Statement of Work

For

Mechanicsburg Box Shop Air Supply

Bldg. 508

DLA Distribution New Cumberland, PA

22 June 2020

1. Required Location:

DLA DISTRIBUTION SUSQUEHANNA PENNSYLVANIA

BUILDING 508, BOX SHOP

MECHANICSBURG, PA

2. Background:

The Defense Logistics Agency (DLA) is a United States (U.S.) Department of Defense (DOD) agency that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. DLA Distribution and

DDSP provide shipment of materials conus and o-conus to support our warfighters and other customers. The box shop is an important part of fabricating boxes, pallets, and blocking and bracing for these shipments.

The Mechanicsburg box shop currently has aged compressors that fail frequently and cannot sustain the requirement for associated equipment and tools. The current compressors are approximately 20 years old. They are both 10hp and supply 80-100 PSI. The system is not looped and there is no air storage tank. All required air is supplied on demand by each compressor and this creates a shortage of air during times of high demand. The current setup requires both compressors to run continuously. There are no air dryers on the current compressors and that is causing moisture in the lines. The main supply lines are ¾” steel with excessive rust in them. This moisture and rust is causing premature damage to the tools being ran off the supply. The current system is costing excessive money in maintenance repairs and equipment replacement.

3. General Requirements:

DLA Distribution Support Susquehanna, PA. (DDSP) has a requirement for a contractor to install new compressors, air dryers, storage tank, and associate air grid to support all of the equipment in tools in the box shop.

Required equipment includes:

(2) 25hp Rotary Air Compressors

Varial Speed Motors

1000-120 CFM at 125 PSIG

Networked with remote monitoring

Not to exceed 80dBA

Min of 5 year warranty

(2) Air Dryers that are compatible with associated compressors

Flow Capacity of 125 CFM @ 100 PSIG

Integrated Moisture separator

Dew Point Display

Start/Stop switch with Integrated Lockout Point

(1) 400 gallon dry storage tank (200 PSI Rated)

(1) 3-Stage oil/water condensation separator system

Air grid loop system with 1 ½” throughout Bldg 508 (approx. 600 feet) with (15) 1” supply line drops at designated locations. Equipment will be within 10’ of designated drop.

* Contractor is responsible for validating linear feet requirement based on their own design.

4. Scope of Work to be performed:

Supplier is responsible for:

Design of a redundant compressed air system to provide 100-120 CFM of dry air to the box shop processes

Supply of clean dry air

Install all equipment listed above along with any required hardware or associated supplies.

Install a complete loop around the work areas of the box shop with drops in designated locations.

Install all drops up to a valve and regulator.

After installation is complete, the contractor shall test for operation, including factory start-up to validate warranty.

DDSP will:

Provide free and clear access to all work areas to be maintained

Be responsible for onsite tool storage and equipment laydown area

All supply power (480v, 3ph)

Dispose of old compressors and air lines.

Removal of existing air lines

DLA will install quick connects and hook ups to the air line drops.

At the time of contract award, the Contracting Officer (KO) will identify the on-site

Government point of contact (POC) who will monitor performance to ensure services are received and carried out in accordance with the requirements in this SOW. All references in this SOW to “Contractor personnel” include both Contractor employees and subcontractors.

5. Working Hours

The principal period of access to Building 508 for this contract is 0600-1630, Monday through Friday, 10 working hours per day, excluding federal holidays and base closures. The

Government observes the following federal holidays:

If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to be onsite on these days. Also, in the event an Executive Order issued by the

President of the United States that declares Agencies of the Federal Government closed on a

Contractor-scheduled work day, the Government Representative or designee will advise the

Contractor on whether work should be performed for that day or it should be rescheduled.

The Contractor may be allowed, as required to minimize interruption of production operations, to perform work outside of regular hours. Where work is desired to be performed other than during regular hours, the Contractor shall request permission from the government

POC at least 48 hours in advance to allow for the necessary arrangements to be made.

6. Safety Requirements

It is the responsibility of the Contractor to be aware of the safety requirements of personnel, equipment and products during the installation. All necessary protective coverings, shields, protective barriers, warning signs, etc., shall be furnished and installed by the Contractor where a hazard or potential hazard exists. The Contractor shall coordinate with the COR prior to installing protective coverings, shields, barriers, signs and barricades for concurrence and approval. The Contractor shall comply with all pertinent provisions of OSHA standards

29 CFR 1910 and 29 CFR 1926 when applicable. The Contractor will not be excused from requirements of all generally accepted safety standards, practices, rules and regulations as well as those established by this Statement of Work and/or the Government Representative or designee. The Safety and Health office personnel may inspect the worksite at any time for compliance.

Personnel Protection. Personal protective equipment such as hard hats, safety shoes, safety glasses, etc., shall be worn in all areas and on all jobs as required by the Safety and Health

Office. All hard hat areas shall be indicated by Contractor furnished signs.

Contractor Material. Housekeeping shall be maintained at a high level at all times. Scrap, waste and spoil material shall be removed on a daily basis.

SMOKING IS PROHIBITED EXCEPT IN DESIGNATED AREAS. No Smoking is not permitted in less than 50 ft. of the building. The contractor employees shall only smoke in designated areas and clean up daily. Failure to follow these policies will result in loss of smoking privileges. Second offenders will be asked to permanently leave the site.

