Southwest Indian Polytechnic Institute Statement of Work
For Solid Waste Collection and Disposal Services
1. General Requirements
1.1 Introduction
The Southwestern Indian Polytechnic Institute (SIPI) requests waste collection services and waste equipment rental. Contractor shall provide the services in accordance with this statement of work (SOW.) The Contractor shall provide complete trash removal services to include pick-up, haul, dump, and cleaning of the waste receptacles for the SIPI campus. The required services include but are not limited to waste collection services and waste equipment rental.
1.2 Location
SIPI is located at 9169 Coors Blvd. NW, Albuquerque, NM 87120, Bernalillo County.
1.3 Performance Time
The base period of performance shall begin on the effective date of the notice to proceed for a 12 month period with four (4) option years.
Contractor hours of operation at SIPI shall commence no earlier than 8:00 a.m. (MST) and continue no later than 5:00 p.m., Monday through Friday or as agreed upon between the contractor and the Contracting Officer Representative (COR). All work shall be coordinated through the COR including work that may need to be scheduled after hours and weekends.
Holiday Schedule: Refuse shall not be collected as scheduled when a collection day falls on a Federal holiday. Contractor shall collect refuse the next business day following the Federal holiday.
Government Holidays

Inclement Weather Schedule: Refuse shall be collected as scheduled during inclement weather unless specific approval to delay is requested by the Contractor and approved by the COR.

2. Scope of Work
The Contractor shall provide solid waste collection services and waste equipment rental.
The Contractor shall provide an all-inclusive rate for waste collection services and waste equipment rental, but not limited to, travel, labor and equipment.
The containers (bins) shall be standard commercial industrial type of heavy gauge metal construction and designed for mechanized handling. The container shall be freshly painted at the start of the contract and periodically during the term of the contract to maintain a pleasant appearance. The Contractor's name and local phone number shall be prominently displayed on the containers.
The Contractor shall replace any damaged lids for all bins, as identified and reported by COR. All lids to the bins shall be closed each time the bins are emptied and set back down in place.
2.1 Equipment
Commercial Front Load Bins:
The Contractor shall provide three (3) - 6 cubic yard bins to be placed at the following locations: Bldg. 104 Library, Bldg. 113 Four Winds Lodge (Women’s Dormitory) and Dental Clinic (see campus map attached). The contractor shall provide complete trash removal services to include pick-up, haul, disposal 3 times a week, and annual cleaning of the container (bins). The contractor shall include overage fees for the year in line item description, 6 yard commercial bins.
The Contractor shall provide five (5) - 8 cubic yard bins to be placed at the following locations: Bldg. 100 Science & Technology, Bldg. 113 Four Winds Lodge (Women’s Dormitory), Bldg. 114 Golden Eagle Lodge (Men’s Dorm), Bldg. 109 Cafeteria and SIPI Dental Clinic. The contractor shall provide complete trash removal services to include pick-up, haul, disposal 3 times a week, and annual cleaning of the container (bins). The contractor shall include overage fees 4 times for the year in line item description, 8 yard commercial bins.
Recycle Bins:
The Contractor shall provide four (4) - 8 cubic yard recycle front load bins to be placed at the following locations: 2 at Bldg. 109 Cafeteria and 2 at Dental Clinic. The contractor shall provide complete removal services to include pick-up, haul, disposal 2 times a week and annual cleaning of the containers (bins). The contractor shall include overage fees for the year in line item description, 8 yard recycle commercial bins.
Roll Off Containers:
The Contractor shall provide ten (10) roll off open top 30 or 40 yard containers that will be used primarily for furniture, renovation and construction material. The Contractor shall
3 | P a g e provide 1 roll off open top 30 or 40 yard containers that will be used primarily for metals.
The contractor shall provide roll off containers, as requested and coordinated with the COR.
The contractor shall include set up, delivery, pick up, excess of 4 tons, fuel/environmental, regulatory recovery costs, administrative and surcharges as part of the line item.
Disposal containers for Hazardous Waste, Special Waste, Universal Waste and Appliances to be placed on site, location shall be coordinated with COR. Containers shall be according to items being disposed in section 2.2 and their regulatory requirements.
Contractor Vehicles:
The Contractor shall use vehicles specifically designed for refuse collection and which do not permit loss of refuse. The Contractor shall have sufficient equipment for execution of this contract.
2.2 Schedules and Pickup
The Contracting Officer Representative (COR) and Point of Contact (POC) are the only individuals authorized to schedule pick-ups.
Trash pick-up: 6 Yard, 8 Yard Commercial Bins and Roll Off Containers The pick-up schedule and frequency of pick-ups may be altered to meet the needs of the Government, to be reviewed annually with the COR. See table below for pick-up schedule per week: (see campus map attached)

