STATEMENT OF WORK

INSTALLATION OF REPLACEMENT LIGHT FIXTURES

MINOT AFB, BUILDINGS 122, 123, 130, 131

9 July 2020

1. GENERAL

1.1. SCOPE: The Contractor shall furnish all parts, materials, supplies, equipment, labor, transportation, and disposal necessary to accomplish installation, testing, and validation of dormitory lights in Buildings 122, 123, 130, and 131 at Minot Air Force Base, North Dakota.

1.2. DESCRIPTION OF WORK: The Contractor shall remove old light and fan fixtures and install 120V AC, light fixtures into 136 dormitory rooms across four buildings. The contractor shall install 3 fixtures per room (see Attachment 1). Old fixtures shall be disposed of in compliance with Federal, State, and local laws at a location off base.

1.2.1. The light fixtures shall be austere, widely available, and shall accept 2 commonly available ANSI standard LED bulbs utilizing an E-26 Edison screw (also known as A19) fastening system. Lamps shall meet or exceed the minimum 5 foot-candle per square foot illuminance, 2 feet Above Finished Floor (AFF), with a maximum of 20 foot-candles illuminance in compliance with UFC 3-530-01 Change 3, “Interior and Exterior Lighting Systems and Controls” §3-11.1(A), Bachelor’s Quarters (Barracks) Luminaire and Source Requirements. Fixtures shall include a diffuser and bulbs that are user-replaceable. All light fixtures must be surface mountable utilizing current ceiling-mounted electrical outlet boxes. Zero-Maintenance LED strips or plates, compact fluorescent lamps (commonly referred to as curly Qs), T8 or T12 fluorescent tubes, and incandescent lamps are not acceptable substitutes.

1.2.2. The Contractor shall install all bulbs required by each fixture and validate the performance of each fixture and bulb. Lights must be rated with a temperature of 2,700-3,000°K and have an Average Rated Life (ARL) of at least 25,000 hours.

1.2.3. The Contractor shall provide 21 additional fixtures and 40 additional bulbs to the user for use as replacements and spares. Spares shall be the same as the items installed.

1.3. COORDINATION: The Contractor shall be responsible for coordinating all phases of their operations with the appropriate base personnel through the Contracting Officer (CO) or an authorized representative. The facility shall remain in operation throughout the Period of Performance. The Contractor shall coordinate around the normal activities of the facility.

1.4. SAFETY: The Contractor shall strictly adhere to all applicable Occupational Safety and Health regulations as stated in 29 CFR 1910. The Contractor shall have a minimum of two workers; one shall be licensed at Journeyman Electrician level or above through the North Dakota State Electrical Board or approved equivalent, and one assistant. The Contracting company must employ at least one supervisory Master Electrician certified by the North Dakota State Electrical Board or an approved equivalent. In the event of a problem, either worker must be able to provide assistance to the other.

Particular care shall be exercised in connection with operation of vehicles and other equipment on the site, and in transit to and from the site. The Contractor shall complete all electrical work de-energized, and shall provide 72 hours’ notice to the Government POC that work will commence.

1.5. PROTECTION OF PROPERTY: The Contractor shall be responsible to check and determine that all necessary precautions have been taken to protect all property, both Government and private, in all areas where work is being accomplished. Damage caused from failure or neglect of the Contractor to exercise proper precautions in the performance of work shall be immediately repaired to the satisfaction of the CO without cost to the Government.

1.6. CLEANUP: The Contractor shall remove all waste generated in the performance of this contract from the site on a daily basis, and all materials not in use shall be stored until needed for installation.

Tools and equipment shall remain stored unless in use. All waste shall be properly disposed of by the Contractor per local laws and regulations at a site off base. Upon completion of the work, the Contractor is obliged to perform a final cleanup of any remaining material, tools, equipment, and waste to the satisfaction of the CO. Any cleanup accomplished by the Government due to failure or neglect on the Contractor shall be charged to the Contractor and will be deducted from the final payment of the contract amount.

1.7. DAYS OF OPERATION

1.7.1. WORK SCHEDULES: Normal working hours are Monday to Friday, from 7:30 am to 4:30 pm local time, excluding Federal holidays. If the contractor would like to request to work during periods other than above, it must be requested in writing to the CO at least three days in advance. The CO reserves the right to allow or deny work outside the normal hours.

1.7.2. FEDERAL HOLIDAYS: If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day after or before the holiday observance.

1.7.3. BASE CLOSURES: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert will be accomplished as soon as possible after re-opening the base.

1.8. START OF WORK: The date for actual commencement of work will be coordinated between the

Contractor, CO, and Engineering Representative.

1.8.1. ACCESS TO SITE: U.S. Air Force personnel control the site and the right-of-way.

1.8.2. Emergency Access: The Contractor shall not block vehicle access to and from the base.

1.8.3. The contractor shall immediately obey any and all orders to vacate the site for any reason.

1.9. CONTRACTOR SECURITY REQUIREMENTS:

1.9.1. The contractor is required to comply with all Minot AFB security regulations and directives.

1.9.2. Base Access/Passes: The Contractor shall be responsible for obtaining all necessary passes or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the Contracting Office by providing the names of employees requiring passes on the contractor’s company letterhead. Pass requests will be forwarded by the Contracting Office to the 5th Security Forces Squadron Visitor’s Control Center who will conduct the required criminal history background check for each employee upon arrival. Personnel identified with a felony conviction within the past 10 years, any sex crimes and or homicide will be denied base access. Upon completion or termination of the contract or an individual’s release from employment, the contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and ID Section located in the Visitor Control Center.

1.9.2.1. REAL I.D. ACT Individuals, who do not possess a driver’s license or identification card compliant with the REAL ID Act and do not possess an acceptable alternate identification credential, shall be denied access to Minot AFB. See https://www.dhs.gov/real-id for more information.

2. SPECIAL INSTRUCTIONS

2.1. PROVISION OF CONTRACTING OFFICER’S AUTHORITY: No person other than the CO shall have the authority to modify the terms of this contract. In the event the contractor, or any subcontractor, effects any change to the terms and conditions of this contract at the direction of any person other than the CO, the change will be considered to have been made without authority, and no increase in cost or price will be made to the contract amount.

2.2. FIRE PREVENTION: The Contractor shall ensure that all contract employees know how to report a fire. Contractor personnel shall observe all requirements for handling and storage of combustible supplies, materials, waste, and trash. Contractor employees operating critical equipment shall be trained to properly respond during a fire alarm or fire. Welding shall not be accomplished without prior coordination and approval of the Base Fire Department.
