Phase I eligibility validations include applicant identification verification (matching driver license number, name, and date of birth in Phoenix), verification of active required permits and licenses without suspensions, and confirmation that appointment dates satisfy initial holding periods such as 14 days for Commercial Learners Permits (CLP) and 180 days for Class D Beginners Permits in accordance with Federal Motor Carrier Safety Regulations. Phase II enhancements, to be implemented subsequently, will incorporate additional validations for H endorsements, Live Scan fingerprint requirements, TSA background checks, age verification, and wait periods based on previous test failures (7 days for first or second failures, 60 days for third or subsequent failures, with differentiated periods for applicants with or without previous driving experience). The system will generate confirmation messages upon successful appointment creation or detailed rejection messages explaining specific eligibility reasons such as missing documentation, permit requirement mismatches, suspension status, or unmet holding periods.

Business Requirement Overview Perform an eligibility check when a customer schedules an appointment using the Queuing system.

Modify the CDL Appointment Scheduler Web Service to support any skills test or knowledge test that is authorized by SC DMV to schedule an appointment and enforce any customer restrictions.

Business Process (Business Flow) Today’s Process Flow Currently SC DMV has authorized Class A, B, C, E and F appointments to be scheduled using SCDMVonline.com Online Services. Class D Skills test have been authorized by SC DMV to schedule appointments from 2:00 to 4:30 on Monday thru Friday using a manual appointment book.

The CDL Appointment Scheduler Web has the following capabilities:

· Make an Appointment

· Cancel Appointment

· Update Appointment

· Update Applicant Info

· Inquiry – Search Appointment

· Re-print receipt

To Make an Appointment requires the applicant to select from the following drop down menus:

· Test Type (Class A, B, C, E, F)

· Office

· Service (Commercial Appointment)

After the applicant has entered the Test Type and Office, and Service, the CDL Appointment Scheduler Web Service searches the The Queuing system database and populates the first available date. If the applicant desires to see all dates available, they can click on the calendar and available dates are highlighted in blue.

The applicant selects a date and the web service searches the The Queuing system database and displays the available times. If the available time slot does not fit the applicant’s schedule, the applicant can view other available days or change the location to view the available dates / time slots at other location that offer the CDL skills test. This process can be repeated until the applicant finds a location, date, and time that matches their schedule. When the applicant has entered the required information the “Select” button is clicked and the web service will flow to the next screen where the customer information is entered. When the applicant has entered all of the required customer information the “Submit” button is clicked.

When the applicant selects the “Submit” button, the web service will request appointment approval from The Queuing to determine if the customer is allowed to book the appointment requested. Current The Queuing edit include:

· One appointment per type.

· One appointment per day.

· Online appointment availability starts after 24 hours and ends on day 22.

If the appointment is accepted the Web Service displays the following message: “The appointment was created successfully!” The applicant is given a choice to print the barcoded South Carolina Department of Motor Vehicles Driver License Road Test Appointment Receipt.

If the appointment is not accepted the Web Service will display a message below:

· You have a pending appointment of the same type and cannot schedule another until you have attended this one.

· You have another appointment on the same day, please reschedule for another day.

· Appointments are not available more than 21 days in the future Future Process Flow The Web Scheduler will send an inquiry to Phoenix requesting an appointment approval for the Applicant, Test Type, and Appointment Date and Phoenix will return a message for the Web Service to display.

The appointment process will include the following:

Step 1. Finding a calendar, location and vacant time slot Step 2. Identifying the customer Step 3. Web Service Request Appointment Approval from The Queuing Step 4. Web Service Request Appointment Approval from Phoenix (New) Step 5. Phoenix Responds to the Appointment Approval Request from the Web Service (New)

As the SCDMV authorizes new skills or knowledge test to schedule an appointment, the appointment scheduler web service and The Queuing needs to apply the same edits that would be applied to an applicant who enters the DMV and requests to take a test.

Detail Flow Customer Logs on SCDMVONLINE Public Services Website and select the link for “Skills Test Appointments.” The Skill Test Appointment link will flow to the “Make an Appointment Page” as shown in Figure 4. From this page the applicant can do the following activities:

1. Make an Appointment

2. Search for an Appointment

3. Change an Appointment

4. Cancel an Appointment

To create a new appointment, the applicant selects “Make an Appointment” and enters the Service and Test Type. The Web Service searches the The Queuing system database and populates a list of offices authorized to administer the Service and Test Type requested.

Desired Date Depending on the office selected, the Appointment Scheduler Web Service searches the The Queuing system database and populates the first available date.

Desired Time Depending on the office and date selected, the Appointment Scheduler Web Service searches the The Queuing system database and populates the available time slot.

When the applicant has completed the Service, Test Type, Appointment date and time, the Web Service will request the applicant information.

From the Applicant Information page, the Applicant enters

· SC Driver License Number The DL # is not required for Knowledge test if applicant does not hold a SC DL in another class.

· Name First, Middle, Last

· Date of Birth:

· Email:

· Phone Number:

If applicable

· Enter Driving School Information Selects “Back” or “Next”

Web Service Request Appointment Approval from The Queuing (modified) When the applicant selects the “Submit” button, the web service will request appointment approval from The Queuing to determine if the customer is allowed to book the appointment requested.

. Current The Queuing edit include:

· One appointment per type.

· One appointment per day.

If the appointment is not accepted the Web Service will display a message below:

· You have a pending appointment of the same type and cannot schedule another until you have attended this one.

