Eastern Virginia Rivers National Wildlife Refuge Complex (NWRC)

SECTION 01000

GENERAL REQUIREMENTS

1.01 DESCRIPTION OF WORK

A. Work under this contract consists of paving at the Cat Point Creek (2570 Newland Rd, Warsaw, VA 22572) and Hutchinson (19180 Tidewater Trail, Tappahannock, VA 22560) Units, and incidental related work as specified herein. The Hutchinson Unit is open to the public seven days a week from sunrise to sunset and will likely need to be closed to the public to conduct the work specified in this contract. Work will not be approved during the refuge hunt season (November 5,6, 12, 13, 19, 20, 26, 27, Dec 3, 4, 10, and 11) or on or near holiday weekends.

B. Hutchinson Paving Area (Base Quote Item)

New pavement shall consist of a 2 inch thick base course, and 1.5 inch thick surface course.

The area involves paving a 125 foot long x 9 foot wide road segment.

Currently the entrance road to the Hutchinson Unit is gravel road. The gravel area adjoining US- 17 is shaped like a fan, that is, the wide is next to the highway and that funnels traffic down to approximately two lanes. The fan shape facilitates turning onto the Refuge from US-17 and exiting the Refuge. The area currently in gravel will be approximately the same area to be paved. The paving will extend to the current gate (66 ft) from US-17

C. Cat Point Creek Paving Areas (Additive Items)

Paving Area 1:

Existing pavement shall be resurfaced with a new 1.5 inch thick overlay.

This area involves paving 498 linear feet x 18 feet wide road segment and a 38 feet x 27 feet area of the road segment on the Newland Road side of the gate. This would create a teardrop shape allowing more space in front of the gate (but not enough space to get around the gate).

There are existing cracks which will need sealing, and potholes which require filling before the overlay is placed.

Paving Area 2:

Existing pavement to be resurfaced with a new 1.5 inch thick overlay.

This area involves paving 698 linear feet x 18 feet wide road segment.

There exists an old culvert pipe here (near the terminus of Paving Area #1) which may need to be replaced. Proper drainage and road crowing (and other standard road building techniques) should be used here and in Paving area #1 as steep grades need to handle runoff properly. Contractor will submit plans for how runoff will be handled prior to selection.

Paving Area 3 (Pavement Removal And Disposal):

The existing pavement shall be removed. Old paving material is to be removed from the Refuge.

This area involves removing of road segment measuring approximately 575 linear feet x 9 feet wide. Current road has potholes and is broken up for at least 30% of the road footprint.

D. For all the work items in B and C, all incidental work shall be included. This involves surface preparation for existing pavement, such as crack filling and pothole filling. Gravel/paved surfaces shall be graded prior to any paving and additional gravel/base material added, as needed for proper elevations and crowning to facilitate runoff. Standard road building techniques should be used.

Grass surfaces shall have the grass removed, and a 6 inch gravel base installed. Road shoulders shall be graded and seeded.

Note: Refer to the plans in the Appendix for the location of the road segment numbers or areas.

1.02 INSPECTION OF THE SITE

A. A pre-bid site visit for prospective bidders is strongly recommended. Inspection of the site can be arranged by calling the Refuge representative, Lauren Cruz at telephone: 804 733-1470, Extension 118.

1.03 INQUIRIES

A. All inquiries concerning the Solicitation should be made to Contract Specialist, JoAnn Mallory.

1.04 SEQUENCE OF CONSTRUCTION AND COORDINATION

A. The Refuge will continue operations during the performance of the contract.

B. When closure of the work areas is required during the construction work, the closure must be approved at least 48 hours in advance by the Refuge Manager or their designee.

C. All work under this contract shall be performed during normal operating hours of 7:30 a.m. to 4:30 p.m, Monday through Friday. No work shall be performed on Saturdays, Sundays, or legal holidays at Hutchinson area. Weekend work at Cat Point Creek may be authorized, if approved at least 48 hours in advance by the Refuge Manager.

1.05 ENVIRONMENTAL PROTECTION

A. All work shall be accomplished in such a manner that all waste materials, pollutants, and potential pollutants shall be completely retrievable for disposal in a manner suitable to the

Contracting Officer and in accordance with all applicable regulations and laws.

B. Areas damaged by the Contractor during the construction must be restored to their original condition.

1.06 SAFETY REQUIREMENTS

A. The Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926.

B. The area at Hutchinson is open to the public, and needs to be closed to the public by barricades and signs.

1.07 SUMITTALS REQUIRED

A. Prior to the start of construction, submit information for the following items:

1) Paving Materials

2) Gravel Materials

3) Seed Mix

SECTION 01700

PROJECT CLOSEOUT

PART 1 - GENERAL

1.01 FINAL CLEANING

A. Remove waste and surplus materials, and rubbish from the site. At time of final inspection, project areas shall be free of debris.

B. Roadway shoulders shall be graded, and seeded. Erosion protection controls shall be provided at road shoulder areas. Proposed seed mix to be approved by the Refuge.

Seeds shall comply with applicable state and federal seed laws.

1.02 DAMAGE TO EXISTING FACILITY

A. Prior to final acceptance by Government, the Contractor shall repair or otherwise return to original condition any parts of the existing facilities which have been damaged during construction by the Contractor.

SECTION 02203

GRAVEL MATERIALS

PART 1 - GENERAL

1.01 SECTION INCLUDES

A. Furnishing gravel base course materials if required, with the concurrence of the on site Government representative.

1.02 REFERENCES

A. Virginia Department of Transportation, Road and Bridge Specifications, latest edition.

1.03 SUBMITTALS

A. Submit certificate from supplier certifying materials for gravel meet requirement of these specifications.

B. Submit copy of latest gradation analysis and test data for materials proposed for use.

PART 2 PRODUCTS

A. Gravel materials shall consist of crushed stone or gravel. Materials shall be obtained from sources provided by the contractor, and shall be free from loam or other organic matter, trash and debris.

