SCOPE OF WORK

Building Repair

Bureau of Land Management – Southeastern States District

Jupiter Inlet Lighthouse Outstanding Natural Area

Jupiter, FL

4/15/2021

Description of Project Area

This project occurs within the Bureau of Land Management’s (BLM) 120-acre Jupiter Inlet

Lighthouse Outstanding Natural Area (ONA) in northern Palm Beach County, Florida. The project site involves two of the site’s structures; Units C and E. Unit C is an approximate 1,800 sq ft 3 bedroom / 2 bath ranch style residence. Unit E is an approximate 2000 sq. ft 4 bedroom /

2 bath ranch style residence. These units’ sit adjacent to Coast Guard Way within the ONA and are accessible only through a locked compound gate.

Both Units were constructed in the early 1960’s and served as housing for US Coast Guard members until it was abandoned in 2013. In 2015 the BLM began management of the structures which have remained in use as residences for Interns and Volunteers over the past seven-years.

Both buildings show signs of decay within the interior and exterior of the structure. Recently both structures suffered damage as plaster and lath ceilings collapsed in various rooms throughout the Units. The heavy ceilings, above insulation has become wet because of condensation from damage A/C ducts, fractured. The additional moisture weight has proved too much for the nails holing the lath which were already decayed from age.

Scope of Work

The project consists of: (1) removal of existing plaster and lath ceilings, insulation, and A/C duct work; (2) replacement of A/C ducts, vents, insulation, and ceiling with modern drywall materials.

The contract includes an “Option” for removal of existing roof shingle and tar paper, roof repair if needed, and installation of new roofing materials. Finished roofing should be a slate grey 3-tab asphalt roof similar in style to other rooves on the property. The roofing option should be priced separately for Unit E and Unit C in all proposals.

The contractor shall develop a program of work to complete the tasks for BLM review and approval, obtain all necessary permits, and furnish all labor, materials, equipment, supervision, transportation necessary to (1) cleanup and dispose of construction debris (note surveys conducted in 2016 found no presence of Asbestos associated with these structures; Lead based paint was found in the window mastic of Unit C and has been remediated) and (2) install/replace items with new materials, (3) finish project appropriate with ceiling texture, paint etc.

Location

Unit C and E Are located within the ONA, along Coast Guard Way within the Jupiter Inlet

Lighthouse compound (600 State Road 707, Jupiter, FL 33469). The site is accessed from I-95

(Exit 87A) or the Florida Turnpike (Exit 116) via Indian Town Road proceeding east, then north/right on Alt. A1A and across US.1/Federal Highway. This Jupiter Inlet Lighthouse

Compound is accessed via Coast Guard Way, the second right on Beach Road (also known as

Country Road/State Road 707) after crossing US.1/Federal Highway.

Access to the Jupiter Inlet Lighthouse compound is restricted via an automatic gate. Access codes will be provided; however, all work must occur with BLM staff onsite during regular business hours (Monday-Friday 7:30am – 3:30pm).

Contract Administration

Before beginning work, the Contracting Officer or designated Contracting Officer’s

Representative (COR) will meet with the Contractor. The meeting will be held at a time and place mutually agreeable to the Contractor and the BLM. The contract documents, the scope of the contract and the proposed work schedule will be thoroughly discussed to promote a better understanding between the Contractor and the BLM. The Contractor shall name and assign a responsible person as Project Manager and describe the extent of their authorities on the contract.

He/ She shall maintain a project file to contain all correspondences and criteria pertinent to this project. During the process of the work, the Contractor shall confer with COR, as required, to assure approval of the work completed.

Time of Performance

Period of Performance for this project is the 90-days following the Contract award.

Government Furnished Property

The Government will provide a reasonable accommodation to existing utilities (water and electric) for Contractor use. There is no other government furnished items.

Parking, Storage and Security

The Contractor shall coordinate parking of Contractor’s vehicles and temporary storage of equipment and hazardous materials with the Contracting Officer. Security for the Contractor's equipment and supplies shall be the sole responsibility of the Contractor.

Public Access Prevention

Contractor shall post signs at an appropriate perimeter to the work site informing the public of restricted access and public safety concerns.

Fees

The Contractor shall, without additional expense to the Government, pay all Federal, State, County and Municipal fees and permit costs applicable to the performance of the work.

The Contractor is responsible for alternate payment protection for the Government and for any fees required by Palm Beach County to complete the work covered in this Statement of Work.

The Contractor is responsible for developing, maintaining, and submitting the required documentation to receive a refund of bond or guarantee payments if made to Palm Beach

County.

The Contractor shall be responsible for all required testing and fees that are described in the approved Contractor's Work Plan.

Contractor Qualifications and Licenses

All required certification must be current at time of contract award. This list is not all inclusive and is subject to change as new Federal, State and local laws and regulations are implemented and existing Federal, State and local laws are revised.

Permits

The Contractor shall obtain all special permits and licenses and give all notices required for the performance and completion of Statement of Work

Notifications and Inspections

The Contractor shall be responsible for completing all notifications required to perform the activities covered in this Statement of Work.

The Contractor shall be responsible for scheduling all required inspections within the timeframe specified to prevent delays in accomplishing the activities covered in this Statement of Work.

Work Plan

After award, the Contractor(s) shall provide the Government with a copy of the Work Plan for the project. This Work Plan shall include, but is not limited to, the following:

• A listing of personnel, including subcontractor(s), working on the project. Training, certification and licensing requirements for personnel performing working.

Qualifications and experience of personnel and subcontractors including the registered civil engineer that will be overseeing the work to be performed.

• Detailed description of how the activities will be performed.

• Detailed listing of the materials to be used in the project.

• Drawings of the structure.

• Debris Management Plan

• Specific exclusions/assumptions regarding the specific work to be performed.

• List of equipment to be used on the project.

• Permit and notification requirements.

• Project Work Schedule.

• Detailed cost estimate of work to be performed.

All work plans must be approved in writing by the Government prior to the commencement of that phase of work.
