I. Contracting Activity.

90th Contracting Squadron

II. Nature and/or description of the action being processed.

This is a brand name action for the purchase of Cisco network equipment to extend SIPRNet services across FE Warren AFB through a new Firm-Fixed Price Contract action. This justification and approval (J&A) is to procure brand name Cisco network switches for compatibility with existing equipment in accordance with the approved hardware and software standards established at HHQ levels.

III. Description of supplies/services required to meet agency needs.

The contractor shall provide the 90th Communications Squadron with 18 Cisco Catalyst C9300 24 port switches, along with associated power supplies, network modules, licensing and other accessories. Cisco brand devices are required in order to be compatible with the existing Cisco network devices in place in the FE Warren SIPRNet network.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

All 90th Communications Squadron network equipment is approved by the Department of Defense Information Network (DoDIN) Approved Products LIsting (APL) and the Air Force Cyber Security Directorate. In accordance with the DoD Enterprise Architecture initiative, standard network configurations are in effect across all network devices as a required standard. The current network administrator support staff is trained and has significant experience with Cisco brand name network equipment. The Cisco Brand Name is the Enterprise standard based on careful consideration of product capabilities and best-of-breed systems to meet complex cyber-security and network configuration requirements. The existing Cisco brand name standard network architecture encompasses over 1,000 90th Communication Squadron network devices. The requested products are add-on products to the existing data and telephone network. The new devices must be compatible with existing equipment. It is in 90th Communications Squadron’s best interest to pursue this brand name action in order to maintain the integrity of the overall system, prevent potential hardware failures and to ensure that the adequate system support is available by the manufacturer.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Efforts to solicit a separate like product would prove incompatible with the existing current network infrastructure and the existing equipment.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

It is anticipated this requirement will receive multiple quotes in a brand name competitive environment. Therefore, the basis of award will be based on price fair and reasonable procedures found in FAR 13.106-3(a)(1).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

In doing a general search on GSA and reviewing the four quotes submitted by the customer which showed that all items were not on the GSA schedule, it has been determined that it will be better to solicit on Beta.Sam.gov.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The 90th Communications Squadron network requirements dictate that Cisco network devices meet the DoD Enterprise Architecture initiative, standard network configurations in effect for the 90th Communications Squadron. 90th Communications Squadron network administrator support staff monitor the industry for the other technically acceptable solutions.