Flammable & Other Hazardous Materials. The Contractor shall comply with all OSHA standards for the storage, handling, dispensing and application of flammable paints, solvents, i.e. motor fuels, corrosives, caustics, compressed gases, combustibles and other hazardous materials. This includes the use of ventilation, personal protective equipment, respiratory protection, lavage, monitoring for airborne contaminants and requirements to convey to workers the hazards associated with the operation. Only a one (1) day supply of flammable/other hazardous material shall be kept at the job site. All other job stock of flammable/other hazardous material shall be stored in accordance with applicable OSHA standards at an on Depot location remote from the job site and approved by the Government

Safety and Health Officer

Material Safety Data Sheets. The Contractor shall submit current Material Safety Data

Sheets for all materials, including substitutions, prior to use on the project.

Grinding, Flame Cutting and Welding Process: Welding, cutting or use of flame devices require prior approval of the DSCR Fire Department, Fire Chief, and shall be performed in accordance with AWS Z49.1 (2005). A welding screen shall be used whenever welding is being done. The Contractor shall have a firewatcher on duty whenever there is welding, cutting or open flame devices being used. The fire watcher shall have contractor supplied fire extinguisher with him during all grinding/flame cutting and welding operations. After welding is complete, the contractor shall maintain a fire watch for minimum 30 minutes after completion of work. Failure to follow this procedure may result in removal of personnel responsible permanently from the installation.

At no time will Contractor use or block installed fire equipment, valve houses, or post indicator valves unless authorized by the Fire Department.

7. Cleanup

The job site shall be cleaned at the end of each day of all debris (concrete chips, dirt, dust, water, etc.) and waste material (metal, wood, plastic, packaging, packing, solvents, etc.) created by the installation of the racks. The Contractor shall maintain the work site and premises in a clean and neat condition during contract performance.

All on-site waste and debris generated in performing this contract shall be disposed of off-site at

Contractor arrangement and expense.

8. Personnel

Contract Manager: The Contractor shall provide a Contract Manager who shall be responsible for the performance of this contract. The name of the person and alternate(s) who shall act for the

Contractor when the manager is absent shall be designated in writing to the Government

Representative or designee.

The Contract Manager or alternate shall have full authority to act for the Contactor on all contract matters relating to the performance of this contract.

The Contract Manager or alternate shall be available during normal duty hours within 1 hour of notification to meet on the installation, if necessary, with the Government Representative or designee to discuss problem areas. The Contractor shall provide telephone numbers of the

Contract Manager and alternate(s) who shall be available within 2 hours after normal working hours.

Contractor Personnel: All references in this SOW to “Contractor Personnel” include both

Contractor employees and subcontractors. Contractor personnel shall wear required

Government furnished badge, and be easily recognized. This may be accomplished by

Contractor personnel wearing distinctive clothing bearing the name of the company and/or by wearing appropriate badges which contain the company name and employee’s name.

The Contractor shall not employ any person who is an employee of the United States

Government if the employment of that person would create a conflict of interest, nor shall the

Contractor employ any person who is an employee of the Department of Defense, either military or civilian, if such employment would be contrary to the policies contained in Defense

Logistics Agency Regulations (DLAR) 5500.1, STANDARDS OF CONDUCT.

Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles while on the DDSP installation.

10. Security Requirements

All contractor personnel shall complete and submit to the COR, the DDSP Security

Form at least 7 days prior to arrival to the site. Each employee must pass the background check in order to gain base access.

The security affidavits shall be furnished to the COR within 5 days from the date of projected start of work on site. As Contractor personnel changes occur, the Contractor shall new affidavits to the COR within five (5) working days. The prompt submission of this information will keep to a minimum any delay and inconvenience to the Contractor and

Contractor personnel in performance of the contract.

Contractor personnel on the first day they report for work shall bring two forms of identification such as a driver’s license and either a birth certificate or original social security card to the DSCR security office and at that time a background check will be performed. Contractor personnel must bring personal identification to the DSCR Security

Office for badge photographs and identification. Contractor personnel operating motor vehicles on the installation shall provide a valid Driver’s License, vehicle registration, and proof of insurance. All contractor vehicles driven onto the installation will be required to have current state registration and proof of insurance. These vehicles are required to be registered for passes with the Pass and ID Office before access is granted to the installation.

The Pass and ID Office hours of operation are 0700-1530 Monday through Friday and closed Saturday, Sunday and all Federal Holidays. After receiving a vehicle pass and badge and passing the background check, the Contractor shall access the installation only through the Main North Gate. This badge must be worn at all times while working in the building to ensure that only authorized personnel are working in the building. Any additional questions shall be directed to the Government Representative or designee.

The Contractor and Contractor personnel shall comply with all security requirements imposed by the DDSP Commanders at all times while on base. Contractor personnel involved in civil crimes and/or other incidents of misconduct will not be granted access to the installation. The Contractor is responsible for insuring the badges are returned within three days of employee termination or contract completion.

The Contractor shall prohibit the use of Government issued Access Cards by any persons other than DDSP approved Contractor personnel.

11. Deliverables:

Hard copy and electronic copies of the Implementation Plan Statement of Work will be provided to DDSP maintenance team.

12. Warranty

Notwithstanding inspection and acceptance by the Government or any provision of this contract concerning the conclusiveness thereof, the Contractor shall warranty for a period of one year after final acceptance by the Government of the systems furnished and installed under this contract that the system will be free from defects in materials and workmanship. During the warranty period and in the event the Contractor is not able to make remedial action himself; he shall make arrangements to have the work accomplished. The Contractor shall furnish to the Contracting

Officer the name and address of the selected individual and/or firm who can arrive at DLA

Distribution Susquehanna, PA within 48 hours after notification of equipment breakdown to perform the necessary repairs.

13. Certification and Acceptance

The POC is designated as the point of final inspection and acceptance by the Government of all items and services required by the contract.
