White Mountain National Forest – Hazardous Waste Disposal Project (Bartlett)

Description of Project:

The U.S. Forest Service has a recurring need to remove hazardous materials that have been left in the forest. The contractor shall provide all materials, labor, supplies, transportation, testing (if necessary), lab packing, paperwork/manifests to remove and dispose of hazardous materials collected at the above location and shown in the photographs below. All work will be performed in accordance with local, state, and federal regulations. There is a recurring need to dispose of hazardous materials. We do not know the quantities or types of hazardous materials that will be collected during any given period. Each pickup will be approximately one third the size of the initial pickup, which can be found on the Chemical List for Disposal at the end of this document. When hazardous materials cache approaches storage capacity, contracting officer representative (COR) or an appointed government technical monitor (GTM) will contact (via phone or email) contractor indicating quantity of hazardous materials and inventory. COR or GTM will coordinate contractor pick-up at designated locations.

The location of the project site is shown on the following pages. Some container labels have deteriorated, and some materials are unidentified.

General Requirements:

The Contractor shall provide all materials, labor, supplies, transportation, permitting, lab-packing, necessary hazardous material categorization, profiling, paperwork, and disposal to remove the materials listed on the Chemicals List for Disposal Worksheet that is part of this document. In addition, the contractor must be able to respond to recurring requests for hazmat disposal. We estimate that the pickup of hazardous materials will be required bi-monthly. There will be a maximum of 6 disposals per year. We do not know what types or quantities of hazardous material will be collected in any given period. Each pickup will be approximately one third the size of the initial pickup, which can be found on the Chemical List for Disposal at the end of this document. The Contractor will comply with all federal, state, and local laws governing the Scope of Work, and will start the project within 2 weeks of award and will commence work continuously through successful completion. The project will start as soon as practical. All change orders must be made in writing and approved prior to any additional work.

Documentation:

The Contractor shall complete necessary manifesting and other regulatory required paperwork to perform this Scope of Work. Forest Service personnel will sign the appropriate manifest(s). A copy of the disposal manifest and certificate of disposal shall be furnished to the White Mountain National Forest: Al Hilshey, Forest Safety Officer – 71 White Mountain Drive, Campton NH, 03223.

Directions to Work Site 1 – Bartlett Construction and Maintenance (C+M) Facility. The C+M facility is located 6.7 miles west of the NH Route 16/302 Junction in Glenn. Take a left onto Pine Street, head south for 1/10 of a mile and the facility is to the right (West).
