1.4. SCOPE OF WORK

A. SUMMARY

1. The general scope of work for this project is to commission, test, and provide for a 100% operational adiabatic humidification system for each of 5 existing air handlers. All work will take place near the roof in the mechanical penthouse. A previous contractor installed each of the 5 Condair humidifiers, soft water system, and RO system. However, it has never been fully commissioned or operational to date. The successful contractor shall provide everything in this SOW and any other accessories or required components to ensure a humidification system that is 100% operational. The contractor will be required to include a Condair factory startup and commissioning of the RO System and all humidifiers as a part of the contract. This would include but not be limited to a factory representative to appear on site and conduct a full commissioning and startup of the entire system and for each humidifier.

2. Contractor is strongly encouraged to conduct a pre-bid walk through before providing final bid. Any anticipated work that would require shut down of any air handling system shall be conducted outside normal business hours either at night or on weekends. Contractor shall make provisions and plan to work on premium time if any air handler must be shut down. The hospital will not allow any shut down of any air handling system during normal business hours 8 AM thru 5 PM.

3. Contractor will be required to attend and work with IHS staff to conduct a Pre-Construction Risk Assessment (PCRA) and an Infection Control Risk Assessment (ICRA) before starting any work on the project. The contractor will be required to follow any facility protocols as a result of these assessments including but not limited to fire watches, posted work permits, interim life safety measure (ILSM), etc.

5/18/2022 Statement of Work Page 5 of 12

4. Any contractor traveling through or working inside the hospital will be required to pass a Covid check point and will be required to wear a mask at all times.

B. PLUMBING WORK

1. DOMESTIC WATER PIPING TIE IN

(i) A new Kinetico soft water system has been installed and tied into a new CondAir ML reverse osmosis system on a previous contract.

Successful contractor shall provide, install, and connect approximately 5 feet of 1-1/4” domestic cold water Type L or K copper pipe from the existing domestic cold water main to the new Kinetico/CondAir system.

All work shall be according to Appendix D and the manufacture written instructions.

2. AHU-1 THRU AHU-5 ADIABATIC HUMIDIFICATION SYSTEM

(i) The contractor shall carefully disconnect the PVC piping of each humidifier and install it closer to each air handling unit. Currently the humidifiers are too far away from the point of dispersion according to the manufacture written instructions. Each humidifier shall be properly re-installed per the Appendix D mechanical drawings and according to the manufacture written instructions. Note that each humidifier is of different size and shall be installed according to plan. Any humidifier that is installed in the wrong location shall be removed and reinstalled by the contractor at no increased cost to the government.

(ii) The existing ¾” PVC piping and accessories from the RO system to each humidifier shall be completely demolished and removed from the site at the contractor’s expense. The contractor shall re-pipe a ¾” supply and a ½” return Schedule 40 PVC from the RO unit to each newly located humidifier according to the plan of Appendix D. All accessories shall be installed according to Appendix D drawings, Appendix E ASHRAE 170 requirements, and the manufacture written instructions. A new UV-C system will not be required and is not a part of this contract.

(iii) A new drain line shall be piped from each humidifier according to the manufacture written instructions. The drain line shall terminate at each corresponding floor drain per the IMC, with a proper air gap, according to the manufacture written instructions, and according to Appendix D.

(iv) Contractor shall demolish 2 runs of existing humidifier condensate drains which are each approximately 25 feet length of 1-1/4” Schedule 40 PVC. Contractor shall re-plumb each of the 2 condensate drains for each of 5 air handlers. There have been problems with the cooling coil condensate drains on the suction side of the fans and as a precaution each humidifier drain will be re-piped as a part of this project on the discharge side of the fan. Contractor shall install 2 new 1-1/2” Schedule 40 PVC condensate drain systems approximately 25 feet in length and according to Appendix B of this document. No reduced fittings or piping smaller than

5/18/2022 Statement of Work Page 6 of 12

1-1/2” shall be installed and the deepest trap possible shall be installed with the goal being close to 12 inches deep without drilling into the existing concrete floor and according to Appendix A.

(v) The Condair nozzle system and the post evaporation unit providing adiabatic humidification inside each air handler is currently installed.

Contractor shall verify and inspect the installation according to the manufacture written instructions for all 5 existing air handler humidification systems. Contractor shall notify the COR immediately if any component is not installed correctly.

(vi) Contractor shall plan to execute all plumbing work inside each air handler outside normal business hours (8AM-5PM) or on weekends unless the work can be done in a 1 hour shutdown or less. Contractor shall provide, install, and connect the spray circuits from the nozzle grids to the housing feed throughs within the air handler wall and according to the manufacture written instructions. Refer to Figure 33 on this page for reference. Notice that only 3 circuits are needed for all 5 humidifiers and refer to item (ix) for more information on circuiting requirements.

5/18/2022 Statement of Work Page 7 of 12

(vii) The housing feed throughs of Air Handler #3 are located upstream of the filter bank. It is anticipated that there is no way to connect the spray circuits to the housing feed throughs without compromising the installation of the filter bank. Contractor shall relocate the housing feed throughs for Air Handler #3 next to the humidification access door and in a vertical fashion (if required) in order to fit the housing feed throughs and all spray circuits such that the door can still be opened without interruption.

(viii) The reinstallation of the Air Handler #3 spray circuits shall be installed in a fashion that allows them to drain and according to Appendix D to possibly run

5/18/2022 Statement of Work Page 8 of 12 underneath the door with a stainless steel cover unless an alternative solution can be determined by the contractor. Any alternative solution shall be reviewed and approved by all IHS staff stakeholders. The feed through penetrations upstream of the filter bank shall be patched to match the existing AHU wall and then sealed air and water tight.

(ix) Housing feed through connectors are not installed on Air Handlers 1 and 2.

Contractor shall provide and install new housing feed through connectors on both of these air handlers according to the manufacture written instructions.

(x) All 5 air handler humidifiers are 7 stage units requiring only 3 housing feed throughs at each air handler. Currently there appears to be more than 3 feed throughs installed at each of the air handlers. Contractor shall carefully remove and seal each feed through that is not needed or not required per the manufacture written instructions. All penetrations not used shall be insulated and sealed air and water tight within each air handler wall.

(xi) Contractor shall provide, install, and connect each of the 3 spray circuits at the air handling unit wall of all 5 air handlers to the spray circuit connections at each of the 5 Condair central humidification units according to the manufacture written instructions and with the proper slope. Refer to Figure 38 for reference and Appendix D.