Removal and Disposal:
Removal time and frequencies may be altered as the needs of the Government dictates.
Refuse disposal methods shall be in accordance with Local, State and Federal Government Health and Sanitation Codes and Regulations, to include Environmental Protection Agency regulations. In the event that two or more regulations conflict, the Contractor shall adhere to the more stringent of the two regulations. The disposal of waste shall be in a legally and environmentally safe manner. The contractor shall provide written documentation for an approved landfill meets all Federal, State, and Local regulations.
Cleanliness of Collection Area:
Collection stations shall be left in a neat and orderly manner. All solid waste in the vicinity of the collection areas, including spillage and waste left in the areas by the contractor, shall be picked up by the Contractor.
Additional Bins-Unscheduled Trash pick-up:
The Contractor will be contacted by the COR or POC for unscheduled delivery of 8 Yard bins and trash pickups for 4 large events. The Contractor shall provide 8 Yard bins at designated locations as coordinated by the COR or POC and services shall include complete trash removal services to include pick-up, haul, and disposal.
The Contractor will be contacted by phone and followed up with an email by the COR or POC for unscheduled delivery and trash pickups at the end of each trimester for a total of 6 pickups (Spring Trimester-April; Summer Trimester-August; and Fall Trimester-December).
The Contractor shall provide 1 - 8 Yard bin at Bldg 113 Four Winds Lodge (Women’s Dormitory) and Bldg 114 Golden Eagle Lodge (Men’s Dormitory).

Dates and times shall be coordinated by the COR or POC and services shall include complete trash removal services to include pick-up, haul, and disposal.
Hazardous Waste, Special Waste, Universal Waste and Appliances:
The Contractor will be contacted by the COR or POC with a list of hazardous waste, special waste, universal waste and appliances, as needed, to be disposed of according to the Environmental Protection Agency (EPA) regulations and Occupational Safety and Health Administration (OSHA) guidelines. The list(s) will include, but not limited to: old and expired academic laboratory chemicals, paints, old tires, Freon, oil, electronics, grease from cafeteria, ballasts, fluorescent lamps, bulbs, refrigerators, freezers, washer, dryers, etc. (See list of hazardous waste, special waste, universal waste)
Contractor shall provide containers for storage to be placed on site and disposal of these items shall be quarterly:
1. Assorted printer ink cartridges
2. Paints, solvents, lacquers etc.
3. Classroom laboratory chemical waste
4. Classroom animal specimen waste
5. Appliances with various refrigerants such as refrigerators, freezers, ice machines, HVAC condensers, HVAC evaporators etc. Appliances shall include washers, dryers.
6. Lamps from lighting fixtures (T12, T8, CFL, Metal Halide, High Pressure Sodium, etc.),
7. Ballasts from lighting fixtures (HID, Metal Halide, High Pressure Sodium, CFL etc.)
8. Batteries: AAA, AA, C,D,9V, 12V, Marine Batteries, Back Up Batteries for Fire Alarm systems, back up batteries for Security Systems, portable two-radio batteries, UPS system batteries, solar voltaic storage batteries, vehicle batteries, UTV batteries, Farm Tractor batteries.
9. Tires of various sizes
Hazardous waste, special waste, universal waste and appliances are stored at Bldg 124 Maintenance Shop or designated areas according to the safety data sheets (SDS), OSHA guideline and Code of Regulations (CFR). Contractor shall transport and dispose of hazardous waste, special waste, and universal waste at approved facilities. All hazardous waste, special waste, universal waste and appliances shall be disposed of according to EPA regulations and OSHA guidelines for handling and disposal.
Contractor shall dispose of contents in existing grease disposal container located at B109 Kitchen rear loading dock area.
3. Minimum Qualifications
1. Contractor shall ensure driver has a valid driver’s license.
2. Contractor shall be able to provide all necessary work efforts and items such as disposal bins, containers, boxes etc. to fulfill entire scope of work requirements.
3. Contractor shall meet the Environmental and OSHA requirements; be in accordance to the Executive Order 134.23, Strengthening Federal Environmental, Energy and

