Design Build Phase: On-Site Project Oversite Services
Statement of Work
GENERAL INFORMATION
1.0 Background: The Facilities Division of United States Department of Agriculture (USDA)/Agriculture Research Service (ARS) requires project management (PM) support services to be provided for the ARS project to construct a new ARS/WSU Plant Biosciences Research Building (PBRB) located on the Washington State University (WSU) campus, within the Research Education Complex (REC). WSU has provided PM support services through planning and development of Design Build (DB) Bridging Documents. The purpose of this contract is to continue PM support services through finalization of the design and through construction. ARS has an agreement with the US Army Corps of Engineers (USACE) to award a Design Build contract to construct the PBRB. USACE will manage the DB through design and construction. The purpose of this contract is for the awardee to provide project management support for ARS to ensure that ARS and WSU requirements are met and to support USACE with coordination of WSU site activities during construction. The PM will accomplish this by coordinating with ARS, WSU, USACE, and the DB Contractor personnel though out the completion of the design and throughout construction of the PBRB.
2.0 New PBRB Description: The site will be developed with supporting infrastructure utilities. The building will be a maximum 113,703 GSF and shall provide research and office space programmed to support a diverse mix of disciplines, programs, and groups of approximately 320 researchers and students. The building provides key connections within the existing REC complex to the north and a direct connection to the Vogel Plant Sciences building to the west, providing office space for researchers with labs in Vogel.
The laboratories required to support the important research missions range from typical Micro/Molecular Biology laboratories to Plant/Soil focused laboratories and other specific research-focused labs as well as many proposed shared research support laboratories. The laboratories are designed utilizing a Laboratory Typology Approach which utilizes a flexible and modular approach to allow space to change and adapt with the needs of the research groups over time. The adjacent Vogel building, and Plant Sciences must remain operational during construction with limited impact to existing building occupants where demolition is required to achieve the desired building connections.
3.0 Scope of Work: Services to be provided under this SOW include, but are not limited to, is to provide PM services for the coordination with WSU, ARS, USACE and the DB Contractor for activities on-site through design and construction. Coordination of design and construction documents for review by ARS and WSU to verify conformance to the research and facility needs, evaluate value engineering recommendations, and reviewing documents to assure the interests of the ARS and WSU researchers as well as its administration, are properly incorporated into the Design-Build project documents.
4.0 Contractor Requirements:
Technical Coordination:
a) Contractor is required to coordinate reviews on project drawings, specifications, cost estimates and other related documents by ARS and WSU personnel that will occupy the building once it is completed. The Contractor will monitor and ensure all comments by ARS and WSU are properly addressed in the final design. Comments shall indicate specifically the problem or error and, if appropriate, a desirable solution or correction including supporting rationales to justify recommended changes and/or courses of action.
b) Contractor is required to verify that the design adheres to ARS Design Manual, Clarity and Completeness of Construction Documents, Specifications, Quality Control During Construction, Interface of Disciplines/Document Conflicts, and Operations/Maintenance.
c) Contractor will provide a project manager (PM) experienced in design and construction project management from the perspective of managing the project as a representative for the ARS facilities group.
d) Contractor shall allocate its personnel and other resources to meet milestone dates and shall monitor the work of its staff and the reviews by ARS and WSU reviewers to ensure concurrent progress with each design submission.
e) Contractor shall attend project design and construction progress meetings with respect to the PBRB project. These meetings will be used to monitor progress, review, and approve the design direction, respond to questions and concerns with respect to the project. Also, the contractor will be expected to attend a USACE-sponsored Pre-construction Partnering meeting in Seattle, once scheduled.
f) Contractor shall act as an onsite project manager representing ARS and WSU with respect to coordinating the construction activities on the WSU campus. The activities include but not limited to coordination of deliveries, laydown areas, location of utilities, coordination of outages, closing road, closing sidewalks, and closing access to existing buildings.
g) The Contractor shall make site visits and investigations along with ARS Research Leaders, WSU Research Leaders, WSU Maintenance Personnel as needed to assure that what is being constructed will meet ARS and WSU requirements needed to properly operate the building for research. If issues are found, the Contractor shall work with ARS, WSU, and USACE to agree on a solution. The Contractor shall coordinate site visits with USACE and DB Contractor before going on site.
h) It is anticipated that weekly progress meetings will be held for one hour through out construction. It is expected that under this contract the PM Contractor shall attend these progress meetings.
i) PM Contractor or others under this contract have no authority to direct changes in project scope applicable to the Federal Contract activity for design and construction of the PBRB. PM must coordinate all User Requested Changes through Facilities Division Director and/or his designee.
