About this file
This Statement of Work (SOW) details requirements for overhauling one Digital Protractor (NSN 4920-01-HS2-0870, PN 95-92052-0003, SN 7002) for the United States Coast Guard (USCG). The contractor must perform a complete evaluation, repairs, calibration, performance testing, and any USCG-approved software/hardware updates to restore the item to like-new condition.
The SOW specifies that work must be performed at the contractor's facility using OEM specifications and manuals. Key requirements include serial number tracking, handling of beyond economical repair (BER) items, corrosion treatment procedures, and mandatory calibration after overhaul. The contractor must provide certification/documentation of calibration, apply appropriate calibration decals, and submit detailed failure data reports. The contractor must maintain ISO 9001-2000, AS9100 or equivalent quality certification. Software updates require prior USCG approval, and the contractor must use only new OEM parts for replacements. The USCG considers items BER when repair costs exceed 60% of new unit cost but maintains final determination rights.

STATEMENT OF WORK (SOW)
1. The items listed in the table below will be furnished to the Contractor for overhaul (refurbishment) to like new condition at the prices established at award. Overhaul actions shall include a complete evaluation, repairs, calibration, performance testing, and any software/hardware updates approved by the United States Coast Guard
(USCG).
2. The information contained in this SOW is not intended to be all-inclusive or to detract from procedures outlined in the Original Equipment Manufacturers (OEM) specifications except where noted herein. All overhaul actions shall be in accordance with the OEM commercial overhaul manuals or an alternate standard approved in writing by the Contracting Officer. Items furnished hereunder shall be returned by the Contractor in a ready for issue (RFI) condition.
Description Quantity National Stock Number (NSN)
Part Number (PN) Serial Numbers
(SN)
Protractor, Digital 01 4920-01-HS2-0870 95-92052-0003 7002
3. Serial number tracking shall be used for validating the correct units were received at the Contractor’s repair/overhaul facility and returned to the Coast Guard. Upon receipt of the items to be overhauled, the Contractor shall verify the units received. Verification shall include verifying the purchase order number and serial number if each unit received. The Contractor shall only notify the Contracting Officer in writing if a discrepancy is identified.
4. Non-RFI items shall be overhauled and returned to RFI condition IAW the Original Equipment Manufacturer (OEM) minimum functional performance specifications. A DD Dorm 1577-2, Unserviceable Tag-Material Should be attached to each Non-RFI Test Set. The Contractor shall perform a thorough visual and technical inspection of each item requiring overhaul and correct all deficiencies found. This shall include replacement of missing or broken parts and removal of any foreign matter or corrosion. Parts found to be defective shall be replaced with new parts. Once the item has been overhauled to like new conditions, the Contractor shall remove the unserviceable tag from the Test Set.
5. If, after visual and functional inspections, an item is found to be beyond economical repair (BER), the Contractor will be allowed the firm fixed price for teardown, test and evaluation (TT&E) only. The Contractor shall prepare and submit a failure data report to the Purchasing Agent in accordance with (IAW) Section 14 of this SOW. This report shall also be included with the returned item. The USCG typically considers an item BER when the cost to overhaul/repair exceeds 60 percent of the price of a new unit; however, the USCG is not bound by that number and will make all final BER determinations. The USCG will provide disposition instructions (either to scrap the item at the Contractor’s facility or to return the item to ALC) for all items considered BER. The Contractor shall not dispose of an item until they have been notified by a written modification to the order. When returning items to the USCG, the items shall be clearly marked as “BER” with a copy of the failure data report included.
6. During inspection and functional test, the presence of corrosion in an item shall constitute reason for a more thorough disassembly and inspection. Should corrosion be found, disassembly shall be made to the extent necessary to remove corrosion or replace the effected part(s). Corroded parts shall be replaced unless the removal of corrosion from a part will NOT impair the efficiency or safe operation of the part. Corrosion removal and treatment of affected areas will be accomplished IAW OEM specifications and Federal Aviation Administration (FAA) Advisory Circular (AC) 43-4A, Corrosion Control for Aircraft, dated 7/25/1991.
7. Work under this purchase order shall be performed at the Contractor’s facility. The Contractor shall provide all necessary parts, material, labor, tooling, test equipment and facilities to evaluate and overhaul the items listed in this purchase order at the firm-fixed process listed in the schedule (or modification). The Contractor shall perform the overhaul IAW applicable OEM’s Component Maintenance Manuals (CMMs), other overhaul specifications in lieu of an applicable CMM, and/or applicable test/acceptance criteria. Any deviations must be approved by the
USCG.
