UNITED STATES INTERNTATIONAL BOUNDARY AND WATER
COMMISSION (USIBWC)
NOGALES FIELD OFFICE
SCOPE OF WORK FOR COURIER SERVICES FOR THE NOGALES
INTERNATIONAL WASTEWATER TREATMENT PLANT
1. GENERAL
1.1. BACKGROUND
The Nogales Field Office of the International Boundary and Water Co1mnission (IBWC) is requiring courier services for the Nogales International Wastewater Treatment Plant (NIWTP). Courier services shall be provided once a day between four and seven days a week; however, NIWTP does not guarantee a minimum or maximum courier delivery day’s in any given week.
1.2 LOCATION
The USIBWC NIWTP is located in Rio Rico, Santa Cruz County, just north of Nogales, Arizona. The treatment plant is situated between the Santa Cruz River that is to the east and Arizona Highway 19 to the west. There is a railroad track between the highway and the treatment plant.
1.3 SCOPE OF WORK
The vendor shall provide door to door courier service from the Nogales International Wastewater Treatment Plant to a specified laboratory in Tucson, Az. The courier service will include delivery of sampling supplies from a specified laboratory in Tucson, Az to the NIWTP. The vendor shall pick up samples from the NIWTP in accordance with the following schedule:
• Between 10:30 am and 11:00 am Monday through Friday
• Between 9:00 am and 10:00 am Saturday through Sunday
• Alternative times by agreement with the NIWTP authorized staff for holidays and special sampling events.
A. The vendor representative shall arrive at the NIWTP each day according to the preceding schedule unless notified by NIWTP of cancellations or changes. All cancelations will be provided by 9:00 am twenty-four (24) hours prior to the scheduled pickup. Cancelations can be made either by telephone or e: mail. The vendor representative shall be required to sign the "pick up" log located in the USIBWC laboratory.
B. The Chain of Custody (COC) sheet must be completed with the date, the actual time the vendor made the pickup, and an authorized signature of a representative.
C. The vendor shall deliver the samples and the Chain of Custody sheet to the specified laboratory in Tucson, Arizona within three (3) hours from the pickup time.
The vendor shall have one point of contact for customer support available between 7:30 am and 4:00 pm Monday through Friday and 7:30 am to 9:30 am Saturday/Sunday to aid in tracking packages and receiving information.
D. NIWTP shall provide one point of contact between 7:30 am and 4:00 pm Monday through Friday and 7:30 am- 9:30 am Saturday/Sunday for tracking packages and informing vendor of cancelations or changes.
E. The vendor shall provide an invoice on a monthly basis. Invoices are to include the following information: name and address of vendor; invoice date and invoice number; contract number; and description of quantity, unit of measure, unit price and extended price of services performed. Invoices shall be submitted via IPP.
F. This contract shall include one (1) base year and four (4) option years.
1.4. Period of Performance:
Base Year (Twelve Months (12) from the date of the Purchase Order) Option Year One (TBD) Option Year Two (TBD) Option Year Three (TBD) Option Year Four (TBD)
1.5 Access to Site:
NIWTP is a restricted facility; and access for service shall be in accordance with existing USIBWC's procedures.

Invoices
The USIBWC has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St.
Louis. The IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. Information concerning accessing the IPP will pe provided at time of award.
