Statement of Work for Furnishings for Lakenheath Dorms
February 16, 2023
1. Description of Services: Contractor shall provide, to the highest commercial standard: all personnel, supervision, tools, equipment, and transportation for a furnishings design, supply, shipping, and delivery. The Unaccompanied Housing Office requires new furnishings to replace worn/damaged furnishings in BLDG 943, RAF Lakenheath and backup stock to go to the Furnishings Management Office Bldg 73, RAF Feltwell. The total quantities of required items are shown at Appendix A. All furniture listed is to be commercially shipped and delivered in accordance with Paragraph 4.
2. Supply: The contractor(s) shall supply furniture items listed in Appendix A to fit in the dormitory rooms. The specifications listed are to be met or exceeded. Any differences in specifications must be brought to the attention of the Contracting Officer.
3. Shipping: The contractor(s) shall arrange shipping and delivery for all required items in Appendix A. The arrangements for customs clearance and delivery of 80 sets of items to dormitory BLDG 943, RAF Lakenheath and 30 sets of items to and Bldg 73, RAF Feltwell, UK, shall be the responsibility of the contractor at no additional charge to the US government. The contractor shall provide all shipping details to the US government representative and shall inform the representative when deliveries of items are expected at the Facilities (Bldg 943, RAF Lakenheath and Bldg 73, RAF Feltwell)
4. Delivery and Installation: Inspection/Acceptance to be coordinated through CDMO (Chief of the Dorm Management Office) upon award. Contractor shall deliver and install 80 x case goods sets (desk, desk chair, 5-drawer chest, nightstand) to 80 rooms in BLDG 943 as per the agreed schedule and 30 sets still packaged to the warehouse at Bldg 73, RAF Feltwell. Use of mechanical handling equipment may be permitted. Details of such equipment must be passed to the 48th Contracting Office and the Unaccompanied Housing Manager for approval prior to use.
· All items in Bldg 943 shall be unpacked and fully assembled according to the manufacturer guidelines. Furniture, equipment, and accessories shall be level, square, and in proper alignment with adjoining furniture. All moving parts should operate smoothly. The contractor shall inspect to ensure the new furniture is free of surface dirt and defects, the installation is complete, and the furniture is ready for use. The contractor shall ensure that detailed assembly instructions are included for all newly installed furniture items listed in Appendix A.
· The contractor shall be liable for any damage caused to furnishings and/or US government property during this contracted service.
· Installation contractors will be required to be escorted by base personnel at all times while on the facility.
· All items must be delivered together. Delivery requirement is anticipated to be in early November 2023 however exact delivery date is to be coordinated with the CDMO at an appropriate interval prior to this date to allow prompt delivery. Contractor must provide a delivery schedule no later than 30 days from delivery date.
5. Accounting: The government will accept receipt of the items once delivery has been fully completed and performed to the requirements set out in this Statement of Work. Until then, all assets will remain the responsibility of the contractor. Any loss or damage to the furnishings and or facility will be reported to the Government Representative within 24 hours of discovery. The items will be repaired or replaced at the contractor’s expense.
6. Removal of Waste: At the end of each working day, the contractor shall remove all residual waste from RAF Lakenheath. This includes but is not limited to waste generated by unpacking and assembly of new furnishings items, and dispose of said waste correctly according to UK law and regulations.
7. General Information:
7.1 Working Hours and Holidays.
7.1.1 Business Hours:
Unaccompanied Housing Office, RAF Lakenheath Monday – Friday 0800 - 1600
7.1.2 Recognized Holidays. The contractor is not required to provide services on UK holidays. The relevant recognized holidays include:

National holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision.
8. Selection Criteria for submitted solicitations: The successful contractor will be chosen based on “technical acceptability” and not just price. Quotes should include the below listed information to aid the technical selection process. A technical evaluation will be performed on all information received. US government representatives will review information for specifications, construction materials, methods and overall appearance.
8.1 Drawings or photographs showing exact furniture.
8.2 List of products with detailed list of specifications for each item.
8.3 Details of shipping methods, customs clearance if required, & lead time for shipment.
8.4 Proposed schedule for the installation of items, including the points of entry into the building, equipment to be used and any power (utility) requirements for tools, equipment and furnishings. Include number of rooms per day, and duration of installation program (floor plan attached).
All costs associated with the provision of the above requested information and material will be at the bidders expense whether successful or not. The Government will not accept any cost liability for submitted proposals. All proposals will be kept strictly confidential.