· You have another appointment on the same day, please reschedule for another day

(New) If the appointment details are accepted, the Web Scheduler will send an inquiry to Phoenix requesting an appointment approval.

Request Appointment Approval from Phoenix (new) The Web Scheduler will send an inquiry to Phoenix requesting an appointment approval for the Applicant, Test Type and Appointment Date. The appointment approval process will include the following:

· Applicant Approval - Validate the customer’s identity.

The customer’s SC license number, last name, first name and date of birth must match Phoenix.

· Test Type Approval - Determine if the applicant qualifies to take Test (skills or knowledge).

· Validation Edits:

· Active commercial learner’s permit (CLP) required for class A, B and C.

· Active non-commercial learners permit (NCLP) required for class E and F.

· Active beginners permit (BP) required for class D and M.

· All classes active, no suspensions allowed.

· Appointment Date Approval – Does the Appointment Date satisfies the initial holding period?

The initial holding period for commercial learner’s permit (CLP) is 14 days and Class D beginners permit (BP) is 180 days.

In accordance with Federal Motor Carrier Safety Regulation Part 383.25(d), a commercial learner’s permit (CLP) must be held for at least 14 days before the customer is eligible to take the skills test.

Phoenix Responds to the Appointment Approval Request from the Web Service (New) Phoenix will return a message for the Web Service to display.

The message will confirm the appointment or provide an error message describing why the appointment is not allowed.

A sample confirmation message:

· “The appointment was created successfully!”

The applicant will be given a choice to print the barcoded South Carolina Department of Motor Vehicles Driver License Road Test Appointment Receipt.

Sample rejection messages:

· Appointment is not allowed Applicant’s Driver License Number not found, correct and resubmit.

· Appointment is not allowed Applicant’s Date of Birth does not match our records, verify information and resubmit

· Appointment is not allowed Applicant’s Name does not match name on SC driver license.

· Appointment is not allowed Applicant’s license are suspended.

· Appointment is not allowed test requires a Commercial Learners Permit.

· Appointment is not allowed test requires a Non-Commercial Learners Permit.

· Appointment is not allowed test requires a Class D Beginners Learners Permit.

· Appointment is not allowed test requires a Class M Beginners Learners Permit.

· Appointment is not allowed until XX/XX/XXXX, when the CLP initial holding period of 14 days is satisfied.”

· Appointment is not allowed until XX/XX/XXXX, when the Class D initial holding period of 180 days is satisfied.

The following edits will be Phase II.

Test Type Approval - Determine if the applicant qualifies to take Test (skills or knowledge).

Appendix 2 Class Definition

Class
Description

CDL

A
Any combination of vehicles with a Gross Combination Weight Rating (GCWR) of 26,001 pounds or more provided the GVWR of the vehicle being towed is in excess of 10,000 pounds. May also operate a three-wheel vehicle (excluding a two-wheel motorcycle with a side car).
B
Any single unit vehicle with a GVWR of 26,001 pounds or more, or any such vehicle towing a vehicle not in excess of 10,000 pounds GVWR. May also operate a three-wheel vehicle (excluding a two-wheel motorcycle with a side car).
C
Any single vehicle, or combination of vehicles, that are not Class A or B vehicles, but either designed to transport sixteen or more passengers including the driver, or are placarded for hazardous materials under 49 CFR, part 172, subpart F of the Motor Carrier Safety Regulations. May also operate a three-wheel vehicle (excluding a two-wheel motorcycle with a side car).

Car Passenger Vehicle

D
Allows individual to drive non-commercial passenger vehicles, such as cars and trucks, which do not exceed 26,000 pounds gross vehicle weight. With a Class D driver’s license, individual may also operate a three-wheel vehicle (excluding a two-wheel motorcycle with a side car).

Non-Commercial

E
Allows individual to operate non-commercial, single unit vehicles that exceeds 26,000 pounds gross vehicle weight. Examples of Class E vehicles include trucks and motor homes. With a Class E driver’s license, individual may also operate a three-wheel vehicle (excluding a two-wheel motorcycle with a side car).

Non-Commercial

F
Allows individual to drive non-commercial, combination vehicles that exceed 26,000 pounds gross vehicle weight. Examples of Class F vehicles include trucks and motor homes with a towed trailer or vehicle and any combination of vehicles used exclusively for recreation such as truck and camper combinations if the gross combination weight exceeds 26,000 lbs. With a Class F driver’s license, you may also operate a three-wheel vehicle (excluding a two-wheel motorcycle with a side car).

Moped

G
Allows individual to only operate a moped as that vehicle is defined by S.C. Code of Laws, Section 56-1-1710.

Motorcycle

M
Allows individual to operate a two-wheel motorcycle, a two-wheel motorcycle with a detachable side car, or a three-wheel vehicle.

Appendix 5 Return Times for the Road Skills Test

a) An applicant must hold BP Class D for 180 days from the date the permit is issued.

b) An applicant must hold CLP (14) days from the date the permit is issued to be in accordance with Federal Motor Carrier Safety Regulation Part 383.25(d)

c) An applicant with no previous driving experience who fails a skills test must wait two (2) weeks to re-test regardless of age.

d) An applicant who has had previous driving experience (held a former driver's license) who fails a skills test, must wait one (1) week to retest regardless of age.

Holding a driver’s license in a different class than the beginner’s permit counts as former driving experience.

Holding a learner's permit does not count as former driving experience.

e) If the applicant has failed the skills test on the third (3rd) or subsequent attempt he/she must wait sixty (60) days before being re-tested.
