FA460021Q0045 – B304 Chiller Overhaul
ADDENDUMS 52.212-1/ 52.212-2
ADDENDUM TO 52.212-1, PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of three parts:
Part I – Price Part II – Technical Capability Part III – Past Performance
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Quotes shall be submitted to russell.mihely@us.af.mil and ichiro.tomaszewski@us.af.mil no later than the deadline in the solicitation posting found on sam.gov.
D. Specific Instructions:
For a proposal to be considered, it must include:
1) A pricing proposal (completed and signed SF 1449 to include pricing for each CLIN).
2) A technical capabilities proposal.
3) Past performance summary
1. PART I – PRICING – The offeror is required to submit one electronic copy of the completed SF 1449.
(a) Complete all fields on the SF 1449 to include company information and pricing for all of the CLINs. The offeror must fill out the solicitation completely and submit a signed copy of the SF 1449. In doing so, the offeror accedes to the proposed contract terms and conditions as written in the solicitation, with all attachments.
2. PART II – TECHNICAL CAPABILITY – Offerors are required to submit only one technical proposal document with the following:
(a) The offeror must provide:
1. A copy of the EPA 608 certification(s) to handle refrigerant for the technician that will be at Offutt AFB doing the work.
3. PART III – PAST PERFORMANCE – Offerors are required to submit only one past performance document with the following:
(b) The offeror must provide:
1. A past performance summary document that shows:
a. At least four years of experience doing chiller overhauls.
AND
b. Three similar projects/contracts that were completed in the last three years. The projects/contracts must be of similar (or greater) size, complexity, and dollar value as found in this solicitation.

ADDENDUM TO FAR 52.212-2:
BASIS FOR CONTRACT AWARD: This is a solicitation that utilizes FAR Part 13, Simplified Acquisition Procedures, and will utilize the best value to the Government evaluation procedures and fair and reasonable determination. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, the offeror accedes to the terms of this solicitation. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
A. Price Evaluations.
A.1 Pricing must be good for a minimum of 60 days from submission of proposal.
A.2 Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).
A.3 Unbalanced pricing: Contractors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
B. Technical Capabilities Evaluations.
B.1 The technical capability of each responsive offeror will be evaluated as either acceptable or unacceptable based on the Government’s evaluation of the offeror’s submission of the following:
- A copy of the technician’s EPA 608 certification(s) to handle refrigerant for the technician that will be at Offutt AFB doing the work.
C. Past Performance Evaluations.
C.1 The past performance of each responsive offeror will be evaluated as either acceptable or unacceptable based on the Government’s evaluation of the offeror’s submission of the following:
-The offeror must provide:

D. Completeness of Quote.
Offerors are cautioned to submit sufficient information and in the format specified in the RFQ to permit a meaningful assessment of technical acceptability. Offerors may be asked to clarify certain aspects of their proposal.
D. Award.
The Government will start evaluations by identifying the quote with the lowest price first. That quote will then be evaluated for price, technical approach and past performance. If the price, technical approach and past performance are all determined to be acceptable, then the Government shall award to that offeror with no other evaluations taking place. If the lowest priced quote is not acceptable, then the Government shall evaluate the next lowest priced quote using the same procedures. The Government intends to award the contract without discussions. If the Government decides to conduct discussions, all offerors will be notified as soon as possible.
