FOR THE

United States Air Force-Europe (USAFE)

Spangdahlem B345 Intrusion Detection System (IDS) Contract

1. DESCRIPTION OF NEED

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to:

• Conduct site surveys to develop a 30%, 60%, 90%, and 100% Installation Design Plan (IDP) and post-installation As-Built drawing packages;

• Procure required equipment/materials; (c)

• Perform Pre-Installation Test & Checkout (PITCO)

• Install equipment/material In Accordance With (IAW) the Government-approved IDP

• Perform System Operation and Verification (SOVT) USAFE test phase certification and other required deliverables (e.g. Plans of Action and Milestone (POA&M), monthly status reports etc.) for the performance locations defined in this Statement of Work

(SOW).

2. SCOPE

The contractor shall provide an Electronic Security System (ESS) installation consisting of an Intrusion Detection Systems (IDS) for an explosives vault in B345 and two ARMAG explosive shelters located on Spangdahlem Air Base (AB), Spangdahlem, Germany IAW this SOW.

3. OBJECTIVES

The objective of this project is to design, procure equipment/materials, and install ESS at Spangdahlem AB IAW Air Force Instruction 31-101 USAFE Supplement (Air Force Instruction (AFI) 31-101 USAFE Sup) and/or industry best practices for similar applications.

4. SPECIFIC TASKS

4.1. Basic Task: The contractor shall procure and install new materials and equipment to create

IDS at Spangdahlem AB. The contractor shall comply with the AFI 31-101 and the USAFE Configuration Management Database (CMD) Equipment List (formerly known as the USAF/USAFE Intrusion Detection System Equipment List (IDSEL)) for all installation parameters and activities unless directed otherwise by NIWC Atlantic, the Technical Point of Contact (TPOC). Contractor-sourced IDS components must be compatible with existing Vindicator IDS. In addition, the contractor shall abide to standards and regulations specified in Section 17.0.

4.2. Progress Meetings: The contractor shall attend in-person (virtual meetings allowed if approved by customer and TPOC) all the meetings relevant to the requirement and closely coordinate access/survey/materials delivery/installation/testing with the NIWC Atlantic TPOC, tenants, Command Security and all other stakeholders.

The Contractor shall work closely with the NIWC Atlantic TPOC and support the needs of the project at the sponsor level. On-site coordination of meetings, developing agenda items, attending high-level meetings, generating minutes, and tracking action items shall be required. Support may require the Contractor to recommend policies, doctrine, tactics, and procedures at the Department of Defense (DoD), Federal, State, and Local level given their past experience, expert opinion or using analysis of actual outcomes. Project support may require significant coordination and interface with various DoD and non-DoD activities located in and Outside Continental United States (OCONUS). The TPOC shall be included on all data and non-data deliverables listed in this SOW. Meeting minutes shall be submitted no later than ten (10) days after the meeting.

4.3. POA&M: The contractor shall develop a POA&M for all tasks and milestones associated with this SOW and submit to the NIWC Atlantic TPOC. The POA&M shall show the completion of all tasks, including review periods. The POA&M shall also include all contract and installation milestones. It shall utilize a Work Breakdown Structure (WBS) to compartmentalize the effort into definable work efforts and to show assigned resources to each work element and the amount of time in business days necessary to complete each element. The POA&M shall show the inter-dependencies between all tasks and sub-tasks. It shall have a Projected versus Actual versus Baseline tracking basis and shall identify tasks, dependencies, baseline start dates, baseline finish dates, baseline durations, and percent complete for each task and sub-task. It shall be developed in Microsoft Office Project 2013 or later.

A draft POA&M, baseline POA&M, and monthly POA&M updates shall be submitted to the TPOC. Monthly updates for the POA&M and all other monthly project management artifacts shall be submitted simultaneously prior to 5:00PM Eastern time on the 10th of each month at which time the NIWC Atlantic TPOC has three (3) business days to provide comments and the contractor shall update 3 business days thereafter. At the discretion of the Government, the contractor shall re-baseline the POA&M and provide up to two (2) intra-monthly schedule updates.

