STATEMENT OF WORK
Wrong Way Detecting System
Reason for Purchase: Currently our Installation Entry Control Points (IECP) do not have wrong way detection systems. With a noticeable increase in “gate runner” activity across the DOD, it is imperative that all installation’s outbound lanes possess these alert instruments. The system is designed to enhance detection capabilities for both vehicles and personnel, who attempt to make access through the outbound lanes. Security Forces’ main objective is to harden base defenses at their most vulnerable spots and give every advantage to Airmen posted at the gates; the first line of defense. Global Strike has a NO FAIL mission! Denying ourselves every capable measure to prevent someone from breaching through the installation perimeter could lead towards a catastrophic failure for the mission. Base security is our number one priority!
Looking to Purchase: A wrong way detection system for Spirit Gate and Arnold Gate.
Salient Characteristics:
‐ Designed for a manned access point ‐ Provides advanced warning of potential threats ‐ Permanently installed ‐ Works off of commercial power ‐ Must be tied to a stand-alone computer/operating system that does not require internet access ‐ Detects vehicles attempting to enter the access control point the wrong way in traffic flow outbound lanes utilizing Thermal or Radar capabilities ‐ Can detect a vehicle as small as a motorcycle ‐ Immediately sounds an audible alarm for wrong way entry detections. This alarm must be loud enough for all personnel working inside or outside of the access control facility to easily hear it
‐ Displays a visual warning to personnel at the access control point. This visual warning indicates wrong way detection o Visual warnings must be illuminated for nighttime operation o Visual warnings must be able to be clearly read from a minimum distance of 30 feet Contractor will complete installation, configuration, and functionality. Installation should require no cutting/digging of concrete on lanes.
Contractor will provide maintenance, up to 1 year (on-site support for hardware issues, up to 5 visits or standard maintenance provided by contractor)
