Statement of Work
(SOW)
Integrate Weigh Scales into Caster Deck and Fill-in Area where Eyewash Station was Removed.
at Royal Air Force (RAF) Mildenhall, Air Freight Terminal, Bldg. 599 April 2023
1.0 Introduction
Mission The 727 AMS is a subordinate unit of the 721 Air Mobility Operations Group (AMOG) and is the sole Air Mobility Command (AMC) en route location in the United Kingdom. 727 AMS is a component of AMC under the combatant command (COCOM) of US Transportation Command (USTRANSCOM) and operates the Arial Port for the movement of cargo and passengers.
1.1 Background
The 727 AMS is the single AMC presence in the United Kingdom. It is key to the rapid movement of cargo for all USAFE UK agencies. To automate our cargo movement operation, we have installed a caster deck in the freight warehouse, bldg. 599. Like all Mechanized Material Handling Systems (MMHS) it has significantly improved our operation; however, we have also identified an opportunity to improve this process further by adding a weighing scale into the caster deck. In additional to this requirement, we also need to fill the space left from removing the eye wash station which was not previously included in the scope of work when the requirement was initial identified and developed.
1.2 Scope
The contractor shall provide all the necessary, transportation, equipment, power tools, materials, labor, and supervision required to provide the following modifications to the existing caster deck cargo movement system located in the Air Freight Terminal, Bldg. 599, RAF Mildenhall. Contractor shall remove two of the existing caster deck sections on the right-hand side of the caster deck and replace with caster deck sections fitted with load cells to create two integrated weigh scales. Each of the caster deck sections should measure 2,600 mm by 3,315mm and have a depth of 208mm for a total area of to match the existing sections of caster deck that are being replaced. Total dimension of weigh scale area 2850mm (+/- 10 cm) x 6630mm (+/-10 cm.)
Weigh Scale Read-out:
The read out for the weigh scale should be mounted on the air side wall of the terminal in the direct line of vision of the weigh scale. The read-out screen should display the weight in pounds (lbs.). The read-out digits should be of a sufficient size that they can be visible from standing at the weigh scale. Access to electrical 230 Volt connection is available in this area.
In addition, the concrete area at the front of the caster deck by the roller door left from the drench shower removal should be replaced with a caster deck section/s. This area is approximately 6,100 mm by 3,100 mm with a small 60mm x 3200mm strip removed from the uniform rectangle (Floor plan attached). As far as possible the removed caster deck section from the weigh scale integration should be reallocated to this area if sizing and installation will allow. Any residual caster deck from removed section will remain the property of the government and will be recycled if cannot be reused. New caster deck section/s will be bolted securely to the concrete floor.
Caster decks should have an edge protective edge and protective barrier to secure pallets from rolling off caster deck. Each caster deck sections should include 8 pallet stops positions.
Specifications must match the following in order to integrate into existing system:
• Safe working load up to 6,800 kg
• Length 3,315mm
• Width 2,600mm
• Conveyor height 208 mm +/- 50mm
• Galvanized Steele
• Castor Diameter 58mm
• Castor per sq. meter 15pc
• Type of castor Colson JBPN 058-CC1/ AT16
• Swivel casters with toe guards
• Litter skirts
• Finger Stops 65mm wide x 20mm thick - when raised must protrude 80mm above castor
• Durbar checker plate for indoor usage
2.0 General Requirements
2.1 Business Relations
The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.
2.2 Contract Management & Administration
2.2.1 Contract Management
The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.
2.2.2 Contract Administration
The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract.
2.3 Subcontract Management
The Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract.
2.4 Hours of Work
Workdays are from Monday through Friday excluding US federal holidays and UK bank holidays. Work hours are from 0800 to 1700 local UK time.
3.0 Specifications/Installation/Delivery Requirements
3.1 Contractor would be responsible for the delivery of caster decks to site and any lifting equipment/manning required to download the equipment from the delivery vehicle and any equipment movement required during installation.
4.0 Special Requirements
4.1 Security & Safety
4.1.1 Security
The warehouse in Bldg. 599 is a restricted area. All contractors are required to sign in/out daily to ensure accountability.
4.1.1.1 Operational Security (OPSEC)
The Contractor shall be familiar with the organizational critical information and indicators list (CIIL) and OPSEC policy of any installation they require access to. The required CIIL can be provided by the Contracting Officer.
4.1.2 Safety
The Contractor and any of its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government/Contractor personnel that takes place on an installation. The Contractor shall notify the cognizant Contracting Officer within 24 hours of all mishaps or incidents. The Contracting Officer will in-turn notify the Safety Office. The Contractor shall cooperate in any resulting safety investigation.
4.2 Contractor Access to Installations
Access to DoD installations is limited to personnel with a valid installation access pass. Contract employees will need to be escorted on/off the base each day. A valid form of picture identification such as a driver’s license or passport will be required for entry. Once signed in and escorted to Bldg. 599, employees must not leave this location without the escort present, and they have left the installation.
4.3 Shipping Instructions/Consolidation Point
Equipment shall be delivered to Bldg. 599 and could be stored overnight with prior coordination if required.
4.4 Government Furnished Material
Mains power will be available within a 2-meter distance of any work needing to be carried out using power tools. Government can provide cones if required to restrict access to work area to ensure personnel have safe working environment while this work is being carried out. Washrooms and toilets are available in this facility for use by the contractor.
4.5 Environmental Requirements
All packing material should be removed from site and disposed of appropriately by the contractor. There will be no access to dumpster on the installation.