4.4. Monthly Status Report: The contractor shall provide a monthly status report of all activities within this contract to the NIWC Atlantic TPOC. The contractor shall develop and deliver, each month, a monthly progress report which shall describe sponsor information, project information, 30-day look back of activities and deliverables, 30-day look ahead of schedule of activities and deliverables, contract history, project status, deliverable status, action items, requests for information, risks/issues, and service requests. All active and completed within the last reporting period level of effort tasks shall be identified with a description, completion status, estimated completion date, total amount, and any comments on the status.

The Monthly Status Report shall be submitted prior to 5:00 PM Eastern Time on the 10th of each month at which time the Government has three (3) business days to provide comments and the Contractor shall update three (3) business days thereafter. All monthly contract management and project management submittals shall be submitted at the same time.

4.5. Site Survey: The contractor shall conduct a site survey to verify current site conditions, conduct interviews for functional requirements elicitation, and prepare for the IDP. The contractor shall come equipped with necessary equipment to conduct the site survey such as a GPS, camera, distance wheel, and other necessary tools. A camera pass shall be requested (if required). All pictures shall be reviewed by site security personnel prior to leaving the site. The contractor shall prepare an in-brief and site survey checklist and submit two weeks prior to the site survey to the government. The contractor shall prepare the out-brief and submit to the Government one day prior to the completion of the site survey. The contractor shall develop a detailed 90% site survey report and submit within 2 weeks after the site survey. After review from the government, the contractor shall submit the finalized 100% site survey report. The contractor shall scan and submit survey notes and completed checklists. The contractor shall provide a copy of the pictures taken during the survey.

4.5.1 The contractor shall develop a Project Support Agreement (PSA) outlining the responsibilities of all involved parties, including but not limited to the contractor, base Civil Engineering (CE), and base Communications Squadron (CS). The contractor shall submit the PSA within two (2) weeks after the site survey. The Government will review and provide comments or accept the document. The contractor shall incorporate the comments and re-submit the document within five (5) business days from receipt of the Government review and comments.

4.6. Installation Design Plan (IDP) Development: The Contractor shall submit IDPs to the NIWC

Atlantic TPOC at the 30%, 60%, 90%, and 100% stages. The Government will require a minimum of five (5) business days to review and provide comments. The Contractor shall respond to the review and comments using a design review comments resolution matrix. The contractor shall incorporate changes to the next stage of the IDP. If the contractor is unsure of comments or way forward they shall coordinate a design review meeting within five (5) business days from receipt of the Government review and comments.

The contractor shall submit As-built drawings 30 calendar days prior to the completion of the contract. The contractor shall ensure to incorporate all the redline changes and review comments from the Government.

The contractor shall turn over all IDP drawing files in both PDF and native .dwg form. All .dwg files used are mandatory deliverables to the NIWC Atlantic TPOC, including any and all XREFs used and all drawings shall be unlocked. The contractor shall also provide an excel version of the Master Parts List and any and all parts lists per series. If XREF drawing files are used in the design, the contractor shall bind all XREFs to the drawing file before final submission.

Cover Page, Site overview, master equipment lists, master material list, security device schedule, cable schedule, and block diagrams will be revised to a new revision letter for the inclusion of this new installation. The unaffected sheets will remain at the current revision.

Use of notes and revision block at each sheet will make it clear what are new installations and what are electronic security or emergency management deliverable products. Shading new equipment/materials to make it even more clear what is new for the new installation/upgrade project is also acceptable. At the submission of the as-builts at the completion of this project, the entire as-built drawing package will be submitted. The notes and shading indicating the additions or updates of the affected updated sheets shall be removed.

4.7. Material Procurement: The contractor shall procure all equipment and material as defined in the Government-approved IDP. The contractor shall submit a detailed major component material list to the NIWC Atlantic TPOC upon approval of the 30% IDP stage with all high level components and long-lead items, including but not limited to: control panels, input modules, enclosures, power supplies, IDS/ACS/CCTV devices, tamper switches, batteries, media converters, and switches. The material list shall include: manufacturer, model number, quantity, unit price, and total price. No material shall be procured by the contractor until approved by the NIWC Atlantic TPOC in writing. After approval, the contractor shall provide monthly material/inventory list that includes: manufacturer, model number, quantity, unit price, total price, contractor purchase request number, contractor purchase order number, shipping tracking information to the contractor’s facility, and shipping tracking information to the Government facility. In addition, the contractor shall be required to provide equipment warranties from Original Equipment Manufacturers (OEMs) and extended warranties.

