About this file

This document outlines the salient feature requirements for a Perkin Elmer Tri-Carb 4910TR Liquid Scintillation Analyzer or equivalent to be procured under solicitation number W911KF-23-Q-0046 by the Department of the Army Materiel Command Contracting Command Detroit Arsenal. The key requirements include a liquid scintillation analyzer with 100-240V power, SpectraWorks 2 spectral analysis software, replay and time-resolved counting capabilities, auxiliary spectrum memory storage, QuantSmart 5.2 luminescence software, dynamic color corrections, a 408-720 vial capacity with bi-directional conveyor loading, and a linear 4000 channel MCA. The analyzer must also include an interrupt sample mode, automatic DPM counting with external standards, a computer system, one year warranty plus available extended warranties, instrument performance assessment, and luminescence detection and correction software. The document outlines minimum expected analyzer efficiency and background counts as well as figure of merit thresholds. The procurement will also include support items like a laser printer, quench standards, manuals, a utility cart, installation, and training.

Salient Feature Requirements

Item: Perkin Elmer Tri-Carb 4910TR Liquid Scintillation Analyzer OR Equivalent Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.

Requirements:

1. Power Requirements: 100-240 V, 50/60 Hz, 3-prong grounded plug

2. SpectraWorks 2 – Spectral analysis package that determines optimal counting regions and calculates figure of merit (FOM)

3. Replay – Allows users to immediately view results under different counting conditions without having to duplicate time consuming runs

4. TR-LSC (Time-Resolved Liquid Scintillation Counting) – Background reduction circuitry and software

5. Auxiliary Spectrum Memory – Stores rejected counts for analysis

6. Luminescence Detection – QuantSmart 5.2 software for the Win 11 OS with online help

7. Dynamic Color Corrections – Ensures accuracy of tracking lower energy sample spectra over a wide quench range

8. Varisette Option: Sample cassette that allows flexibility in counting both large and small vials in the same run in dedicated cassettes

9. 408 large (20 mL) or 720 small (4-7 mL) vial capacity

10. Cassette Loading bi-directional conveyor

11. Linear 4000 channel Spectralyzer Multi-Channel Analyzer (MCA)

12. Electrostatic controller

13. Group PrioStat Interrupt Mode – Allows priority samples to be added on the fly

14. Automatic single label Direct Disintegrations Per Minute (DPM) with Ba-133

External Standards

15. Built-In computer with Win 10 64-bit OS 4 GB RAM and 250 GB hard disk 3 high speed USB Parts and Dual Gigabit Ethernet Support

16. Warranty: Includes PerkinElmer 1 Year Warranty (extended warranties are available)

17. IPA-LDC Package:

> Instrument Performance Assessment: IPA is a quality control monitor of critical instrument performance parameters to support the validity of data > Luminescence Detection and Correction: LDC Detects and records only the chance coincidence (unwanted luminescence) events. The luminescence events are then subtracted from the total counts

18. Factory Performance (Minimum):

➢ Energy Range: 0 – 2000 keV

➢ Efficiency Normal Count Mode (min. acceptable)

H-3, 0 – 18.6 keV 63% C-14, 0 – 156 keV 95%

➢ Observed Background, Normal Count Mode (average) H-3, 0 – 18.6 keV 17 CPM C-14, 0 – 156 keV 26 CPM

➢ Figure of Merit (E2/B), Normal Count Mode H-3, 1 – 18.6 keV 180 C-14, 4 – 156 keV 360

➢ Figure of Merit (E2/B), Low Activity/High Sensitivity Count Mode H-3, 1 – 12.5 keV 300 C-14, 14.5 – 97.5 keV 780

19. Liquid Scintillation Analyzer must be accompanied by the following support items:

➢ Laser Printer, 110 V

➢ Instrument Specific Quench Standards

➢ Any and all User, Owner, Operator, Maintenance, Manuals and any other literature normally supplied with the purchase of this machine.

➢ Utility Cart (Assembled)

➢ On-site Installation

➢ New Instrument Training and Support
