Statement of Work USGS Columbia Environmental Research Center Purchase, Installation and Removal of Existing Exhaust Fume Hood Equipment Project Background Columbia Environmental Research Center (CERC) is a research facility that supports degrading water quality, invasive and endangered species, and ecosystem restoration activities. CERC is located on 33-acres and houses several laboratories which require fume hoods to be replaced.

Project Description This project involves the removal of five (5) fume hood cabinets with the purchase and installation of four (4) of the fume hood cabinets at multiple locations. One (1) located on the Chemical Storage Building, three (3) located on the C-3 Building and one (1) located on the A-3 Main Building. Laboratory fume hoods are an integral part of the mission at the Columbia Environmental Research Center and are in constant use. Work on this project shall be performed in stages as all laboratory fume hoods cannot be taken out of service at one time. Fume hoods shall be made available for exhaust equipment renovation work in groups of two at a time.

Project Tasks Contractor Shall:

1. Assign an onsite superintendent/lead who will perform duties physically onsite on a daily basis and oversee entire effort. The superintendent will work closely with the FM to ensure quality.

2. Prior to beginning work and during the pre-construction meeting, the contractor shall submit a Safety plan.

· All Occupational Safety Hazards Administration (OSHA) safety standards shall be observed.

3. Remove and install one (1) fume hood cabinet in Chemical Storage Building

a. Remove the existing fume hood and cabinetry

b. Inspect the existing duct for serviceability and replace if required

c. Install new fume hood:

(a) 4-foot laboratory hood with 2 service fixtures and 1 GFCI duplex, 100-115V, 50/60 Hz outlet (Labconco 100400002 or equivalent)

(b) 24” solvent cabinet, with shelf, right hinge door (Labconco 9902300 or equivalent)

(c) 24” acid cabinet without shelf, left hinge door (Labconco 9901500 or equivalent)

(d) Spill proof work surface, 4 feet wide by 30 inches deep, no cutouts (Labconco 9500400 or equivalent)

(e) Vent kit for acid storage cabinet (Labconco 3591100 or equivalent)

(f) Airflow Monitor, 100-115V, 50/60Hz (Labconco 9413300 or equivalent)

(g) Multi-Speed fiberglass blower 10”, 115V 50/60Hz (Labconco 7181810 or equivalent)

4. Remove three (3) fume hoods and install two (2) fume hoods in Building C-3

a. Remove the unserviceable roof mounted HEPA filtration duct and boxes and replace with new duct connecting the fume hoods to the ventilation blower assemblies

b. Lab 8, Building C-3

i. Remove two (2) of the three (3) existing fume hoods and cabinetry. The South-West unit is serviceable and shall not be removed or replaced. The South-East positioned unit shall be removed but not be replaced with new equipment. The South positioned unit shall be removed and replaced with the equipment described below.

1. 8’ Benchtop Hood, 37.7” exterior depth, Dual Sash, with 2 service fixtures and 2 GFCI duplexes, 100-115V, 50/60Hz (Labconco 111818002 or equivalent)

2. Spill proof work surface, 8’W x 30”D, with three (3) sinks (Labconco 9500800 or equivalent):

a. one (1) 38”W x 20”L x 12”D (removable lid and bottom drain)

b. two (2) 19”W x 20”L x 12”D

3. 24” Standard Base Cabinet, Right Hinge Door (Labconco 9900300 or equivalent)

4. 24” Standard Base Cabinet, Left Hinge Door (Labconco 9900600 or equivalent)

5. Multi speed fiberglass exhaust blower

6. Cap and seal the abandoned duct that once serviced the South-West fume hood

c. Lab 6, Building C-3

i. Remove the existing fume hood and cabinetry

ii. Inspect the existing duct penetrating the roof for serviceability and replace if required

iii. Install new fume hood:

1. 8’ Laboratory Hood with 2 service fixtures and 2 GFCI duplexes, 100-115V, 50/60Hz. (Labconco 100800002 or equivalent)

2. 48” standard base cabinet (Labconco 9900000 or equivalent)

3. 48” telescoping base stand with fixed feet, 29” deep, 27.5”-33.5” high (Labconco 3746702 or equivalent)

4. Spill proof work surface, 8’ wide x 30” deep, with three (3) sinks:

a. one (1) 20”W x 38”L x 12”D

b. two (2) 20”W x 19”L x 12”D (Labconco 9500800 or equivalent)

5. Airflow Monitor, 100-115V, 50/60Hz (Labconco 9413300 or equivalent)

6. Multi-Speed Fiberglass Blower, 12”, 115V, 50/60Hz (Labconco 718812 or equivalent)

5. Remove and install one (1) fume hood in Main Building A-3 Wet Lab

a. Remove the existing fume hood and cabinetry

b. Remove existing duct and replace. New duct shall be mounted higher than 11’6”

c. Positioning of the replacement fume hood shall be perpendicular to the North wall and offset by two (2) feet. Electric and supply water shall be extended to the new location. To allow for a future construction project, the new duct work shall have to be extend higher than the anticipated height of the new construction. Estimated dimensions are as follows: 24’0 x 50’2 x 11’6. Please see Attachment #1.

