Gates should also have programmable dip switches to allow gates to be opened with universal openers.
B. Option Item Requirements: If funding is available, an option item will be awarded to convert the existing double swing, chain link service gates to a single aluminum cantilever slide gate. This gated entrance will be required to have the following features:
1. Gate must have a reliable power source and must have a built-in battery backup.
2. The gates must be converted from single swing chain link gate to a single, aluminum, cantilever slide gate.
3. The gate must be moved, to allow the approach to the entrance of the gate, to be able to contain a semi-truck and a 50 foot trailer.
4. Fencing must be added to secure the area after the gate has been moved.
5. A keypad and a call box with receiver must be installed for delivery drivers to call for entrance once they arrive at the gate or for employees to enter using the keypad.
6. Gate closure must be commercial grade and MUST be able to withstand the weight of this gate.
7. Gate must have programmable dip switches to allow gates to be opened with universal openers.
8. The gate must have a keypad or a button to allow for pedestrians to exit if the gate is closed.
9. The gate must have a fire department access box located on the outside of the gate.
10. The gate must have a drive-up opening, in-ground loop to activate the gate when leaving if the gate is closed.
11. The gate must have safety features that prevent the gate from closing when a vehicle is in the path of the gate.
2.05 GENERAL SITE CONDITIONS, FACILITIES AND TEMPORARY CONTROLS
A. This site is located within the municipality of Prescott and is easily accessed via paved surface roads.
B. Contracting Officer’s Representative (COR) - The COR is a Forest Service official designated by the Contracting Officer to perform day-to-day contract administration, including site inspections for quality assurance.

C. A site can be made available to the Contractor for staging and storage during the duration of the project and will be located by the COR at the beginning of work. Any damage resulting from the Contractor’s use of this site will be repaired or replace at the Contractor’s expense at the direction of the COR.
D. Potable water will be available along with cell phone capabilities. All temporary services and use areas shall be completely removed and the use areas shall be restored upon completion of use.
E. Transportation to and from the work site for the Contractor's personnel and materials will be provided at the Contractor's expense.
F. The Contractor shall take reasonable measures to secure equipment and contract work against theft and vandalism. The Forest Service is not responsible for the theft and/or vandalism of any materials or equipment left at the project site.
G. The work zones shall be delineated and marked adequately to warn visitors, government contractors and all government employees of equipment operations and other hazardous conditions. Any damage to existing improvements shall be repaired at the Contractor’s expense according to the direction of the COR.
H. No Government furnished supplies will be provided.
I. Posting of any and all construction signs will be the contractor’s responsibility. Work will be performed during business hours.
J. Any disruption to the area must be pre-approved and coordinated with the COR.
K. A site visit will be set no less than 10 days prior to quotes being due.
L. Selected contractor will be responsible for having the area Blue Staked.
M.Contractor will be responsible for cleaning up daily and securing project area.
N. Selected contractor is responsible for field verifications and measurements of new gate and other necessary equipment.
2.06 USE OF PREMISES
A. Water and sanitation facilities are available on site.
B. Construction shall be performed during normal working hours from 7:00am to 4:30pm
Monday through Friday, unless otherwise arranged with the COR.
C. Driveways, walkways, and entrances serving this premises shall be kept clear and available to emergency vehicles and pedestrians. Do not use these areas for parking or storage of materials.
D. Smoking is not permitted within the building, or within 25 feet of any entrance and must be disposed of properly.
E. Confine storage of materials to areas as approved by the COR.
F. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all operations. Contractor shall minimize disturbance of all undisturbed areas.
2.07 CONSTRUCTION SCHEDULE
A. Work shall begin as soon as possible, but not more than 10 days after the notice to proceed is given by the CO.
B. Contractor shall give the COR 24 hours notice prior to beginning work.

C. Project shall be completed within 60 calendar days of the notice to proceed is given by the CO.
2.08 PROVISIONS FOR SAFETY AND PUBLIC ACCESS
A. Contractor shall take all necessary measures to assure the safety of pedestrians and avoid any damage to vehicles and mechanical equipment on site.
B. Contractor shall assure to properly dispose/cleanup any debris on ground to avoid injury to pedestrians.
2.09 CONSTRUCTION FACILITIES
A. Controls – Project site is located within city limits. Emphasis will be placed on the safety of the public and Contractor personnel and on protecting the Contractor’s work.
B. Security – the Contractor shall take reasonable measures to secure equipment and contract work against theft and vandalism. The Forest Service is not responsible for theft and/or vandalism.
C. Work zone barriers –Work zones shall be delineated and marked to adequately warn visitors from operating equipment and hazardous conditions. The Contractor is responsible for providing barrier materials and maintaining barriers such as temporary barricades, barrier tape, curbs, etc., at work zones.
D. Work limits – ground disturbance and equipment shall be confined to the minimal area in each area of work. The Contractor is responsible for establishing the work limits and marking or otherwise communicating the limits to Contractor personnel.
E. Clean up – Contractor shall assure to properly dispose of any removed items and cleanup any debris on ground to avoid injury to pedestrians.
SECTION 3 – MOBILIZATION
3.01 SUMMARY
A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to and from the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
3.02 PROGRESS PAYMENTS
A. Progress Payments will be made as follows:
1. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
2. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
3. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
4. The total of all payments shall not exceed the original contract amount for this item.

