FEMA Travel Trailers for Disaster Survivors

Statement of Work (SOW)

FEMA requires travel trailers to be used to house disaster survivors. The total number of travel trailers is 225. The following are the requirements for the travel trailers. The Government will purchase the following configuration of travel trailers. Sleeping requirements will be evaluated as described below (see Frequently Asked Questions Section)

RVs that sleep Five (5) or more 225

Total Quantity 225

The travel trailers shall be manufactured to meet the following standards:

Standard for RVs NFPA 1192 Standard on Recreational Vehicles (applicable edition when the travel trailer was built);

ANSI/RVIA Standard for Low Voltage Systems (applicable edition when the travel trailer was built);

ANSI TSIC-1 Process Control for Assembly of Wheels on Trailers.

Applicable Federal Motor Vehicle Safety Standards (FMVSS) and National Highway Traffic and Safety Administration (NHTSA) standards and regulations;

and

All appliances shall be ENERGY STAR certified products as appropriate.

All new RV purchases must be certified to comply with the Recreation Vehicle Industry Association (RVIA) standards applicable at the time the RV was manufactured. In addition, all RVs must be certified compliant with the Toxic Substances Control Act (TSCA) Title VI requirements for formaldehyde emissions from composite wood products found in RVs. Applicable California Air Resources Board (CARB) regulations can be substituted for TSCA

The travel trailers shall have the following requirements:

e greater than or equal to 25 feet long Be less than or equal to 36 feet long Have double axles Must be provide with propane tanks and covers no smaller than 30lbs Have 50-amp electrical service for units with 2-HVACs. Each unit shall come with complete battery boxes that are bolted and strapped down to the unit; a new battery and battery straps shall be included.

Meet the definition of a Travel Trailer provided below (see Definitions/Acronyms and Alternate Names).

Be, at a minimum, 200 square feet in size but no larger than 400 square feet.

Be supplied with a water regulator.

Have a method of separating a bedroom from the other living area by means of a:

o Door, o Pocket Door, o Accordion Door, or o Curtain which acts as a door.

Length is measured from the front of the tongue to the rear of the bumper

The underbelly does not have to be fully enclosed

The travel trailers shall not include any of the following:

Interior steps that transition between one living room area and another or between a living area and a bedroom (this does not include the sleeping area of a 5th Wheel Trailer that is located over the hitch)

Fireplaces that are fueled by propane (electric fireplaces are acceptable);

Interior hydraulic or other motorized features (for example in a toy hauler where the area designed for hauling toys (such as motorcycles) can be converted to usable “living/sleeping area” with a bed that can be lowered from a storage position close to the ceiling by hydraulic or mechanical means);

Single axle trailers

Acceptable as long as these type of travel trailers meet all other requirements – Stick and Tin (see Definitions/Acronyms and Alternate Names)

Be of the following type/class of RV (see Definitions/Acronyms and Alternate Names) o Fifth Wheel (5th Wheel) o Toy Haulers o Teardrop Trailers o Folding Trailers o Expandable Travel Trailers o Class A, Class B or Class C Motor Homes; or o Truck Campers

FEMA Classifies RVs by the number of people that can sleep in FEMA defined sleeping areas:

RVs are classified as being able to sleep:

o Two people;

o Three to four people; or, o Five or more people

The primary or main sleeping area is defined as a room separated by a door, pocket door, accordion door, or curtain which acts as a door and has a double bed, queen bed, or king bed.

A secondary sleeping area accommodates one or more people and is not designated by the manufacturer as primary living or dining space. Bunk beds are acceptable in the secondary sleeping area.

Delivery Condition

All RVs shall be delivered in “ready-to-be-used by FEMA to house disaster survivors’ condition.”

(see Definitions/Acronyms and Alternate Names). Offeror is required to repair any known or unknown recalls related to the travel trailer or any equipment that comes standard with the units.

During delivery

Additional Delivery Requirement

1. Travel trailers delivered to FEMA are required to be in ready to use condition. Historically, FEMA has received a percentage of travel trailers that are not ready to be used to house disaster survivors. To ensure that delivered travel trailers are ready to be used immediately the contractor shall provide one or more representatives at the FEMA Transportable Temporary Housing Storage Site in Selma, AL to assist with inspections and complete necessary repairs. The contractor’s representative shall be provided with sufficient parts to all repairs to be made during the acceptance process.

2. The contractor shall ensure that none of the travel trailers delivered have propane valves that are subject to historic or current recalls.

Delivery Location

All trailers will be delivered to a staging area at the following locations or other locations as directed by the CO or COR:

Certificate of Origin (COO)/Title/ Manufacturers Statement of Origin (MSO)

For purposes of this SOW FEMA will use the term Certificate of Origin and the acronym COO to represent Certificate of Origin (COO)/Title/ Manufacturers Statement of Origin.

