Statement of Work

Curriculum Alignment Ongoing Support & Services

1.0 Background

A Bureau Operated School (BOS) Curriculum Review was conducted to identify and analyze strengths and weaknesses in curriculum utilized within BOS and provided a comprehensive report of each school’s achievement gaps in FY21-22. The assessed curriculum showed alignment to BIE’s Strategic Direction mission and vision, Common Core State Standards, and the BIE Content Standards. The review targeted specific support and professional development to build capacity at each school site. BOS is seeking continued and ongoing support for current and newly retroceded Bureau Operated Schools. The continued support will work from the final school and district curriculum alignment reviews and input from BOS administration and school leaders.

2.0 Objectives

Curriculum Alignment Continued and Ongoing support will provide Bureau Operated Schools with the following objectives/expectations:

• Schools will be organized into cohorts, based on the current status of their curriculum, instruction, and assessment systems.

• Each cohort will engage in online and in-person sessions tailored to their needs.

• Each session will be a combination of training and workshop time and each session will be followed by online office hours during which schools can receive more personalized attention.

• School Leadership Network Convenings: Convenings can be provided over the course of the school year. These convenings can be held in person or online, based on the current COVID-19 status. If held in person, BIE district-level leadership will make the necessary logistical arrangements.

• BIE BOS District-level Support will be provided virtually on a monthly basis. Contractor must be open to in-person meetings to launch the year and close out the year if desired by BIE leadership.

3.0 Scope

Ongoing support will be provided so that each BOS that recently underwent a curriculum review can make best use of the findings and recommendations that resulted from the review. Support may include, but not be limited to, reviewing each schools vertical and horizontal standards alignment, reviewing their content standard pacing guides, designing plans for the most appropriate professional development, and curriculum/assessment/standards implementation with the ultimate goal of high levels of learning and achievement for all students.

4.0 Tasks

4.1 School Level Support:

• A deep dive into the BIE College and Career Ready Standards in ELA and Mathematics, with differentiated support for new and veteran teachers.

• Assessment Literacy: An exploration of the BIE assessments (interim and summative) and an overview of how best to use assessments and assessment data to drive teaching and learning.

• Curriculum design and implementation:

• For schools that already have a clear curriculum in place, training will be provided around mapping of the curriculum to ensure consistent implementation across classrooms and to clearly articulate vertical learning progressions across the grades. In addition, each school will create a “coverage map” of all standards to determine where any gaps may exist. Finally, all assessments will be calendared and aligned to PLC meetings at which the data will be reviewed.

• For schools that do not yet have a clear curriculum in place, training will be provided around how to choose high quality instructional materials (HQIM), and how to ensure that all teachers understand the scope and sequence within the HQIM and the vertical progression of learning goals across the grades. Finally, all assessments will be calendared and aligned to PLC meetings at which the data will be reviewed.

• School Leadership Network Convenings: – BIE school leaders from across all schools will receive support around understanding all the components that make up an Intended, Lived and

Learned curriculum and how best to support teachers in the implementation of that curriculum.

4.1.1 Task 1 – School Level Support/ BIE Standards

BIE College and Career Ready Standards in ELA and Mathematics, with differentiated support for new and veteran teachers. Schools will take a deep dive into the standards for a better understanding of the standards. This will be the first of the five online or in-person (if requested) sessions that will be provided to the three cohorts. Sessions dates and times will be set by each cohort, for a total of 15 sessions for all schools. Followed by online office hours during which schools can receive more personalized attention.

Establish a quarterly schedule for reviewing whether curriculum is being taught to fidelity and that standards are being taught on grade level.

4.1.2 Task 2 - School Level Support/ Assessments

BIE assessments (interim and summative) and an overview of how best to use assessments and assessment data to drive teaching and learning. This will be part of the first session of the five online sessions that will be provided to the three cohorts. Sessions dates and times will be set by each cohort, for a total of 15 sessions for all schools. Followed by online office hours during which schools can receive more personalized attention. Work with Cohorts on each school’s curriculum standards pacing guide.

Provide guidance regarding where revisions are necessary, how schools can strengthen their delivery of content to improve student instruction, and a report to the District on each schools status.

4.1.3 Task 3 - School Level Support/Curriculum design and implementation

• How to choose high quality instructional materials (HQIM)

• Understand the scope and sequence

• Vertical progression of learning goals across the grades

• Mapping of the curriculum

• Create a “coverage map” of all standards to determine where any gaps may exist

• Assessments will be calendared and aligned to PLC meetings at which the data will be reviewed.

