DDEFENSE THREAT REDUCTION AGENCY

Brand Name Justification
1. Nature and/or Description of Action
The Defense Threat Reduction Agency (DTRA) contracting activity proposes to buy brand-name items from select manufacturers in order to build secured mobile communications and cyber capabilities. DTRA proposes to procure all these items without providing for full and open competition. Instead, DTRA plans on procuring these items under FAR Part 12 and SubPart 13.5 procedures and limited to the brand-names described herein.
2. Description of the Supplies/Services Required
DTRA requires the following items:
Dell Wyse 5470 with Intel Wireless-AC9560 and Intel Celeron N4100;
Viasat IP Encryption;
PacStar (travel system): Thin Client, NetCloud Mobile Essential Plan, cellular antenna, Wi-Fi antenna, and power supply;
Cisco Stealth Watch network adapters; and Gigamon: Test Access Points (TAPS), transceiver
These specific items are able to be used with existing DTRA hardware and software without special adaptation or modification. DTRA designed secured mobile communications and cyber capabilities, and each of the above components is built to work optimally together. Utilizing alternative hardware and software components raises risks of incompatibility and work stoppages.
3. Statutory Authority
The statutory authority for this non-competitive action is pursuant to Chapter 41, Section 1901(e)(2) of the United States Code and the Federal Acquisition Regulation (FAR) 13.501, which provide that the Contracting Officer may award on a sole source basis only if the “the need to do so is justified in writing and approved.”
4. Applicability of Authority
DTRA seeks the purchase of brand-name items noted in Section 2 of this document, which will have the effect of limiting competition. As a result of the worldwide COVID-19 pandemic, DTRA needs more tools to operate securely and remotely from physical DTRA offices. DTRA requires a solution to provide secured communication kits and an upgrade to its cyber tool capability. DTRA is designing a capability that will allow secured communications between and among team members. The capability also needs to be compatible and interoperable with existing DTRA IT systems. The items specified have all been validated as able to perform interoperably with existing DTRA IT systems, and DTRA believes that these items will provide optimal performance once all components have been integrated.
Introducing alternative components will increase the risk of incompatibility and interoperability, and may result in a work stoppage. Each new component must be vetted through the DTRA and/or DoD CIO before procurement and use, rendering the search for alternatives prohibitive. Even after identifying alternative components, DTRA would have to test for compatibility and interoperability to ensure the solution performs as intended. By contrast, DTRA is able to indicate that the required components already have DTRA CIO approval for use and the components perform as intended.

5. Effort to Solicit Potential Sources
No effort was made to solicit potential sources. DTRA believes it can provide limited competition among authorized third party vendors and plans to solicit this requirement as a set-aside to women-owned small businesses. The products are sold commercially.
6. Fair and Reasonable Costs
The anticipated cost/price of this contract action to the Government will be determined to be fair and reasonable based on a comparison of proposed prices as a result of competition.
7. Market Research
Market research was completed and documented in the Market Research Report. The IT solution is partially based on previous capabilities employed by another Government agency.
DTRA searched for items with similar capabilities that would be interoperable with the hardware and software that DTRA currently uses. DTRA also requested and received CIO approval for the use of these specific components because these components will interact with DoD networks. There are several vendors that can procure these items as these items are all commercially available.
As noted in the market research report, there are special features to some of these items to include: PacStar and Viasat are specially certified for use in classified communications.
PacStar is a Cisco based product and is thus interoperable with other Cisco products. Gigamon TAPS are specially designed with a battery back up in case of power failures. Other products with similar capabilities were found from internet research, but DTRA cannot validate that these other products can be used interoperably with the current systems.

9. Interested Sources
None specially noted. DTRA notes that there appears to be many women-owned businesses that are capable of purchasing these commercially available IT components.