The contractor shall submit a complete material list to the NIWC Atlantic TPOC at the 90% IDP stage with the remaining materials not listed in the major component material list. This list should include but is not limited to: conduit, wiring, junction boxes, mounting hardware.

4.7.1 The contractor shall be certified as a Value Added Reseller (VAR) at the time of delivery order award for Vindicator and Lenel products.

4.8. Pre-Installation Test & Checkout (PITCO): The contractor shall perform PITCO operations within the USEUCOM Area of Responsibility (AOR) for tasks outlined in Section 5. The contractor shall inspect, conduct power tests, and other reasonable dead on arrival tests for all applicable equipment to minimize any schedule delays with faulty equipment and materials. The contractor shall notify the NIWC Atlantic TPOC of any faulty material. The contractor shall serve as the warranty manager by tracking the applicable Government acceptance dates/receipt dates against the serial number of equipment. The contractor shall prepare a PITCO plan and submit along with 60% IDP to the NIWC Atlantic TPOC.

The Government will require a minimum of 10 business days to review and provide comments. The contractor shall respond to the review and comments using the design review comments resolution matrix.

The contractor shall incorporate changes to a revised PITCO document. If necessary, the contractor shall coordinate a PITCO review meeting within five (5) business days from receipt of the government review and comments.

4.9. Material Site Delivery: The contractor shall store procured installation of equipment/materials at a local contractor-provided storage facility.

4.10. Installation: The contractor shall procure and install all equipment/materials IAW SOW section 5 and section 17. Installation will take place only after an approved 100% IDP has been delivered to the NIWC Atlantic TPOC.

The Contractor shall install field devices, make connections between head end location to newly installed field devices, and troubleshoot any fiber/communication connection issues between locations.

The Contractor shall provide maps in a bitmap file type with 1024x768 and up to 1080p resolutions that need to be loaded into Vindicator Command and Control (VCC) for the new site location ESS.

The Contractor shall be responsible for procuring all the necessary miscellaneous and consumable components to ensure the system is functional and operational to include but not limited to:

5. Installation Details:

5.1. Building 345 EOD Armory/Vault Room 23

5.1.1. Procure and install one (1) IDS Hoffman enclosure w/ [Hoffman CSD24208], mounting panel [Hoffman CP2420], and keylock handle [CWHK] composed of the following items:

6. System Operational and Verification Test (SOVT)

6.1 The contractor shall conduct testing and evaluation to ensure that all equipment and systems comply with the performance specifications outlined in the applicable technical manuals, test specifications and requirement documents. The contractor shall adhere the testing phases of the AFI 31-101. The contractor shall develop a 90% SOVT document, and submit to the NIWC Atlantic TPOC at the 60% IDP stage. The contractor shall base their SOVT document off the SOVT Preparation and Execution Guide (SPEG) v1.7 format for the creation of the document.

The Government will require a minimum of ten (10) business days to review and provide comments. The contractor shall incorporate the required changes and submit the 100% SOVT document to the NIWC Atlantic TPOC.

6.2 The contractor shall use the 100% SOVT document to perform a Contractor Verification Test (CVT). A CVT must take place within the two (2) weeks prior to the Phase 1 testing and shall monitor the system for operational issues up to the Phase 1 SOVT. Any issues shall be corrected prior to Phase 1 testing and retested locally for 100% operation capability. A signed and completed CVT test shall be submitted to the NIWC Atlantic TPOC for Phase 1 testing initiation. The contractor shall coordinate the actual Phase 1 SOVT or Government Acceptance Test (GAT) after a successful CVT. The contractor shall lead conducting the Phase 1 SOVT/GAT with the NIWC Atlantic TPOC.

6.3 The contractor shall participate in the Phase 2, 72-hour test. The contractor shall complete the initial USAFE Test Report Document, AF-747 and submit to the NIWC Atlantic TPOC two (2) days after Phase 2 testing completion.