(Sessions 2-5: Sessions dates and times will be set by each cohort for a total of 15 sessions. Each session will be followed by online office hours during which schools can receive more personalized attention.)

• Professional learning will be provided for BIE district-level leaders around the structure of the new BIE assessments, alignment of the assessments to the curriculum in use within the schools, and how to use the data to make district-wide curriculum decisions.

4.1.4 Task 4 - School Leadership /Components that make up an Intend, Lived and Learned curriculum

Three convenings to be provided over the course of the school year. These convening will be held on-line or in-person (if requested), with principals, EPAs and School Improvement Specialist. The three meetings will be held in the months of October, January, and April. Specific dates for the last two days will be discussed during the initial Kickoff meeting.

4.1.5 Task 5 - School Leadership Network Convenings

School Leadership Network Convenings: Three convenings to be provided over the course of the school year. These convening will be held on-line or in-person (if requested), with principals and EPAs and

School Improvement Specialist.

5.0 District Level Support:

• Support will begin with unpacking district-wide and site level data from the curriculum review reports and setting goals, outcomes, and clearly defined objectives for school improvement around curriculum.

• Collaborative support will be provided around designing agreed-upon curriculum metrics and monitoring indicators, which may include:

• Establishing a quarterly schedule for analyzing assessment data in Math and

ELA Curriculum

• Establish a quarterly schedule for reviewing whether curriculum is being taught to fidelity and that standards are being taught on grade level.

• Professional learning will be provided for BIE district-level leaders around the structure of the new BIE assessments, alignment of the assessments to the curriculum in use within the schools, and how to use the data to make district-wide curriculum decisions.

a. Stakeholders: All key stakeholders from each school can be invited to participate in both sessions: administrators, teachers, educational technicians, residential support staff, learning coaches, counselors, parents/guardians and community leaders.

b. Continued Curriculum Alignment for New/Retroceded Schools: Contractor will conduct an abridged curriculum alignment for new/retroceded schools that are added to Bureau Operated Schools throughout the contract period of performance.

5.1.1 Task 1 – District Level Support/Goals-Outcomes-Objectives

Review curriculum reports and site level data. Goals, outcomes and objectives for school improvement around curriculum will be created and completed during the first of the 12 monthly meetings; in-person or on-line meeting by Oct 2022.

5.1.2 Task 2 - District Level Support/Monthly Progress

BIE BOS District-level reporting of school’s progress with the BIE standards, assessments and curriculum design and implementation will be provided virtually at the end of each month.

5.1.3 Task 3 - District Level Support/Curriculum Metrics and Monitoring Indicators

Establishing a quarterly schedule for analyzing assessment data in Math and ELA Curriculum.

Establish a quarterly schedule for reviewing whether curriculum is being taught to fidelity and that standards are being taught on grade level. Create quarterly schedules for analyzing data, reviewing fidelity of curriculum and if standards are taught at grade level will be put on the agendas of the monthly calls to complete by September 30, 2023.

5.1.4 Task 4 - District Level Support/Curriculum Metrics and Monitoring Indicators

BIE district-level leaders will learn the structure of the new BIE assessments, alignment of the assessments to the curriculum in use within the schools, and how to use the data to make district-wide curriculum decisions. This will be part of the first meeting from Task 2.1 meeting.

5.1.5 Task 5 – Continued Curriculum Alignment for New/Retroceded Schools

Contractor will conduct an abridged curriculum alignment for new/retroceded schools that are added to

Bureau Operated Schools throughout the contract period of performance.

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) will not be required for this contract.

7.0 Travel

Contractor will submit travel requests to Contracting Officer Representative for approval prior to travel and ensure travel meets Federal Travel Regulations.

8.0 Other Unique Requirements

The contractor will be state certified in Bureau Operated School regional states and/or licensed to provide all services with licensed and certified personnel. The contractor must offer quality reporting of curriculum strengths and weakness utilized at all school sites. They will visit, gather, analyze, and compile data that will show needs and gaps in the curriculum and if it is guaranteed and viable or meet the

Intend, Lived, and Learned model.

9.0 Place of Performance

Place of performance will occur at Contractor’s work locations. In-person training will be held at site locations to be determined by the Government. Virtual trainings will also be required, as needed and held virtually through FEDRAMP approved virtual meeting sites, i.e., Microsoft TEAMS, WebEx, Zoom, etc.
