About this file
This document contains an attachment describing technical specifications and a federal contract opportunity notice. The Naval Research Laboratory requires a high frequency, wide-band, multiple channel channel emulation system capable of applying channel degradation models in real time to complex RF signals. The system must have at least 16 RF channels and 128 digital links with a bandwidth up to 200 MHz and frequency range from 30 MHz to 6 GHz on all channels and up to 28 GHz on four channels. It must apply path loss, Doppler shift and channel models. The opportunity was for a firm fixed price contract awarded to DUALOS, LLC for $748,812 on September 30, 2020 under solicitation number N00173-20-R-NA01. The contracting agency was the Department of the Navy Secretary of the Navy Office of Naval Research.

Technical Specification List:
I. Description of Requirement
NRL requires a high frequency, wide-band, multiple channel, channel emulation system capable of applying calculated channel degradation models real time to complex RF signals. The system must consist of compatible components from the same manufacturer integrated into a system and provide basic system training.
II. Performance Requirements
The Governments minimum critical performance requirements for the system are as follows:
Channel Emulator:
• At a minimum the channel emulator shall provide 16 unidirectional RF channels.
• At a minimum the channel emulator shall provide 128 digital links.
• At a minimum the channel emulator RF bandwidth shall be up to 200 MHz
• At a minimum the channel emulator shall provide a frequency range from 30 MHz to 6 GHz on all RF channels.
• At a minimum the channel emulator system shall provide a frequency range up to 28 GHz on at least 4 of the RF channels.
• At a minimum the channel emulator system shall provide an RF input level range of -50 to +15 dBm at 0.1 dB resolution.
• At a minimum the channel emulator system shall provide an RF output level range of - 110 to -10 dBm at 0.1 dB resolution.
• At a minimum the channel emulator shall be capable fo applying 0 to 40 dB of relative path loss.
• At a minimum the channel emulator shall be capable of applying 12 kHz of Doppler shift to a channel.
• At a minimum the channel emulator system shall provide channel modeling software capable of modeling a channel and applying the configuration to the hardware.
• At a minimum the channel emulator system shall provide the capability to replay stored complex recorded or analytically generated signals.
• At a minimum the channel emulator system shall provide the capability to emulate channel models including four node mesh networks
• At a minimum the channel emulator system shall provide the capability to emulate dynamic channels in which one or more of the endpoints are in simulated motion.
• The channel emulator system shall provide a remote programming interface with TCP/IP connectivity
• System installation and basic training
