Statement of Work Lincoln National Forest

Alamogordo Air Tanker Base and Dispatch Center Backup Generators Alamogordo, New Mexico

Project Scope:

Work for this project shall include the disconnection and removal of one 50kW and one 75kW Liquid Propane (LP) powered backup generator and their associated transfer switches and interior controls. One new 60kW and one new 75kW LP gas powered generators are to be installed in the same locations, along with new transfer switches and interior controls.

Background:

Currently there are two Generac 2000 Series LP gas powered backup generators 50kW and 75kW respectively, in place at the Alamogordo Air Tanker Base and Dispatch Center. Both generators are 120/240V 60Hz single phase configuration. The 75kW generator is wired into the Dispatch Center building and the 60kW to the Air Tanker Base building. In the event of a power outage the Dispatch Center needs to remain operational for safety and personnel accountability, as it handles all the radio communication across the Lincoln National Forest and surrounding area. During the spring and summer fire season the Air Tanker Base must be able to load Air Tankers in the event of a power outage. The Tx/Rx portion of the dispatch radio system is also located in the Air Tanker Base and must remain operational during power outages.

These existing generators are 10 years old and beginning to show their age. Additionally, replacement parts are becoming harder to find and increasingly expensive. As a result, the Lincoln National Forest is looking to solicit a qualified electrical contractor to replace them with new units, one for each building.

Location:

This project will take place at the Alamogordo Air Tanker Base and Interagency Dispatch Center located at 3500 Airport Road, Alamogordo, NM 88310.

Tasks The contractor shall provide all labor, materials, tools, equipment, services, testing, supervision, and incidentals necessary to perform the work as described:

DEMOLITION: Work shall include the disconnection and removal of the two existing generator units. Contractor shall place the old units in an area identified be the COR at the compound and the government complete disposal of units. The interior and exterior wall mounted control boxes and transfer switches shall be removed and placed with the old generators. Existing metal conduit should be left in place and reused if possible. Any conduit that is abandoned shall be capped off at both ends and labeled as abandoned. Any potential concrete demolition work or interior wall demolition work will need COR approval prior to the work taking place.

SIZING: The existing generators are wired to run essential building components and receptacles needed for basic operation of both buildings. Contractor shall match the existing wiring diagram so that at a minimum, these essential components will continue to operate in the event of a power outage. The new Air Tanker Base generator will be 10kW larger than original so that additional circuits can be added, possibly some of the building cooling units. If there is additional capacity from the generator the contractor shall work with the COR to identify which additional circuits could also be powered and wire them in. The new generator output specifications shall at a minimum match the original generators output specifications.

GENERATOR INSTALLATION: The contractor shall follow the manufacturer’s installation instructions at all times and perform all work in accordance with the most current version of the National Electrical Code. The new generators/transfer switches/interior controls shall be placed in the same location or as close to the same location as the old ones. Any new electrical conduit runs shall be approved by COR prior to installation. The LP gas connection shall be tested for leaks prior to placing the unit in service. Contractor shall verify proper system operation, show government personnel how to operate/test the units, and provide a current operation and maintenance manual prior to acceptance by the government. Contractor shall also provide the name and contact information for qualified repair technicians in the event repairs are needed in the future.

Pre-Bid and Pre-Work Meeting A pre bid site visit can be offered to those interested parties. Interested contractors may use available online mapping applications to understand the project’s location and proximity to available resources. Any additional questions about the location and or logistics can be asked during the solicitation period.

Contract Time Contractor will be expected to be available to perform field work within 10 days of Notice to Proceed. This project requires the contractor to finish all field work within 20 calendar days after commencing field work. Contractor shall procure all necessary construction items and equipment prior to commencing site work to minimize disruption to service and employees.

In order to eliminate any possible service disruption during critical fire season, no work will be performed between the dates of 03/01/2023 and 08/01/2023 unless approved by the COR.
