STATEMENT OF WORK

TINIUS OLSEN

1. SCOPE: The Government has a requirement for on-site repairs, one (1) preventive maintenance, and one (1) calibration verification service (to include calibration if needed) per year for each piece of Government owned testing equipment listed in the schedule and supporting accessories. Any instrumentation, Programable logic controller (PLC) and programming associated with the function of the equipment shall be considered part of the equipment and shall be included in the contracted services described herein. This equipment in located at Anniston Army Depot (ANAD), Anniston, AL 36201- 4199.

1.1 During the term of the contract, individual covered equipment may be moved, replaced by like equipment, or added, depending on the Government’s needs. Anniston may choose to substitute or not service some equipment listed on the schedule during a service visit. Invoicing for each service visit shall be determined by the actual items serviced during the visit, not to exceed the contract negotiated price.

(Anniston shall not be charged for service and calibration of equipment listed on the schedule that is not actually serviced.)

1.2 The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contraction officer, who will provide changes in writing.

2. REQUIRMENTS: The contractor shall provide all things necessary to perform on-site emergency repairs, preventative maintenance, and calibration (verification and/or services) including labor, documents, diagnostic equipment, tools, schematics, transportation, etc. All repairs, maintenance, and calibration (verification and/or services) shall be in complete compliance with the appropriate American Society for Testing Materials (ASTM) and National Institute of Standards and Technology (NIST) requirements.

2.1 PREVENTIVE MAINTENANCE (PM): The contractor shall provide one PM per year for each piece of Government owned laboratory equipment listed in the Schedule.

2.1.1 The Contractor personnel shall be experienced in operating, servicing, and maintaining all equipment listed in the Schedule.

2.1.2 PM shall be performed by the contractor in accordance with the procedures outlined by the original equipment manufacturer ( OEM) and shall consist of all things necessary to reduce equipment down time including inspecting for damaged parts, cleaning, lubricating, adjustments, and adding or changing fluid when needed.

2.1.3 After completion of services, the contractor shall perform and provide documentation of all self-test procedures and operational checks to verify the equipment is fully operational and ready to use.

2.2 CALIBRATION (verification and/or services): The contractor shall verify calibration listed in the Schedule. If the equipment is not calibrated, the contractor shall calibrate.

2.2.1 The contractor shall perform calibration verification on a one-year cycle for all equipment listed in the schedule in conjunction with a preventative maintenance visit.

2.2.2 The contractor shall ensure that all equipment, procedures, and test materials used to perform calibration (verification and/or services) is in complete compliance with the appropriate ASTM and NIST standards and shall include certifications traceable to NIST standards.

2.2.3 All maintenance, calibration (verification and /or service), and documentation shall conform to any standards inclusive within the appropriate ASTM and NIST standards.

2.3 EMERGENCY REPAIRS, Parts, PM and Calibration: The contractor shall provide unlimited phone support and onsite emergency repairs (on priority basis) for any inoperative equipment listed in the Schedule.

2.3.1 The contractor shall provide additional PM and Calibration upon request. Emergency repairs shall be performed during the Physical Period of Maintenance (PPM).

2.3.2 The contractor shall arrive at the Government installation within seventy-two (72) clock hours after notification that services are needed unless scheduled otherwise by the Contracting Officer (KO).

2.3.3 Repairs/replacement of accessories shall be provided as needed. Accessories shall behipped by the contractor to the designated OEM repair facility for evaluation and repair.

2.3.4 All costs associated with emergency repairs, including travel, labor, repair parts, and mileage, shall be invoiced to the Government, and shall be consistent with the contractor’s current published prices.

2.3.5 Only new OEM repair parts or certified replacements of equal quality shall be used in repairing the equipment. Parts over $500 shall be approved by the Contracting Officer prior to purchase. All replaced parts shall become property of the Government.

2.4 ENVIRONMENTAL: The contractor shall comply with all Environmental Laws and Regulations.

The contractor shall consult with the Depot point of contact (POC) for proper disposal of all wastes. The contractor shall not dispose of or remove any waste from Depot. The contractor shall not use any Ozone depleting substances (ODS).

3. ACCEPTANCE:

3.1 Upon completion of any service, the contractor shall provide the Government a written service report including all adjustments and repairs made on the equipment and calibration certifications as required.

3.2 ANAD personnel will review the report and confirm functionality of the equipment.

3.3 When issues or discrepancies in equipment functionality are found, the contractor will be notified and allowed to correct the issue/discrepancy.

3.3 The contractor shall be responsible for any damage to the equipment or accessories caused by the contractor personnel.