6.4 The contractor shall be responsible for any corrective issues on all components/items/software installed on this contract that are required during the 30 day Phase 3 testing through Final USAFE Certification. The Contractor is not required to stay on-site during Phase 3 testing, but shall return to the site immediately to remedy any installation issues or defects.

6.5 Site Cleanup: The contractor shall keep the work area clean and dispose of any waste and excess debris, IAW Host Nation laws/codes, at the end of each work day.

6.6 Closeout Package: The contractor shall submit to the NIWC Atlantic TPOC final turnover documentation, to include a deliver order closeout report, No Later Than (NLT) fifteen (15) business days after completion of the delivery order via Department of Defense (DoD) Secure Access File Exchange (SAFE) and a CD/DVD with the program name, project name, classification level, disc index number (e.g. Disc 1 of 2) and date. It shall include the as-built drawings, as-built drawings incorporated into the site master index, As-built AutoCAD files, list of materials, equipment warranties, equipment data sheets, and completed SOVTs.

6.7 Training: The contractor shall develop and deliver operator training manuals and one page quick reference guides for all systems installed. The contractor shall conduct training to the end-user at the Government site prior to the Phase 1 GAT/SOVT. The contractor shall prepare training course materials prior to conducting the training. The contractor shall track participation and the names of people trained in the GAT/SOVT.

6.8 Post Award Conference/Contract Periodic Progress Meetings: The contractor shall attend the post award conference convened by the contracting activity or contract administration office IAW with Federal Acquisition Regulation (FAR) Subpart 42.5. The Contracting Officer (CO), NIWC Atlantic TPOC, with other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the CO will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve any outstanding issues. These meetings shall be at no additional cost to the Government.

7. PLACE OF PERFORMANCE

The work to be performed under this SOW will be performed at the contractor facility and IDS installed in Building 345 on Spangdahlem Air Base (AB), Spangdahlem, Germany.

8. DATE OF DELIVERY

The date of delivery and project completion shall be no later than twelve (12) months after award. Access to the project site for installation preparation activity is immediately available after award of the contract.

9. SECURITY

9.1 Physical Security Requirements: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured IAW AFI 31- 101and DoD Manual 5200.01 (DoD Information Security Program: Protection of Classified Information).

9.2 Personnel Security Clearance Requirements: Contractor personnel performing work under this delivery order must have an active personnel security clearance at the SECRET level for installation by key personnel in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission, and must maintain the level of security required for the life of the contract.

The security requirements are IAW with the DD Form 254, “Department of Defense (DoD) Security Classification Specification”. The contractor shall ensure that contractor and sub-contractor employees performing services under this contract comply with FAR 52.204-2, Security Requirements when the employee has access to information classified “Confidential,” “Secret,” or “Top Secret.” The Contract will ensure the employee complies with the Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M), and any revisions to DoD 5220.22-M, notice of which has been furnished to the contractor. Site or Government personnel will not provide SECRET escorts during any part of the installation covered in this contract.

9.3 Background Checks: The contractor shall ensure contractor employees and any sub- Contractor employees performing services under this contract have passed a security check conducted by the Host Nation Police Department of their residence or the State Police Department of their U.S. residence. Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement. Documentation of these checks will be made available to the CO/NIWC Atlantic TPOC upon request. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. If the Government determines additional background checks are required, at a minimum, and upon request from the Government, the contractor shall provide to the CO/NIWC Atlantic TPOC, the following information on any contractor or sub-contractor employee performing services under this contract:

a. Full birth name

b. Married name (if applicable)

c. Social Security Number (SSN) or local equivalent (ID card number)

d. Date of birth

e. Place of birth (city, country)

9.4 Installation Access: Access to US controlled areas is limited to personnel meeting security standards outline in USAFE Instruction 31-208 and Local National Screening Program (LNSP) and Installation Access Control System (IACS). This requirement applies to all contractor employees performing work under this contract on U.S. controlled areas. Failure to submit required information or to obtain required documentation will result in the exclusion of such employees from the U.S. controlled areas until such documentation is obtained. Employees of the contractor who do not possess a valid installation access pass will be restricted from the workplace until the pass is (re)activated. No contractor employees will be signed on the installation by an active card holder or contractor to conduct work duties. The contractor employees shall be subject to personal and vehicle searches when entering or leaving the installation. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk.