The Contractor shall provide FEMA with the original Certificate of Origin (COO) or title and a digital copy for each travel trailer purchased. The COO or title should be mailed to the following address:

A digital copy of the COO or title shall also be emailed to wicha.weerasaeti@fema.dhs.gov, FEMA-HQ- SALES@fema.dhs.gov and to fema-tthu@fema.dhs.gov.

Digital copies of COOs shall be sent as an individual file for each COO, in a PDF format. All PDFs attached must use the same naming convention. The naming convention is the last 6 digits of the Serial Number/Vehicle Identification Number (VIN) followed by the letters and symbol -COO exp: 123456-COO.

Each COO or title shall be received by FEMA within one (1) week of the individual travel trailer delivery.

The Contractor SHALL NOT include an original COO or title with invoice.

The Contractor shall only provide FEMA with an RV for which they have an agreement as an active franchisee, dealer, or authorized manufacturer’s representative. The Contractor shall notify FEMA of any change in status of the Contractor’s relationship with any manufacturer within one (1) business day of that change.

Delivery Schedule

Delivery of all 225 travel trailers shall begin within 7 days of contract award and must be completed within 45 days of contract award. The Contractor shall notify the Government two (2) business days in advance of each scheduled delivery. Delivery notification must be approved by the Selma Site Manager before delivery.

Definitions/Acronyms and Alternate Names

All, Four, or Extended Season – RVs that are designed to withstand extreme temperatures while keeping the user comfortable.

Design-in Features:

Comfortably house occupants in temperatures lower than 20 degrees and higher than 90 degrees Fahrenheit

Keep holding tanks and valves from freezing in temperatures lower than 20 degrees Fahrenheit

Circulates air to reduce condensation caused by heater usage Keeps interior cool during hot and humid days Prevents cold air from infiltrating through windows, walls, and cabinets

Arctic Package – A feature on an RV that adds additional insulation, storm windows, and heat pads/strips for the holding tanks and water lines to enable the RV to be used in cold weather.

Delivered – Transported by the Contractor after the award of the contract or delivery order to the specified delivery location. Received by an authorized FEMA representative during operational hours using a signed FEMA form or Bill of Lading (BOL). Delivery of an RV shall not occur after the receiving facility is closed. RVs left outside of the receiving facility shall not be considered delivered.

Fifth Wheel Trailers (fifth wheel) – The fifth wheel is a towable unit that connects to the tow vehicle directly above the rear axle by way of a special fifth wheel hitch. This causes several feet of the connected trailer to hang over the tow vehicle, placing about 15 to 25% of the trailers weight on the rear axle of the truck. Commercial semi-trucks and trailers use this hitch configuration.

The fifth wheel has one sub-type:

Toy Hauler – The term toy hauler is applied to both fifth wheels and travel trailers, and it describes an RV designed to carry items such as small cars, dune buggies, four wheelers, motorcycles, etc.

Distinguishing features of a toy hauler are the large door in the back which opens down to create a ramp; a dedicated garage area and/or fold-away furniture in the main living compartment; and often has a third axle to support heavy toys.

Laminate/Hard-Shell Walls – A sandwich of structural frame members, wall paneling, insulation, and exterior covering, adhesive-bonded under pressure and/or heat to form the RV’s walls, floor, and/or roof.

Motor Home –an RV that has been built on or incorporates a form of a drivable chassis; it does not require an additional part of a vehicle to move or “drive” the unit.

Motor Home, Class A – A recreational vehicle built on a stripped truck chassis where the driving compartment is an integral part of the RV interior. Class A motor homes have the appearance of a standard bus.

Unlike the Class C motor home, the chassis of a Class A does not come with a driving compartment (or cab). The chassis includes the following major components: frame, engine, fuel tank, axles, drive train, wheels, tires, steering column, engine and braking controls, and dashboard instruments.

The Class A motor home has one sub-type:

Bus Conversion – A bus conversion is a commercial passenger bus that has been converted into an RV. Some bus conversions are easy to spot because their previous skin is mostly intact, often resembling a Greyhound bus.

Though not sub-types, some Class As are referred to as a pusher or diesel pusher. A pusher is a motor home with rear mounted engine for the purposes of better accommodating large engines. Two other benefits of having the engine in the rear is the reduced engine noise and the ability to install the main door near the front of the vehicle.

Motor Home, Class B – The Class B motor home is created from a standard passenger or commercial minivan. Most models have raised roofs, but otherwise the living space is constrained by the dimensions of the van. A Class B is usually a term applied to factory-built units; Conversion van is a term applied to units that started out as conventional vans and were subsequently converted to RV's.

Motor Home, Class C – The Class C motor home, or mini motor home, is a recreation vehicle built on a cut-away van or truck chassis, including the cab. Many Class C motor homes are roughly the size and shape of rental moving trucks.

It differs from the Class A motor home in that the Class C chassis comes with the cab from the manufacturer. Another distinguishing feature of the Class C is the bed compartment over the cab.