8. Software Updates: Software updates shall NOT be installed without prior approval from the USCG. The Contractor shall email the Purchasing Agent with any recommended software updates for each item. This information should include the software version, the date of release, and a brief description of the software’s added functionality or purpose.
9. The Contractor must have access to required CMMs, overhaul specifications, test/acceptance criteria and/or any other required data to ensure that all items are tested and overhauled IAW the OEM’s current specifications and procedures. The USCG may review overhaul manuals and performance/test/acceptance criteria as required.
Original design or functional capabilities of the end item and parts thereof shall not be changed unless authorized or directed by the requirements of this SOW.
10. The Contractor must have access to all applicable documents and obtain current editions of all applicable documents. The USCG does not own nor can it provide the technical documents specified herein. The closing date for receipt of offers, contract award, and/or delivery date will NOT be delayed pending receipt of these documents for any Contractor.
11. Parts of an item found to be in a serviceable condition as a result of functional testing shall be reused. Missing parts and parts found to be defective or that require replacement by OEM instructions shall be replaced with parts meeting the OEM’s specifications and drawings or as otherwise authorized in writing by the Contracting Officer.
Replacement parts shall be new and accompanied by traceability to the OEM. The cost for parts that are replaced systematically during overhaul shall be included in the price listed in the schedule for these operations.
12. Items received which indicate obvious misuse, cannibalization or severe damage due to mishandling or crash damage may dictate an exclusion from the prices specified in the order schedule. Such items shall be inspected, overhaul costs determined and authorization to proceed obtained from the Contracting Officer prior to commencement of work. Once notified if a possible exclusion, the Contracting Officer will make a written determination within thirty (30) days as to the validity of the exclusion. The Contracting Officer may approve the quote, decline the quote and have the item returned as-is, or consider the item BER.
13. The USCG shall not be liable for any amount expended by the Contractor in excess of the applicable firm fixed price reflected in the schedule unless prior written authorization has been given by the Contracting Officer.
14. The Contractor shall submit a failure data report for each overhauled item. The report shall include NSN, part numbers, serial number, nomenclature date of overhaul, purchase order number, line item number, the USCG’s reported failure, a description of failures found by the Contractor, a summary of the actions performed, and a listing of the parts overhauled and replaced. The Contractor’s in-house work order may be used to satisfy this requirement if it includes the information requested above. The report shall be emailed to the Purchasing Agent and attached to the packing slip and shipped with the overhauled item.
15. The Contractor is required to be certified and maintain a quality system that complies with the requirements of ISO 9001-2000 Quality Management Systems – Requirements, AS9100, or equivalent. The Contractor is responsible for performing or assuring all inspections, tests and calibrations necessary to substantiate that the goods or services furnished conform to the USCG’s requirements. The Contractor shall take prompt action to correct conditions that have or could result in goods or services that do not conform to contractual requirements.
Records of conformance shall be maintained on file at the Contractor’s facility and made available or provided for review by the USCG upon request. The USCG reserves the right to conduct surveillance at the Contractor’s facility to verify the existence, adequacy and effectiveness of the quality system. Upon request of the USCG, the Contractor(s) shall forward a copy of their current certification and Quality Assurance Manual for review.
16. ALC considers items RFI upon acceptance. Items determined to be non-RFI upon installation or operation may be returned to the Contractor with deficiencies described in a Product Quality Deficiency Report (PQDR).
Calibration
17. The items under this order require calibration. Calibration shall be performed after each overhaul cycle to determine the cause and corrections to be made or adjusted on instruments or test, measuring, and diagnostic equipment used in precision measurement. This consists of comparisons of two instruments, one of which is a certified standard of known accuracy, to detect and adjust any discrepancy in the accuracy of the instrument being compared. A calibration sticker shall be signed and attached to the unit upon completion.
18. The Contractor shall provide the following:
a. A certificate of calibration for each unit to include a certificate number, name or initials of person performing calibration, calibration date, unit type, unit manufacturer, unit model number, unit serial number, adjustment or service performed, calibration results, a description of calibration, type of calibration procedure performed.
The certificate of calibration shall be emailed to the Purchasing Agent and attached to the packing slip and shipped with the overhauled item.
b. A decal on the unit to indicate current calibration. The decal shall include the calibration date, name or initials performing the calibration, month and year when next calibration is due, unit serial number, and name of company performing calibration.
Decals shall be applied in such a manner that will not cause damage to the equipment or at a later date when the decal is removed.
Decals shall not be applied as to hinder the reading of any display.
