DESCRIPTION/WORK STATEMENT/SPECIFICATION

FOR

COSTWORKS SOFTWARE SUPPORT SUBSCRIPTION/LICENSES

1.0 Scope:

This specification establishes a requirement for license support for Costworks software for United States Army, Anniston Army Depot (ANAD).

2.0 Project Description:

The Anniston Army Depot is requesting the renewal of license support for Costworks software that Anniston Army Depot (ANAD) uses in order for Directorate of Public Works (DPW) to formulate costs for certain projects; i.e. electrical, plumbing, road construction, and mechanical.

3.0 Contractor Requirements:

3.1 The contractor shall provide seven (7) Network Users for the thirteen (13) software renewals, which includes access to RSMeans Costworks 2023.

A. Mechanical Cost B. Electrical Cost C. Plumbing Cost D. Site Work & Landscape E. Concrete & Masonry Cost F. Facilities Construction Cost G. Life Cycle Cost Utility H. Commercial Square Foot Cost I. Heavy Construction Cost J. Facilities Maintenance & Repair K. Commercial Renovation Cost L. Assemblies Cost M. Estimator

3.2 The contractor shall provide essential software updates and patches.

As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct Extensible Markup Language (XML) data transfer to the database server or fill in the fields on the website.

The Extensible Markup Language (XML) direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site.

4.0 Scope Changes:

The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