Stick-and-Tin – A traditional method of constructing for RV that is similar to a traditional home building where the RV is constructed with a wooden frame of dimensional lumber, insulation, as well as interior and exterior sheathing. The exterior sheathing originally was tin, may no longer be, however, the name remains.

Recreation Vehicle or RV – An RV is a vehicle designed as temporary living quarters for recreational, camping, travel, or seasonal use. RVs may be motorized (motorhomes) or towable (travel trailers, folding camping trailers, truck campers, and park models). Off-road vehicles are not included in the RV definition.

Travel Trailer – The travel trailer is a towable unit that connects to a ball hitch mounted on the tow vehicle and is designed as living quarters for recreational travel. Some travel trailers have portions of the unit that can slide out from the center to expand the living area inside.

The travel trailer has the following sub-types:

Toy Hauler – The term toy hauler is applied to both travel trailers and fifth wheels, and it describes an RV designed to carry items such as small cars, dune buggies, four wheelers, motorcycles, etc.

Distinguishing features of a toy hauler are the large door in the back which opens down to create a ramp; a dedicated garage area and/or fold-away furniture in the main living compartment; and often has a third axle to support heavy toys.

Expandable – A travel trailer designed to vertically or horizontally expand and collapse (not including slide outs). Typically includes one or two canvas ends that fold out to create additional beds. The expandable travel trailer is a hybrid between a pop-up camper and a traditional travel trailer. The trailer looks like a travel trailer on the road, but when placed at the campsite, it expands to provide more room.

Vertically: On vertically expanding units, the slightly larger top portion of the trailer slides down over the bottom half, considerably reducing the height during transportation. At the campground, the trailer is expanded to full height, resembling a traditional trailer.

Horizontally: On horizontally expanding units (also called fold-out trailers), tent-like compartments fold out from the body to create beds.

Folding trailer – The folding trailer is a small, light-weight towable that folds or collapses into a low profile. Its small size and weight make it suitable for towing behind light vehicles such as cars, SUV's, and mini pickup trucks.

Teardrop Trailer – A teardrop trailer gets its name from the tear shaped profile — pointed in the back and rounded in the front. In general, teardrop trailers are small and light, towable by large cars and SUV's. Some are small enough to be towed by motorcycles.

Most teardrop trailers are so small that they provide only the very basics: bed, a small amount of inside storage, and minimal external cooking facilities. Some models are large enough to accommodate inside cooking and dining. The shape notwithstanding, some manufacturers group all very small trailers into the teardrop category.

Truck Camper – The truck camper is not a vehicle but an add-on living quarters designed to slide into the bed of a full-size pickup truck. The camper is fastened to the truck frame during transport and slides out onto its own legs at the camp site.

Frequently Asked Questions

How to count the number of people that can sleep in an RV:

Main Sleeping Area: The main sleeping area sleeps two people, irrespective of bed size (king, queen, or double). Usually located at the hitch end of the trailer.

Secondary Sleeping Area: A secondary sleeping area that sleeps one or more individuals and is composed of a bed, a bunk, or a bunk bed. For example, two double width bunks set one over the other sleeps four people; two single width bunks set one over the other sleeps two people; one single bunk set over one double bunk sleeps three people.

Total number of people to sleep in an RV = Main Sleeping Area + Secondary Sleeping Area

Ready-to-be-used by FEMA to house disaster survivors condition:

FEMA defines “ready-to-be-used to house disaster survivors condition” as an RV that has been built to NFPA 1192 and manufacturer’s specifications and has been inspected by the dealer. In addition, the RV must pass FEMA’s independent, third party, pre-delivery inspection. The inspection is conducted in accordance with the applicable sections of the Recreation Vehicle Dealers Association (RVDA), “Figure 2-1, Pre-delivery Inspection Checklist Page 1 and Page 2 Examples,” and is conducted by National Recreation Vehicle Inspectors Association (NRVIA) Level II inspectors or an equivalent inspector, as determined by FEMA.

What is a sleeping area?

Sleeping areas in an RV are defined by FEMA as a space divided or partitioned from the general living area and designated specifically for sleeping. Sleeping areas contain a bed or a bunk that meet the space requirements.

Sleeping areas are not areas that are designed or designated for other activities, such as a kitchen or living room, where the sleeping accommodation has been converted to a sleeper sofa or a convertible dinette.

Sleeping areas are designed for one or more individuals’ use.

Sleeping areas are designated by a door, a pocket door, an accordion door, or a curtain which acts as a door separating the sleeping area from the general living area.

Definitions:

Bed: a dedicated space with a mattress on which one or more individuals sleep

Bunk: same as bed

Bunk Bed: a dedicated space with a mattress for two or more individuals to sleep where one bed is located over the other

Space Requirements:

Minimum for a single person: a mattress with a minimum width of 28 inches

Minimum for two people: a mattress with a minimum width of 48 inches