Contractor Tasks:
a) The contractor will work directly for ARS in support of the Office of the Facilities Division Director and/or his designee and provide monthly reports on project status. Project status shall include pictures of construction progress with descriptions.
b) Coordination of Research requirements reviews include, but are not limited to, review of design submissions (design analysis, specifications, and drawings), cost estimates, and participation in design review meetings. Review comments and recommendations will be provided to ARS and USACE in written format (to include e-mails) as appropriate to facilitate completion of the project schedule as established by USACE and the design build contractor.
c) The Contractor will provide technical expertise limited to the research requirements identified in the Bridging Document for the PBRB. The contractor will not be responsible for technical evaluation of HVAC, Electrical, and Plumbing systems other than coordination for review of submittals by WSU maintenance shops.
d) Contractor will take the lead in scheduling design review and construction meetings on campus for USACE, ARS and WSU researchers/Facilities Services, and other stakeholders as necessary.
e) The Contractor will arrange and facilitate logistical coordination for meetings and site visits by Project Team personnel, and associated contractors, to the campus with ARS and WSU.
f) Interpret project related documents with the research staff to assure that research requirements are being met.
g) Will act as the POC and liaison for all ARS/WSU scientific researcher/faculty inputs during all phases of the design-build contract activities.
h) Contractor will assist in on site coordination including utility shutdowns, traffic control, laydown areas, and existing building interface.
i) Contractor will assist in the coordination with the local AHJ as needed and as requested by the USACE and ARS.
j) Contractor will assist in the connection and start-up of building systems connected to both Contractor and district utility services.
k) Contractor will assist in final walk throughs of spaces and coordinating a punch list of items developed by ARS and WSU representatives. Contractor will provide these items to USACE and will verify that each punch list items is properly completed to the standards required by the DB contract.
l) Contractor will make a recommendation to ARS on accepting or taking beneficial occupancy of the facility.
m) Contractor will work with the DB Contractor to coordinate training provided in the DB contract with WSU personnel who will be maintaining the facility for ARS.
n) Contractor will work with WSU to coordinate review of Operation and Maintenance (O&M) submittals provided under the DB contract.
o) Contractor will coordinate with ARS and WSU to ensure that the proper group 3receives all as-built drawings and other final DB contract documents that are to be provided by DB contract to properly operate the facility.
p) See Section 5.0 below for Anticipated Project Delivery Schedule, associated Periods of Performance, and a list of expected Deliverables.
5.0 Government Furnished Equipment: None
6.0 Deliverables/Schedule:
As defined by the tasks denoted above and consistent with the master project schedule developed and managed by USACE. Scheduled milestones and taskings will depend on the project schedule developed by the DB contractor for PBRB once it is awarded by USACE. Below is the most current planned scheduled developed by USACE.
a) Anticipated PBRB Project Schedule and Period(s) of Performance:
• June 2023- Design-Build (DB) Contract Award by US Army Corps of Engineers (USACE)
• July 2023- Notice to Proceed by USACE
• 989 days- DB Contract full period of performance design to construction completion
• On-Site Project Oversite Services Base Year contract (365 days with anticipated start date of
08/01/2023) - USACE-sponsored Partnering Session, DB preconstruction meeting, DB Design kickoff, DB Schedule submission.
a. 9 months for DB design activities until Issued for Construction (IFC) Contract Documents set issued by DB Contractor.
b. Potential PBRB Early Construction Start to start Civil Work and Utilities.
• On-Site Project Oversite Services 1st Option Year (365 days) - PBRB Construction Phase.
• On-Site Project Oversite Services 2nd Option Year (365 days) – PBRB Construction Phase continued.
On-Site Project Oversite Services 3rd Option Year (365 days) - PBRB Construction Phase continued to completion.
Assumptions:
• All design review coordination work will be completed during the base year contract.
• Construction of PRB will start 6 to 9 months from the start of this contract.
b) Deliverables:
• Contractor will coordinate reviews with ARS, WSU and provide their written design review comments for each submission by USACE’s Design Builder through USACE’s Dr.
Checks program.
• Contractor will provide regular monthly project status reports to USACE and/or ARS project managers on a mutually agreeable schedule to be defined by the USACE and ARS after NTP is provided for the design and construction of the PBRB.
• Contractor will assist ARS and WSU research staff with understanding drawings and specifications for their review of design submissions to ensure research and program requirements are met. The PM shall also provide comments on the constructability of the design to meet the needs of the research and program.
• Contractor will assist in review of building commissioning documents and make recommendations to ARS on the completeness of the documents and for sign off as owner.
Contractor will not be required to perform or observe commissioning activities.
7.0 Travel:
This work requires that all Contractor personnel to be local to the immediate Pullman, WA area. No cost will be awarded under this contract for travel except for one Pre-construction Partnering meeting in Seattle, WA this will be sponsored by USACE.
8.0 Security Requirements and data rights:
Certain information being evaluated during the performance of contractor’s project management support services may be sensitive. All written, oral, computer data, reports, and communications generated shall be safeguarded and protected in accordance with Federal and USDA regulations and procedures by the contractor.