Transportation Management; and be in compliance with the Environmental Management System (EMS) required by EPA.
4. Contractor shall be licensed and certified in City of Albuquerque, State of New Mexico as a solid waste disposal contractor which includes necessary certifications for other wastes notated in the statement of work.
5. Work Place Safety
Due to the nature of the educational environment of the facility and daily operations, all work shall be in accordance with common safe work practice according to the Occupational Safety and Health (OSHA) for Safety and Health Programs to prevent any accidents or injuries.
The Contractor shall comply with all applicable Federal laws and with such additional measures as the Contracting Officer Representative may find necessary. The Contractor is required to implement a ZERO INJURY PROGRAM for these services.
Safety & Security – Contractor Employee Identification. Contractor shall abide by the following prior to commencing work:
a. All drivers shall wear identifying apparel with the company logo visible. The Contractors company logo shall be visible on all dump trucks or other vehicles.
6. Deliverables and Reporting Requirements
a. Contractor shall provide all manifest documentation for hazardous waste disposal, special waste disposal, universal waste disposal and appliances, as follows: old and expired academic laboratory chemicals, paints, old tires, Freon, oil, electronics, grease from cafeteria, ballasts, fluorescent lamps, bulbs, pesticides, refrigerators, freezers, washers, dryers, etc. Contractor shall submit manifest documents by email to Garrick Harlan (garrick.harlan@bie.edu) and Jerilyn Lucero (jerilyn.lucero@bie.edu) within 30 days of disposal.
Hazardous waste is stored at Bldg 124 Maintenance Shop or other designated areas according to the safety data sheets (SDS) until picked up by Contractor. Manifests are required according to Code of Federal Regulations (CFR), Title 40 Part 262-subpart K: Alternative Requirements for Hazardous Waste Determination and Accumulation of Unwanted Material for Laboratories Owned by Eligible Academic Entities. Recycling of universal waste is required according to CFR Title 40 Part 273:
Standards for Universal Waste Management. Manifests are also required for appliance disposal according to EPA regulations.
b. Contractor shall be capable of implementing recycling program for the items to be recycled (but not inclusive) batteries, ink cartridges, cardboard boxes, plastic, bottles, paper, newspapers, magazines, aluminum cans, etc. Contractor shall provide weight of recycled materials at the end of each calendar year for each month. c. Contactor shall provide the weight of each disposal of (6 and 8 Yd. bins) all solid waste at the end of December of each year.
d. Contactor shall provide the weight of each disposal of all bulk materials for each roll off bins after each delivery.
e. Contactor shall provide the weight of each disposal of all construction debris for each roll off bin after each delivery.
f. The contractor will be required to present a delivery ticket with the monthly billing to confirm which container was pulled, to include the date and time of the pull for each container.
7. Review and Approval
The COR or his/her duly authorized representative ( P O C ) shall review and approve services during the duration of the scheduled work (i.e. COR will notify Contractor when bin lids are not closed or damaged and when debris has fallen out of bin during pickup and not cleaned up).
