Section A: General Contract Information

Section B: Description of the Supplies/Services Required
5 LRS is requesting assorted types and sizes of various high-quality, industrial tools (wrenches, sockets, ratchets, drivers, etc.) required to complete mission essential tasks. Tools shall be organized in cabinets with custom foam cutouts in accordance with 5 LRS specifications. Each tool shall be custom engraved with the corresponding cabinet number as indicated by the customer. 5 LRS is specifically requesting Snap-On brand name tools.
Section C: Justification for Soliciting from a Single Source or Brand Name
5 LRS specifically requests Snap-On tools due to the lifetime warranty that includes servicing and replacing any defective or broken tool (barring inappropriate use or gross negligence). Because LRS performs 24/7, mission essential services, a lifetime warranty and servicing plan for these tools is required. Snap-On is the only company that has a local representative that will make weekly visits to Minot AFB to ensure that all tools are continually maintained, allowing 5 LRS to operate in a constant state of readiness. Due to this service, 5 LRS will not be required to ship any broken or defective tools to a manufacturer for maintenance. This removes the need for additional administrative oversight to track tools out for repair, and drastically reduces time lines for the repair and maintenance of tools. Lastly, Snap-On tools are the main tools used for maintenance on Minot AFB;
therefore, replacing Snap-On with another brand would break continuity. The cost to replace Snap-On with another brand would not be advantageous to the Government.
Section D: Efforts to Obtain Competition
5 LRS interviewed several companies in the process of developing this requirement; however, Snap-On was the only company that performed local service and maintenance calls at no additional cost. There are several small business distributors of Snap- On products. This requirement will be competed among small business distributors.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research was conducted by 5 LRS to determine the need for brand name specifications. 5 LRS continues to utilize a variety of businesses to fulfill requirements and shall continue to conduct market research for future requirements.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