NOTE: The above items are supplied by the Contractor and delivered to their chosen storage facility in the UK for their chosen installation contractor to collect and deliver to Bldg 943 and BLDG 73, RAF Feltwell as per the agreed delivery schedule. Representatives may be present at time of shipping/delivery to the storage facility to conduct inventory management and quality assurance checks.
DESK:
Freestanding desk with one central drawer with solid hard wood sides. Modern style (simple lines or rounded profiles), free of ornamentation and have detailing that is durable and easily maintained Plywood corpus with laminated Top in Light oak Dimensions: 29-31” Height X 40-44” Length X 24-31” Width
Matte finish high pressure, scratch resistant plastic laminate top surface.
Top must be a minimum of 19 mm(3/4") hardwood plywood. All exposed edges must be finished with minimum 10 mm (3/8") thick solid hard wood edge banding.
The top must be completely sealed from moisture by use of the laminate, the lumber band, and a backer sheet.
The top may not be relied on for structural integrity. In other words, the top alone cannot be providing resistance to racking. In addition, furniture shall be movable by lifting and handling the piece by the top.
Side panels shall be minimum 19 mm (3/4") plywood and/or solid hard wood finished on both faces to match other panels. Exposed Wood Surfaces: ends, front, and back shall be veneered with Polyvinylchloride (PVC) edge banding / Acrylnitril-Butadien-Styrol (ABS) border with edges rounded.
Provide all hardware and accessories required. All exposed metal hardware shall be powder coated black.
For all construction types, drawer fronts shall be minimum 19 mm (3/4") solid hard wood. Drawer sides and backs shall be solid hard wood or all hard wood veneer-core plywood with no voids and shall have a sealed lacquer finish. Edges shall be finished smooth. Drawer construction and materials, to include drawer bottoms, shall be able to withstand the rated load of the drawer guides without sagging or failing. All drawer joints shall be glued. At a minimum, drawer bottoms shall be perimeter glued and vertically supported by routed grooves. Drawers shall open to their full length 100%.
Interior framing shall be a minimum of front and back hard wood rails at every drawer level.
Rails shall be joined by mortise and tenon or half-lap joint and screwed to side panels or dowel construction, glued and screwed. Additional attachment to the side panels is required if solid hard wood is not used. Frame rails shall be a minimum of 38 mm (1 1/2") x 19 mm (3/4") thick. The base and top shall be screwed to the interior framing of the cabinet. All cabinets shall have reinforcing corner blocks screwed, as a minimum, into the corner of the base. Screw cleats may be added where necessary.
Drawer Guides:
Side mounted with minimum 30 kg (~66 lb.) capacity guides for drawers less than 0.06 m3 (2.0 cu.ft.).
Drawers between 0.06 and 0.11 m3 (2.0 and 4.0 cu. ft.), and keyboard shelves, shall be provided with minimum 40 kg (~88 lb.) capacity guides. Guides shall be provided with positive 100% out and in stops. Drawer guides metal runners soft closure, smooth mechanisms. Non rusting (stainless steel is preferred) with nylon wheels or bearing systems. Mechanism shall have undergone industry testing for movable parts.
Standard back panels shall be minimum 8 mm (3/8") hardwood finished wood veneer plywood for pieces of furniture where the back panel is not a structural element (to resist warping, etc.). If the back panel is a structural element, it shall be minimum 5- ply hardwood finished wood veneer plywood, 19 mm (3/4") thick. Back panel to be finished on both faces to match other panels. All exposed panel edges, including all bottom edges with Polyvinylchloride (PVC) edge banding / Acrylnitril-Butadien-Styrol (ABS) border with edges rounded.
Plastic gliders screwed on the bottom in correspondence of the weight/size of the item to allow the item to be moved or slid, without damage to the item or flooring. Gliders shall be easily accessible, and provided on all four corners of items.
DESK CHAIR WITHOUT ARMRESTS
Desk chair with comfortable upholstered seating and padded back portion four legs solid hard wood, heavy duty.
Solid light oak hardwood. Black material.
Note: Chair shall correspond with desk Dimensions: 34-38” Height X 18-21” Width X 18-21” Depth UPHOLSTERY MATERIAL: Vinyl Upholstery must be fitted and padding must be even and shall be neatly tailored. All wood surfaces not covered with upholstery materials shall have a smooth finish. The natural grain of the wood shall not be clouded by finishing materials.
Polyurethane foam shall be a flexible high resiliency polyurethane material suitable for use as furniture cushioning. It shall be manufactured from pure polyether type polyurethane without the addition of fillers. Pigments may be used to designate grades etc. The foam shall be open cell structure, 100% new material.
Vinyl must meet or exceed the surface abrasion requirement for heavy-duty use (i.e.30,000 double-rub cycles tested) All joints and joining of furniture shall be done in a secure and rigid manner in accordance with best industry practice. Dry joints, poorly fitted joints, or joints where glue appears on a finished surface are not acceptable. All exposed screws and bolts that are not decorative shall be countersunk and plugged for finished appearance except where established as part of the design and shown acceptable by customer usage. Dowels, tenons, chucking and boring with adequate glue applied shall be used where applicable, with appropriate mechanical reinforcements used where necessary and practical. Reinforcing cleats and/or corner blocks, glued and screwed, shall be used where necessary for secure fastening.
Upholstered backs shall be padded with adequate quantity, quality, and composition of padding materials in accordance with best industry practice to maintain proper shape and comfort in continued daily use.
All items that are considered to be soft furnishing with fabric / upholstery cloth like chairs and sofas for use in the United Kingdom will meet British Standard - BS 7177 for fire retardancy set forth at criteria outlined at http://www.fira.co.uk/technical-information/116/beds-andmattresses and have the applicable required markings identifying the compliance with that standard.
CHEST OF DRAWERS (5 DRAWERS)
Top/Side/Drawers high quality plywood, drawers with metal glides.
Wood Veneer on minimum of Hardwood Veneer-core Plywood (Light oak) Dimension: 54-58” Height X 34-38” Width X 18-24” Depth
Matte finish high pressure, scratch resistant plastic laminate top surface.
Top must be a minimum of 19 mm(3/4") hardwood plywood. All exposed edges must be finished with minimum 10 mm (3/8") thick solid hard wood edge banding.

