Requirements / Specification Document

TITLE: Uninterruptible Power Supply (UPS)

Requesting Laboratory / Division / Group:

Communications Technology Laboratory RF Technology Division Superconductive Electronics Group 672.06

General Statement of Need:

The Spine 3 Renovation Project in Boulder is creating a cryogenic laboratory in rooms 1‐ 3034 through 1‐3042 that will be shared by multiple divisions (including 672.06). This laboratory will house multiple cryostats that operate with helium compressors that require continuous electrical power. An uninterruptible power supply (UPS) is needed to ensure cryostat operation through interruptions or fluctuations of the electrical power supplied by our power company (Xcel). The loss of cooling operation to our cryostats and unplanned increases in experimental temperatures can lead to time consuming measurement re‐ calibrations and even experimental sample degradation. In addition, unexpected loss of power to expensive, special purpose electronics can lead to failures that are very costly. This UPS Backup System will be used to maintain for a minimum of 15 minutes the uninterrupted operation of our critical measurements and cryogenic systems in the event of unwanted power bumps.

We plan to connect initially 3 and eventually up to 6 compressors to the system; each compressor requires 10.7 kW steady state power (12.7 kW max). In addition, pumps for the chilled cooling water loop for the compressors and a portion of the laboratory electronics will be connected to the UPS. The lab is located on the 3rd floor of NIST Building 1 Spine so the system will not be placed on grade and there is a weight and physical footprint constraint.

Item Specifications and Quantities:

This system will be operated in NIST room 1‐3042 and must have enough power delivery, from a large enough battery pack, to maintain the power required to keep the supported laboratory and cryogenic equipment (1‐3034 through 1‐3042) operating at full capacity for up to 15 minutes. In addition, this system must have a small enough footprint to fit within the confines of the allotted space and have a maximum weight as determined by NIST facility engineers.

Additional considerations and requirements.

Sustainability: As required in clause 52.223‐15 Energy Efficiency in Energy‐Consuming Products, the contractor shall only provide products that earn the ENERGY STAR label and meet ENERGY STAR specifications for energy efficiency. The contractor is encouraged to visit http://www.energystar.gov for complete product specifications and updated lists of qualifying products.

1System Dimensions: If the system can be transported on its side for moving within the NIST complex to room 1‐3042, then the height limit of the system may be relaxed. The system must pass through a doorway that is 34.75” wide by 81” tall and the hallway leading up to the door is 90” high. The ceiling in the laboratory is > 96”.

Weight Limit

The specified combined weight limit (total of 2100 lbs for the UPS + battery module) has been approved by a NIST structural engineer for the designated target laboratory space and dimensions of the system (footprint). The estimated weight of the compressors (2525 lbs) located nearby was also used in this assessment. If the Contractor wishes to submit a system which exceeds the specified weight of 2100 lbs, an independent structural assessment can be done at the Contractor’s expense. VRLA batteries were excluded in this specification due to this weight limit.

Delivery and Installation

The Contractor is responsible for providing an installation plan describing in detail the installation procedure for the UPS Backup System. THIS DOES NOT REQUIRE AN ON‐SITE

SURVEY. The Contractor must outline the required utilities, proper connections, circuit breakers, and installation procedures for NIST (Boulder, Colorado campus) so that it can be verified as compatible by NIST staff.

The contractor will be required to deliver directly to the facility loading dock. The contractor is not responsible for the placement or physical installation of the system. NIST personnel, utilizing the contractor‐provided installation plan, will perform the placement and physical installation of the system. Once complete, the vendor will be responsible for confirming proper installation and performing startup and setup of the system.

For delivery and packaging, the system shall be palletized or otherwise packaged in such a manner as to allow the items to be easily moved, in accordance with the dimension constraints listed above.

The facility where the system will be placed is currently undergoing renovations. As such, NIST is requesting delivery no earlier than 1 Dec 2024 and no later than 1 Jan 2025. These dates are subject to change. The contract will not be considered complete, and final payment will not be made to the vendor until the installation is complete and the system’s functionality can be confirmed and accepted by NIST. The Government will consider partial payment plans/schedules submitted with quotations and may incorporate a partial payment schedule based upon mutual agreement in the resulting award.