SECTION 4 - SPECIFIC PROJECT REQUIREMENTS
4.01 AUTOMATED SECURITY GATE CLOSURE MECHANISMS
A. Main Gate (Base Qte): The scope of this project shall be to provide services for maintenance as well as repairs and installations of Automated Security Gate systems of the Main Gate: The existing gate consists of two very large and very heavy steel gates that open inward. On occasions, where there are strong winds, the gates seem to have a problem closing and latching in place.
1. Remove and replace existing power source with a new commercial grade reliable power source with built-in battery backup. Must be approved by COR.
2. Remove and replace existing magnetic lock, approved by COR.
3. Inspect and service existing gate hinges and weld on new CL3100 hinges, or approved equal, rated at 3000 pounds.
4. Remove and replace existing closure arms with NEW, commercial grade closure arms that can withstand the weight of the steel gates and sustained winds of 50 mph and gusts up to 65 mph when operating or when the gates are fully opened.
Must be approved by the COR.
5. Remove and replace existing programmer with a new programmer that is compatible with all operating equipment and that is programable to open at different times, to close at different times or be able to be completely shut off in cases such as weekends, holidays or government closures.
6. Reinstall existing Linear AK-11 keypads (if compatible with new equipment) or new keypads that are compatible with new equipment, for entry and a keypad or a button to allow for pedestrians to exit if the gate is closed.
7. Reinstall existing Fire Department access box (if compatible with new equipment) or new fire department access box located on the outside of the gate.
8. Install new drive-up opening, in-ground loop and necessary equipment. This includes all utility locates required before saw cutting/digging, saw cutting and patchwork. Ground loops shall be installed deep enough to remain in place in the event of any snow removal efforts or any other equipment being dragged across the area.
9. Install new safety features that prevent the gate from closing when a vehicle is in the path of the gate. This should include two eye sensors at the gate’s hinge posts.
One eye should be at approximately 4 inches off the ground and the second eye should be approximately the height of the bottom of a tractor trailer. A ground
Prescott National Forest, Bradshaw Ranger District Page 8 loop vehicle detector shall be installed to detect any vehicles that are anywhere in the path of the swinging gates.
10. Install programmable dip switches that are compatible with new and existing equipment and can be programmed with universal openers.
11. Contractor shall be responsible for all Blue Stake and other utility locates.
12. All electrical work must be performed by a licensed electrical contractor.
13. All equipment needed to operate the gates per the requirements listed in section
2.04 will be supplied by the contractor and included in the quote price.
14. Contractor to provide basic training on gates and controller.
15. Contractor to list all warranty periods on equipment and labor and shall supply
COR with warranties.
B. Service Gate (Option Item) Requirements: If funding is available, an option item will be awarded to convert the existing double swing, chain link service gates to a single aluminum cantilever slide gate.
1. Remove existing double swing, chain link fence gates and Automated Security
Gate system.
2. Provide and install a single aluminum cantilever slide gate that is 6’ high.
Contractor to verify measurements and COR to approve gate before ordering.
a. Cantilever gate frames consist of 2-1/2" O.D. horizontal rails, 2" O.D. vertical bracing, and 1-5/8" diagonal bracing; all are welded and galvanized and will include a counterbalance.
b. The slide gate counterbalance should be approximately 1/2 the length of the gate opening. Minimum counter balance should be 10' long. An automatic operator will be installed, so the counter balance will need to be longer so the operator can 'pull' the gate shut by the rear of the counter balance.
c. The aluminum cantilever slide gate will require a minimum 4" O.D. posts up to 20' and 6-5/8" O.D. posts up to 32'.
d. Concrete footers need to be significant. 18" diameter x 42" deep is recommended for 3-4" posts, 24" diameter x 42" for 6-5/8" O.D. posts and 30" diameter x 48" for 8-5/8" O.D. posts. Increase bottom diameters 6"; creating a bell-shaped hole. Poor soil conditions, such as sand, will require larger footers. The Contractor shall consult local building codes or practices prior to beginning this project. Call 811 prior to excavating post hole footers

3. Install new power source with a new commercial grade reliable power source with built-in battery backup. Must be approved by COR.
4. Install new magnetic lock, approved by COR.
5. Install new Automated Security Gate system for new aluminum cantilever gate.
6. All fabrication of fencing and gates will be done to match existing fencing.
7. Reinstall existing keypad (if compatible with new operator) or install new keypad and install a new call box on a goose-neck post at the height of a semi truck’s window with receiver inside warehouse office that is compatible with new equipment.
8. Reinstall existing Fire Department access box (if compatible with new equipment) or new fire department access box located on the outside of the gate.
9. Install new drive-up opening, in-ground loop and necessary equipment. This includes all utility locates required before saw cutting/digging, saw cutting and patchwork. Ground loops shall be installed deep enough to remain in place in the event of any snow removal efforts or any other equipment being dragged across the area.

SECTION 5 - PROJECT ADMINISTRATION
5.01 ADMINISTRATION
A. A site visit shall be set by the contracting officer for no less than 10 days prior to the quote response date.
B. All questions shall be submitted in writing to Contracting Officer by 8/7/2023. The questions will be addressed within 48 hours and the Contracting Officer will post the questions and answers on the SAMS website.
C. Kick-off Meeting. Upon receipt of a written Notice to Proceed from the Prescott Forest Service, contractor shall conduct a kick-off meeting with the Forest Service to review the scope of the project, develop a project schedule, and confirm deliverables.
SECTION 6 - ADDITIONAL SERVICES
6.01 ADDITIONAL SERVICES
A. Contractor is encouraged in its proposals to identify any additional work that is not specified in this Scope of Work that would be, in its opinion, necessary to complete the project as defined herein.
B. Contractor may propose additional options or services that in its opinion will improve the efficiency and quality of the project. If identified, the additional work or services must be included in the proposal but separated out in the Contractors Fee Schedule.