Gravel materials shall meet the specification and gradation requirements of the Virginia Department of Transportation, Road and Bridge Specifications, Section 208.

Type I gravel shall consist of crushed stone, crushed slag, or crushed gravel. Crushed gravel shall consist of particles of which at least 90 percent by weight of the material retained on the No. 10 sieve shall have at least one face fractured by artificial crushing.

PART 3 EXECUTION

3.01 PLACEMENT

A. Gravel materials shall be placed and compacted.

B. Compacting. Place the gravel materials, and compact the gravel equal to or greater than 95 percent of its maximum density, as determined by AASHTO T 99, Method C.

SECTION 02510

ASPHALT CONCRETE PAVING

PART 1 GENERAL

1.01 SCOPE OF WORK

A. The work of this section consists of furnishing all labor, materials, service and incidentals necessary to furnish and install pavement as described.

1.02 REFERENCES

A. Virginia Department of Transportation, Road and Bridge Specifications, latest edition.

1.03 SUBMITTALS

A. Job Mix Formula

1. Type and size of aggregate showing conformity with these specifications including test results showing complete sieve analysis showing percent passing sieves noted herein.

2. Type, grade and percentage of bitumen. The percentage of bitumen will be the net amount calculated on the basis of total weight of mix exclusive of water solvent.

3. The temperature at which the mixture will be delivered to the job.

B. Suppliers certifications for asphalt concrete.

C. Submit one legible copy of each delivery ticket for all material delivered to the construction site.

1.04 QUALITY ASSURANCE

A. Provide work and materials in accordance with applicable requirements of the Virginia

Department of Transportation, Road and Bridge Specifications, latest edition.

1.05 TESTING LABORATORY SERVICES

A. During the progress of the work, the Government will require that testing be performed to determine that materials and installation provided for the work meet the specified requirements. Such testing includes, but is not limited to 8 Pavement compaction tests.

Also required is compaction testing for gravel base material.

B. The Contractor shall provide the services of a testing laboratory approved by the Contracting Officer. It shall be the responsibility of the Contractor to schedule and pay for all testing services.

C. Qualifications of Testing Laboratory

The testing laboratory will be qualified to the Government's approval in accordance with

ASTM E329-72.

D. Codes and Standards

Testing will be in accordance with all pertinent codes and regulations and with standards of the American Society of Testing and Materials.

E. All specimens and samples for testing shall be paid for, and are the responsibility of the

Contractor. All specimens and samples will be taken by an independent testing laboratory employed by the contractor. All sampling equipment and personnel will be provided by the testing laboratory and all deliveries of specimens and samples to the testing laboratory will be performed by the testing laboratory. Test results shall be sent to the Contracting Officer's Representative by the testing firm.

PART 2 PRODUCTS

2.01 Bituminous Pavements

All bituminous materials shall meet Section 211 of the Virginia Department of Transportation, Road and Bridge Specifications, latest edition. Physical properties of bituminous pavements shall conform to this section.

A. Bituminous Pavements shall not contain reclaimed asphalt pavement or slag. Aggregate for bituminous pavements shall be broken stone. All pavements shall be compacted in accordance with the Virginia Specifications and as necessary to meet required density.

B. Materials for the Base Course shall be Type BM-25.0 and materials for the Surface Course shall be Type SM-9.5.

Asphalt content shall be 4.0 %.

C. The paving mix temperature shall be 300 degrees F to 310 degrees F and the compaction temperature shall be 285 degrees F to 290 degrees F.

PART 3 EXECUTION

3.01 Surface Preparation

A. All areas to receive pavement shall be free of all vegetative material, trash, leaves, weeds, or other deleterious matter. Grade the areas before paving.

3.02 Bituminous Concrete Paving

A. Bituminous concrete paving shall be placed and compacted. The compacted thickness shall consist of one 2" thick layer of Base Course and one 1 ½" thick layer of Surface Course.

B. Submission of the job mix formula for the bituminous concrete shall be the responsibility of the Contractor, and shall be submitted to the Contracting Officer for approval at least 10 days prior to pavement construction. Bituminous pavement mixture shall be spread within the temperature ranges indicated.

C. Properly protect new paving, buildings, plantings and other objects against splashing and splattering from asphalt and bitumen during preparation and installation of pavement. Any materials so damaged shall be removed and replaced, or cleaned to the satisfaction of the Contracting Officer at no additional cost to the Government.

D. In gravel areas to be paved, regrade or fill where required.

E. The bituminous material shall not be placed when the ambient air temperature and temperature at the paving site in the shade and away from artificial heat is below 40°F . Bituminous material shall not be placed on a wet or frozen surface, and the surface temperature is less than 35 degrees F, or when weather or other conditions would prevent the proper handling, finishing, or compacting of the material.

3.03 FIELD QUALITY CONTROL

A. Samples of bituminous pavements shall be taken by Contractor as specified herein.

B. Testing of Pavement Courses

1. Density: Determine density of pavement by testing using nuclear methods in accordance with ASTM D 2950. Compaction densities shall be between 92 percent and 96 percent. Two compaction tests shall be done for each building side.

The Contracting Officer's Representative shall determine the locations for the compaction tests.

3.04 Pavement Grade

The finished pavement surface shall be sloped a minimum of ¼ inch per foot away from the building. Prior to paving, grade the gravel areas so that the finish grade of the pavement will properly slope away from the building, to the surrounding grade.
