1. DESCRIPTION OF SERVICES
The contractor shall engineer, procure, and install Video Teleconference (VTC) Suite and LCD Video Wall System to increase the capabilities of the 18th Equipment Maintenance squadron conference room Building 780 room 138 on Kadena Air Base as defined in this statement of work. The contractor shall provide all personnel, materials, tools, equipment, transportation, vehicle, supervision, labor and other items and services necessary to install the VTC. The VTC will have classified and non-classified capabilities.
1.1 Installation will include all hardware and software for complete turnkey solution to include communications and electric cabling.
1.2 Installation will follow current Defense Information Systems Agency (DISA) Information Assurance found at http://www.disa.mil/.
1.3 Contractor will provide an Installation Design Plan (IDP) with diagrams and schedule.

1.5 Installation will be accomplished with normally accepted installation standards and procedures. Site specific rules, regulations, and safety guidelines will be adhered to as required. All ISP cabling installed shall meet ANSI/TIA/EIA 569-B installation standards. The preferred ISP cabling is Category 6 or higher and plenum rated with T-568B termination style. ISP pathways shall be cable trays, ladder type inside telecom room and basket type throughout. J-hooks may be considered for renovation projects.
1.6 Includes a 5-year manufacture’s warranty for the equipment purchased installed under this contract and a contractor workmanship installation warranty for the systems installed by the contractors for one year after acceptance. Warranties will include repair and parts replacement of any defect of equipment, material, workmanship, or design furnished.
1.7 For the VTC Suite installed, access to technical support via telephone or local contractor on Okinawa if available for the at least the duration of the one year warranty.
1.8 On-site training and materials for operations, maintenance, and basic troubleshooting. Appropriate training block of instructions will include manuals (hard and soft copies). Soft copies should be on CD/DVD in Adobe format. Hard copies should be in a book or binder with drawings near a 9” x 18” printed size.

1.9 Provide as build documentation and required artifacts to meet Information Assurance accreditation requirements IAW Risk Management Framework (RMF). Provide the Security Technical Implementation Guide (STIG) checklists, vulnerability scan results and other appropriate documents in the IA process found at http://www.disa.mil/.
1.10 Contractor will utilize the attached drawings for planning. After site surveys, if the contractor deems necessary, upon CO approval, improved design plan may be developed if existing infrastructure is insufficient to meet VTC requirements.
2. INSTALLATION SUMMARY
This project has an estimated total duration of 180 days with flexibility to adjust dates depending on equipment lead times, work accomplished ahead of schedule, possible delays due to weather or other unforeseen circumstances. However, any extension to the period of performance (PoP) must receive approval from the contracting officer (CO). Schedule will include ordering materials, shipping and installation.
2.1 Provide Video Teleconference Suite that is DISA compliant and able to reside on the Air Force Network (AFNET) NIPRnet. Will include cabling, mounts, displays, speakers, codec kits, IP switches, control pads, microphones, cameras, accessories, communications and electric cabling, configuration and programming as needed for a turnkey solution.
2. 2 End user and system administrator training. Custom system administrator and end user Guide. Training will be provided by an audio video engineer.
2.3 Contractor will configure and program VTC Suites, conduct functional testing and provide as-built drawings within 30 days after installation.
2.4 Contractor will comply applicable National Electrical Code (NEC) Electrical Standards dated 2020 for components and installation.
3. GENERAL INFORMATION
3.1 Coordination
Schedule of ordering materials, shipping and installation dates shall be coordinated with 18th Equipment Maintenance Squadron.
3.2 Security and Physical Requirement
3.2.1 Kadena Air Base is a US Air Force Installation and requires Access approval thru the 18 SFS/Pass and Registration section. Contractors will need to fill out a memorandum, providing their names, passport number or driver’s license number, and address. Additionally, a photo ID will be required whenever base access is requested. Facility access will be granted thru the 18 EMS security manager. Contractor and all associated sub-contractors employees shall also provide all information required for background checks to meet installation access requirements to be accomplished by 18 SFS/Pass and Registration section. Contractors will need to submit a photocopy of their passport for Security Forces to perform a background check. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
3.2.2 AT Level I training. All contractor employees, to include subcontractor employees, requiring access military installations, facilities, and controlled access areas shall complete AT Level I awareness training within 90 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the GR, or to the CO, if a GR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 3.2.3 For contractors that do not require CAC, but require access to a DoD facility or installation, contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) for applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
3.2.4 AT Awareness training for contractor personnel traveling overseas. This standard language required US based contractor employees and associated sub-contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training.
3.2.5 Eagle Eyes. This standard language is for contractor employees with an area of performance within an Air Force controlled installation, facility, or area. The contractor and all associated sub-contractors shall brief all employees on the local Eagle Eyes program (training standards provided by the requiring activity ATO).
This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the GR. This training shall be completed within 60 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the GR NLT 120 calendar days after contract award.
3.2.6 For Contract Requiring Performance or Delivery in a Foreign Country, DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. The key AT requirement is for non-local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor’s compliance with combatant commander and subordinate task force commander policies and directives.
3.2.7 Contractor employees that are not citizens of the United State or Japan will not be approved for base access.
3.2.8 HPCON Measures. Contractors will adhere to wing-directed HPCON measures while on- and off-base.
3.3 Hours of Operation
Monday through Saturday, 0800 – 1700 include Federal Holidays and included Japanese Holiday in the projected work schedule.

3.4 Operation during Typhoon
When Tropical Cyclone Condition Readiness 2 is declared, all work will cease immediately. The contractor will clean up and dispose of all loose debris and waste as directed by COR to secure the job site against damage that may result from anticipated weather conditions. Contractor responsibility shall remain the same during tropical cyclone declaration “Tropical Cyclone Condition of Readiness 1 Caution (TCCOR1C)”.
Upon the declaration of TCCOR1C, contractor employees shall be excused from all duties. Upon declaration “Tropical Cyclone Condition of All Clear ” or “Storm Watch”, contractors will return to duty.
3.5 Safety Requirements
In performing work under this contract, the contractor shall:
3.5.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
3.5.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.
3.5.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
3.5.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
3.5.5 Record and report promptly (within one hour) to the contracting officer or designate government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
3.5.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
3.5.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
3.5.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

3.7 CONTRACTOR INCURRED EXPENSES. All expenses incurred by Contractor and employees while executing this VTC contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the Contractor to procure.
Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as include in provides pricing quote.
3.7.1 TRAVEL. Contractor will be responsible for arranging, booking, and paying for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the UPS install site and while working and residing in the vicinity of Kadena Air Base.
3.7.2 LODGING AND DINING. Contractor will be responsible to procure and pay for all lodging and dining for contracted employees.
3.7.3 MISCELLANEOUS EXPENSES. Contractor will be responsible for all other miscellaneous expenses necessary to support the subsistence of contracted employees.
4. FACILITY DRAWINGS. A floor plan of building 764 will be provided as a part of the contract package.
