Statement of Work

For

Actinide SEM

Title: Actinide Scanning Electron Microscope

Document Date: 8 Sep 2021

This document covers the purchase, installation, service, warranty, training, and commissioning of a Scanning Electron Microscope optimized for analysis of Actinide bearing materials to be implemented at the Air Force Institute of Technology (AFIT).

1. Scope: AFIT requires an Actinide Scanning Electron Microscope to conduct education, training, and research on elemental and chemical compound mapping of environmental samples collected from nuclear accident and test sites. These samples are used to study the environmental fate of actinide products. Mapping of environmental samples will illuminate material formation conditions and inform environmental transport models. Of critical importance is the ability to identify elements from F through Am with 2um precision mapping and <20um spot analysis.

1.1 Background: AFIT requires a scanning electron microscope (SEM) with the following component and analysis systems: cathodoluminescence (CL), energy dispersive spectroscopy (EDS), electron backscatter diffraction (EBSD), scanning transmission electron microscopy (STEM), backscatter electron (BE) imaging, low vacuum imaging, temperature controlled imaging (-270C to 300C), cryogenic cross-sectioning polishing, cryogenic in-situ cleaving, sputter head with metal deposition capabilities, environmental isolation suitcase interaction, particle analysis software, elemental mapping software, photo-emission (CL) mapping software, elemental analysis software, image montaging software, and image post-processing software.

3. Requirements/Salient Characteristics:

3.1 The contractor shall supply a scanning electron microscope (SEM) with the following component and analysis systems: cathodoluminescence (CL), energy dispersive spectroscopy (EDS), electron backscatter diffraction (EBSD), scanning transmission electron microscopy (STEM), backscatter electron (BE) imaging, low vacuum imaging, temperature controlled imaging (-270C to 300C), cryogenic cross-sectioning polishing, cryogenic in-situ cleaving, sputter head with metal deposition capabilities, environmental isolation suitcase interaction, particle analysis software, elemental mapping software, photo-emission (CL) mapping software, elemental analysis software, image montaging software, and image post-processing software that meets or exceeds all of the specifications provided in the Minimum Requirements document.

3.2 The contractor shall deliver and install system referenced in 3.1.

3.3 After installation, the contractor shall demonstrate the system performance meets all specifications provided in the Minimum Requirements document.

3.4 The contractor shall provide operational training for faculty, staff and students.

3.5 The contractor shall provide in electronic form documentation for maintaining, operating, and repairing the system, including all control and library software, and updates to software and firmware to meet any technical patches required to meet initial operating requirements.

3.6 Items 3.1-3.5 shall be completed within 6 months of purchase of the system.

3.7 Contractor’s work schedule shall adhere to AFIT’s normal hours of operation unless alternate work schedules are approved in writing by the AFIT Department Head and the Contracting Officer. Normal hours of operation are 0800 to 1700, Monday through Friday.

3.8 Contractor shall not be in government facilities without government employees (either military or government civilian) being present in the offices, laboratories, and/or workspaces where the contractor is working.

3.9 The contractor is not required to provide services on US Federal holidays or on approved Air Education and Training Command (AETC) stated “Goal or Incentive down Days”; AFIT shall not be open for business on US Federal holidays. Federal holidays include: New Year’s Day, Martin Luther King Day, President’s Day, Labor Day, Independence Day, Memorial Day, Columbus Day, Thanksgiving, Veterans’ Day, and Christmas

3.10 Contractor shall wear a contractor identification badge while visiting or performing work on base. The badge shall be affixed with a permanent or detachable clip, bead chain or lanyard necklace.

3.11 The contractor shall obtain required identification for newly assigned personnel and prompt return of credentials and vehicle passes for employees who no longer require access to work site.

3.12 The contractor shall ensure that employees comply with Occupational Safety and Health Standards Administration (OSHA) and WPAFB standards.

3.13 The government shall provide emergency medical services and emergency patient transportation service for contractor personnel. The contractor shall reimburse the government for the cost of medical treatment and patient transportation at the current inpatient, or outpatient, treatment rate as appropriate.

3.14 The contractor shall not make public any information by news release, advertising copy, published professional papers, or presentation covering all or any part of this contractual effort without prior approval of the Department of the Air Force, AFIT, and 88ABW/PA.

Seven copies of any information to be released shall be submitted to 88ABW/PA for security review and clearance 45 days prior to release. Send one (1) information copy to the Contracting Officer.

3.15 The government is not providing any property or services.

4. Delivery, Installation, Warranty and Training:

4.1 The manufacturer will ship the complete system to AFIT within 6 months of contract award.

The Actinide SEM will be delivered directly to AFIT, 2950 Hobson Way, Building 640, WPAFB, OH 45433. One week advanced notice will be given of expected delivery date from the manufacturer. The shipper will confirm delivery intent 2 days prior to delivery.

4.2 All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box, and flatbed containing cargo

3. Tanker trucks

4. Box Trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exceptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.

4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.

4.3 The contractor shall provide operator training for up to 10 individuals covering standard maintenance and operations for hardware and software.

4.4 The system must be free from defects in material and workmanship, under normal and proper use in accordance with our instructions in the maintenance manual, for the period of time of one year after receipt.