Exposed edges on the front of the piece shall be provided with minimum 10 mm (3/8") thick solid hard wood edge banding or may be covered by solid hard wood front frame. Back edges of side panels, if exposed, shall be finished for appearance, as the backs of some of these units may be exposed to view. Top edges of side panels, if exposed, shall be finished smooth, and sealed, for cleaning. Bottom edges of side panels shall be sealed to eliminate the possibility of water wicking up the side panels when floors are mopped. Side panels shall be finished on both faces to match other panels.
Provide all hardware and accessories required. All exposed metal hardware shall be powder coated chrome /stainless steel.

Drawer sides and backs shall be solid hard wood or all hard wood veneer-core plywood with no voids and shall have a sealed lacquer finish. Edges shall be finished smooth. Drawer construction and materials, to include drawer bottoms, shall be able to withstand the rated load of the drawer guides without sagging or failing. All drawer joints shall be glued. At a minimum, drawer bottoms shall be perimeter glued and vertically supported by routed grooves. Drawers shall open to their full length 100%. Chest of Drawers will stand stable without tilting forward when all loaded drawers are open.
Interior framing shall be a minimum of front and back hard wood rails at every drawer level.
Rails shall be joined by mortise and tenon or half-lap joint and screwed to side panels or dowel construction, glued and screwed. Additional attachment to the side panels is required if solid hard wood is not used. Frame rails shall be a minimum of 38 mm (1 1/2") x 19 mm (3/4") thick. Screw cleats may be added where necessary.
Dust shields will be provided in the bottom of all units with drawers. Dust shields shall be a minimum of 5 mm (3/16") thick. Materials other than plywood may not be used for the dust shields.

All drawers shall be provided with replaceable drawer fronts. Drawer construction and materials, to include drawer bottoms, shall be able to withstand the rated load of the drawer guides without sagging or failing. All drawer joints shall be glued. At a minimum, drawer bottoms shall be perimeter glued and vertically supported by routed grooves. Drawers shall open to their full length 100%.

Drawers greater than 0.11 m3 (4.0 cu. ft.) shall be provided with 68 kg (150 lb.) capacity guides. Guides shall be provided with positive 100% out and in stops. Drawer guides metal runners soft closure, smooth mechanisms. Non rusting (stainless steel is preferred) with nylon wheels or bearing systems. Mechanism shall have undergone industry testing for movable parts.
