Keyence Digital Microscope system with the following parts:

Section C: Justification for Soliciting from a Single Source or Brand Name

This purchase is to upgrade our current digital microscope model. Accessories already purchased for our current Keyence microscope are forward compatible with a newer model. However, the digital interpretation of these lenses do not allow for third-party use. Our current Keyence microscope has been a standard tool in the research of several in-house researchers for several years now. The ability to reuse components and the cutting of a learning curve will save several weeks of time spread across at least 4 different research groups.

The ensemble capabilities of the digital microscope and analysis system must meet a range of requirements across the neuro/nano, quantum, and Secure Processor research groups. Capabilities such as the image analysis functions and microscope objective angle tilt are niche requirements and thus are not available in typical commercial systems.

Section D: Efforts to Obtain Competition

Market research was conducted through GSA and in the open market. Through a GSA RFI, which was posted on 8 December 2021 and closed on 13 December 2021, it was discovered that only one vendor, (small business), is capable of meeting this requirement. also competes in the open market along with Keyence Corporation. Based on market research, it is in the Government's best interest to post a solicitation on sam.gov with a small business set-aside to benefit from other potential small businesses in the open

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to research the performance and technical capabilities of similar products against each of their future requirements to avoid omitting other qualified sources. The market will be monitored for future availability of additional providers.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