i. Install new fume hood:

1. 8’ Benchtop Hood, 37.7” exterior depth, Dual Sash, with 2 service fixtures and 2 GFCI duplexes, 100-115V, 50/60Hz (Labconco 111818002 or equivalent)

2. Spill proof work surface, 8’W x 30”D, with three (3) sinks (Labconco 9500800 or equivalent):

a. one (1) 27”W x 35”L x 10”D

b. two (2) 27”W x 24”L x 10”D

3. two (2) 48” Telescoping Base Stand with fixed feet, 29” deep, 27.5” – 33.5” high (Labconco 3746702 or equivalent)

4. Airflow Monitor, 100-115V, 50/60Hz

5. Multi-Speed Fiberglass Blower, 12”, 115V, 50/60Hz (Labconco 718812 or equivalent)

Hours of Operation Normal working hours shall be 7:00am-4:00pm, Monday-Friday. The contractor shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the Contracting Officer. Requests to work times other than normal hours shall be made in writing. For information purposes only, proposals shall also include pricing for weekend and after-hours work. Hours during the week will start at 3:00 PM and will only be needed for indoor work. This is due to COVID and the restrictions the Center has on the number of people that can be in a building at a time.

General Performance and Requirements The contractor shall:

1. Take all necessary precautions to prevent fires or injury to the public, site buildings occupant(s), or damage to property of others during the performance of this contract. Any damage, destruction, and/or death resulting from the contractor’s negligence will be the sole responsibility of the awarded contractor.

2. Ensure fume hood equipment compatibility with the roof top equipment.

3. The contractor shall provide all necessary valves, faucets or other necessary accessories for the complete installation of the fume hood.

4. Provide and install new replacement fume hood exhaust systems, including cabinets, motors, motor controllers, ducts, stacks, and guide wires.

5. Provide start-up and recertification testing for each hoods air velocity at the sash. (All hoods currently pass certification testing annually).

6. The hoods provided shall conform but are not limited to the following compliance requirements:

a. SEFA 1-2002 (Laboratory Fume Hoods)

b. NFPA 45-2000 (Fire Protection for Laboratories Using Chemicals)

c. ASTM E84-01 Surface Burning Characteristics of Building Materials

d. ASHRAE 110-95 (Methods of Testing Performance of Laboratory Fume Hoods)

e. ANSI Z9.5 1993 (Laboratory Ventilation)

f. UL 3101-1/61010-1

g. UL 1805 Schedule

The contractor shall (a) commence work under this contract once given the Notice to Proceed NTP by the Contracting Officer, (b) prosecute the work diligently, and (c) complete the work no later than 90 days from the receipt of award. The time for completion shall include final cleanup of premises, removal of all equipment, and final FM approval.

Construction Meetings After the award has been issued, the contractor may request a pre-construction meeting with USGS Facility Manager and/or Contracting Officer to discuss timelines, questions, and concerns regarding the project as a whole. The pre-construction meeting shall be held before construction begins and is determined at a time agreed upon by each party involved. Additional meetings, such as punch-list meetings, will be scheduled as deemed necessary by the contractor or USGS officials.

Quality Assurance

1. The contractor shall be responsible for visiting and inspecting the site to verify measurements, ascertain the nature and quality of the work to be performed, inform themselves of the general and local conditions (which can affect the work or the cost thereof), and compare the specifications with the work to be performed. Failure to do so will not relieve the successful contractor of his or her responsibility for estimating properly the difficulty or cost of furnishing materials and successfully performing the work in accordance with the true meaning of the specifications without additional costs to the government.

2. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the contractor, save only at his own risk and expense.

3. The USGS shall designate a parking area (or areas) for the contractor to park vehicles. Vehicles shall be limited to only those vehicles established for contractor operations and supervisor use. Egress and ingress routes need to remain clear as much as possible to allow for emergencies.

4. The contractor is prohibited from smoking on USGS property. Damage caused by any prohibitive smoking, shall be the responsibility of the contractor.

5. The contractor is not to use the Owner's facilities. Bathrooms (Porta Johns) are to be located at the discretion of the onsite USGS Representative and/or Facility Manager.

6. Any changes affecting the scope of work shall originate from or be approved by the Contracting Officer in writing.

7. All materials and workmanship shall be subject to the inspection and approval of the USGS Facility Manager designated by the USGS. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no extra cost.

8. The Contractor shall confine all work on the Government premises to areas authorized or approved by the USGS Facility Manager.

9. Before scheduling a final inspection, all cleaning must be completed, and tools, equipment, surplus materials, and debris must be removed. The contractor shall remove and dispose of existing casework, countertops, and fume hoods.

10. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site.

11. The USGS Facility Manager, designated by the USGS, shall perform final inspection, and acceptance with the contractor on-site upon completion of job performance.

INDEMNITY

The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or Facility Manager. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.
