STATEMENT OF WORK

SIPI PART-TIME ADJUNCT INSTRUCTOR SERVICES

SPRING 2024 TRIMESTER

12 DEC 23

1.0 Background

Southwestern Indian Polytechnic Institute (SIPI) in Albuquerque, New Mexico is a national Indian community college operated by the Bureau of Indian Education, U.S. Department of the Interior. SIPI was founded in 1971 with the goal of providing higher education opportunities for American Indians and Alaska Natives from Federally-recognized tribes from across the United States. SIPI provides associate’s and/or transfer degree programs in career technical fields. SIPI is accredited by the Higher Learning Commission (hlcommission.org), a regional accreditation agency recognized by the U.S. Department of Education. SIPI was designated a land-grant institution in 1994.

2.0 Objectives

The goal of this effort is to increase Native American participation and success in higher education by ensuring students the opportunity to complete required courses in a timely and cost-effective manner for the Federal Government. This contract will ensure the improved access, retention, and success of Native American students in higher education.

SIPI requires contractor support in recruiting, screening and hiring professional adjunct instructors.

These instructors, as subject matter experts in their disciplines, shall assist SIPI in developing and implementing college-level courses and a limited number of developmental courses for classroom and distance learning students.

3.0 Scope

In fulfillment of this federal mission, SIPI requires educational services from a regionally-accredited public four-year institute of higher education for part-time and/or adjunct instructors. This partnership will ensure high quality instruction delivered by credentialed faculty (per accreditation standards) and will ensure transferability of credits and matriculation of students into four-year institutions. This arrangement is intended to provide a cost-effective means to deliver course offerings in disciplines for which SIPI is currently understaffed. The contractor shall be capable of providing instructors over the course of the Spring 2024 Trimester, for each of the courses delineated in Attachment 1, Class List.

4.0 Tasks

4.1 Under this contract, the Contractor shall:

• Advertise, recruit, screen and employ appropriately credential adjunct instructors to teach college level courses that fulfill accreditation requirements o Evaluate and ascertain qualifications for experienced, qualified instructors with a minimum of a Master’s and /or terminal degree in the subject matter being taught.

• Coordinate with SIPI COR to ensure potential candidates undergo a Federal Background Investigation clearance prior to confirmation of hiring adjunct instructor Required documents:

o official college transcripts or certifications, o adjunct instructor resumes o Federal Background Investigation form

• Provide on-going consultation with the COR to ensure the partnership is improving the access, retention and success of Native American students in higher education

4.2 The contractor shall supervise and direct adjunct instructors to adhere to the following:

• Facilitate student matriculation to a baccalaureate degree program

• Participate cooperatively in the development of course syllabi, implementation of curricula, assessment and evaluative instruments, and textbook selection for those classes/sections taught on behalf of SIPI

• Implement curriculum for classes taught on behalf of SIPI

• Assist SIPI in updating curricula to ensure student learning meets national, state and local requirements

• Hold one (1) 60 minute office hour per course per week to answer questions and assist students in successfully completing their course(s)

• Enter student grades into STARS student database no later than 4:00 PM on the last day of the trimester. If the instructor does not have access to the database, they can send to the Department Chair for entering into STARS.

• Administer end of course evaluations and return to the appropriate Department Chair’s office.

• Attend relevant college-wide meetings such as accreditation meetings, orientation for new faculty, etc.

• Comply with the required training according to Department of the Interior, Bureau of Indian

Education and SIPI policies

• Comply with academic policies (e.g., grading, attendance, office hours) and other academic requirements (e.g., classroom assessment, course evaluations) that SIPI must maintain within its accreditation requirements, including submission of their own official transcripts

• Comply with Federal background check requirements, and IT security training and policies.

• Coordinate with the SIPI Office of Institutional Research and Effectiveness in the administration of Institutional surveys and data projects

5.0 Delivery

SIPI courses are offered on-campus from 8:00 am through 8:00 pm in classrooms and laboratories, predominately Monday through Friday; some classes are simultaneously delivered through videoconferencing. For a three credit college level courses, there are 45 contact and/or lecture hours – distributed over a 14-15 week trimester period. Developmental courses meet for 5 hours a week.

6.0 Government-Furnished Equipment, Responsibilities, and Information The SIPI Office of Academic Programs is responsible for the operation of education and training programs at the college and will assist with access to necessary resources to implement contracted services:

− SIPI is responsible for screening and interviewing candidates and providing the contractor with relevant supporting documentation in line with the contractor’s hiring guidelines. This includes qualifications and details of program and courses, as well as additional recruitment resources not identified by the contractor. Targeted recruitment;

screening process; justification for each hire; teaching credential certification. SIPI is responsible for processing all related onboarding documentation related to the organization (i.e background checks prior to start date).

− SIPI shall not place an instructor in the classroom until contractor instructor onboarding is complete (i.e. I-9 documentation)

The above costs shall be included in the contractor’s cost per credit hour.

− Comply with any contractor deadlines related to monthly and bi-weekly payrolls since instructors will be contractor employees.

− Provide access to campus facilities to include: library resources, parking , classrooms, laboratories, office space (may include cubicles), computers, copiers, telephones, Internet, etc.;

− Provide a cadre of instructors and staff to participate in the development and implementation of cooperative efforts relative to the preparation of standard use of syllabi, curricula, lesson plans, etc.

− Provide Contractor with data related to student transfers to assist with the assessment of the terms of this contract.

− Provide staff and faculty to aid in all efforts to develop and implement articulation agreements.

− Provide class rosters

7.0 Security

The SIPI Security Office provides parking decals, and secures the campus. Security provides escorts for faculty, staff and students upon request for late evening classes.

8.0 Place of Performance

Courses are primarily taught at the SIPI campus located at 9169 Coors Blvd. NW, Albuquerque, New Mexico 87120.

9.0 Period of Performance

The Spring 2024 Trimester begins on 8 January 2024 and goes through 19 April 2024.