The exclusion of an employee for security reasons will not relieve the contractor from performance of services required under this contract.

The CO/NIWC Atlantic TPOC will provide the contractor the required information and documents for installation passes. The contractor shall provide a list of all employees that have that need to be registered for installation access. The format and content will be provided by the NIWC Atlantic TPOC. The contractor shall provide an installation pass log within 30 days after contract award. The pass log shall be updated as employees are added or removed and submitted to the NIWC Atlantic TPOC within five (5) business days after changes.

Upon the termination of employment or termination/cancellation of this contract, the contractor is responsible to collect the installation access passes. The contractor shall collect the installation access passes the same day employment of an individual has expired/terminated, and shall return them to the issuing office within three (3) business days.

9.5 Background Check Notification Requirements: If a background check on any employee or sub-contractor employee performing services under this contract, whether the check was conducted as a condition of employment or as part of the contract with the Government, reveals any information from any source (including host country law enforcement) of criminal activity by contractor employees, sub-contractors, or sub-Contractor employees, the Contractor shall immediately:

1. Notify the CO/NIWC Atlantic TPOC

2. Traffic violations, other than parking, will be reported to the CO/NIWC Atlantic TPOC only if the contract is for drivers for the Government.

3. Notify the CO/NIWC Atlantic TPOC of any suspicious activity by contractor employees, sub-Contractors, or sub-Contractor employees the Contractor believes may pose a risk to U.S. or host nation national security or imminent risk of deadly bodily harm to any person;

4. Any actions taken against contractor employees, sub-contractors, or sub-contractor employees pursuant to this requirement.

The contractor shall include the substance of this paragraph and the preceding paragraph in all subcontracts.

9.6 Employment Eligibility: The contractor shall ensure that all contractor employees and sub-contractor employees who reside in the U.S. performing services under this contract have been pre-screened for employment eligibility using the E-verify Program on the Department of Homeland Security website http://www.uscis.gov/e-verify. Personnel that have not met the employment eligibility requirement on this website are not authorized to perform services under this contract. Verification of the eligibility check will be made available to the CO/NIWC Atlantic TPOC upon request. This requirement is not in lieu of and does not relieve the contractor from the I-9 Employment Eligibility Verification Forms for employment of personnel.

9.7 Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. If applicable, Government issued access badges shall not be worn outside designated facilities where visible to the general public. The contractor shall immediately report suspicious activities to security personnel. The contractor shall also outline their plan for complying with the Collateral Security Requirements as stated in the DD Form 254 in an OPSEC Requirements Report that shall be submitted to the NIWC Atlantic TPOC within thirty (30) calendar days of contract award.

10. KEY PERSONNEL

The following contractor personnel are considered key personnel by the Government:

Project/Contract Manager, Project Engineer, and Lead Installer. The contractor shall provide a Project/Contract Manager who shall be responsible for the performance of the work. The name of this person, and an alternate who shall act for the contractor when the manager is absent, shall be designated in writing to the CO/NIWC Atlantic TPOC. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

11. Special Qualifications or Certifications:

11.1 Project/Contract Manager and Alternate: Contractor Project/Contract Manager and

Alternate shall have the following qualifications/certifications:

• Bachelor of Science degree in Business Administration/Management/Engineering or equivalent

• Project Management Professional certification

• At least five (5) years of experience managing similar DoD ESS installation projects

• SECRET clearance

11.2 Project/Design Engineer: Contractor Project Engineer shall have the following qualifications/certifications:

• Bachelor of Science degree in engineering field or equivalent

• At least five (5) years of experience managing similar DoD electronic security projects

• SECRET clearance

11.3 Lead Installer: Contractor Lead Installer shall have the following qualifications/certifications:

• At least seven (7) years of electronic security installation experience performing installs for similar DoD projects

• SECRET clearance

12. CONTRACTOR FACILITIES

The Contractor shall have an established local facility at the time of contract award within the USEUCOM AOR (preferably in Germany). The contractor’s facility is not necessary for the exclusive use of this contract and can be utilized on a shared basis. Facility space shall include offices, conference rooms, lab work, and a staging area for materials and equipment, as required.

The contractor’s facility shall include capability to perform PITCOs on equipment specified in Section 5.1
