Attachment 2 Evaluation Factors

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Price
2. Technical Acceptability

ADDENDUM TO FAR 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation.
The evaluation criteria are detailed below:
Factor 1: Price The total evaluated price will be determined by based on the extended price for Line Item 0001.
Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. Quote must include shipping FOB Destination. No telephonic responses will be processed.
Factor 2: Technical Acceptability The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Description:
“Acceptable” - Quote clearly meets the items specifications of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
Item description:
A non-corrosive, well-rounded cleaning product that can be applied to the interior and exterior of Aircraft, used to clean any surfaces found in commercial or military grade aircraft. The product is listed on the Qualified Products List (QPL) of Products Qualified under Performance Specification MIL-PRF-87937, type IV. The current listing is QPL-87937 dated 24 September 2001.
Vendor eligibility requirements:
Manufacturers must be on the Air Force Qualified Products List (QPL-87937). Please provide the specifications of each item for technical acceptance review. Any quotes received from manufacturers not on the Qualified Products List (QPL-87937) will not be considered for award.
Delivery requirements:
Item must be delivered in a bulk quantity concentrate (neat) via tanker-truck equipped with pump, hose-work, and industry standard fittings, to be offloaded into a local storage tank. Altus AFB utilizes a counter to ensure proper quantity is received. Delivery should be not later than 12:00 PM CST on day of delivery. Drivers require additional inspection and a limited time pass for access to base.
